Chapter VIII. Development and Evolution of the WFSRI

 

 

1 개발 배경 (Background)

 

오늘날 기업과 공공기관은 재무성과뿐만 아니라 지속가능한 성장, 사회적 가치 창출, 이해관계자와의 신뢰, 그리고 미래 경쟁력까지 함께 요구받고 있다.

Today, Corporations and Public Institutions are expected to achieve not only financial performance but also Sustainable Growth, Social Value Creation, stakeholder trust, and Future Competitiveness.

 

기존의 다양한 기업평가 및 공공기관 평가체계는 각각의 목적에 따라 일정한 역할을 수행해 왔지만, 조직의 책임경영 수준을 종합적이고 체계적으로 평가하는 데에는 한계가 있었다.

Existing evaluation systems for Corporations and Public Institutions have fulfilled important roles according to their respective objectives, yet they have shown limitations in comprehensively evaluating the overall level of Responsible Management.

 

기업과 공공기관의 지속가능한 경쟁력은 단순한 재무성과나 개별 평가항목만으로 설명될 수 없으며, 조직의 경영철학과 리더십, 사회적 책임, 혁신역량, 미래 성장 기반 등을 함께 고려하는 통합적 평가가 필요하게 되었다.

The Sustainable Competitiveness of Corporations and Public Institutions can no longer be explained solely by financial performance or isolated evaluation items. An integrated evaluation considering management philosophy, leadership, social responsibility, innovation capability, and future growth foundations became necessary.

 

이러한 시대적 요구에 따라 장기간의 연구와 개발을 거쳐 기업과 공공기관의 책임경영 수준을 객관적이고 체계적으로 평가하기 위한 새로운 평가체계인 WF책임경영지수(WFSRI)를 구축하였다.

In response to these evolving demands, the World Federation Sustainable Responsibility Index (WFSRI) was established through extensive research and development as a new framework for objectively and systematically evaluating Responsible Management in Corporations and Public Institutions.

 

WFSRI는 특정 분야만을 평가하는 체계가 아니라 조직의 지속가능성과 미래 경쟁력을 종합적으로 평가하는 책임경영 평가체계로 설계되었다.

The WFSRI was designed not as a framework for assessing isolated areas, but as a comprehensive Responsible Management Evaluation Framework that evaluates Organizational Sustainability and Future Competitiveness as an integrated whole.

 

 

2. 개발 과정 (Development Process)

 

2017년 1월 (January 2017)
기초 연구 착수
Commencement of Foundational Research

 

기존 기업 및 공공기관 평가체계의 한계를 분석하고 새로운 책임경영 평가체계 개발을 위한 기초 연구를 시작하였다.

Research commenced to analyze the limitations of existing evaluation systems for Corporations and Public Institutions and to establish the foundation for a new Responsible Management Evaluation Framework.

 

책임경영의 개념을 체계적으로 정립하고 국제적인 평가모델과 다양한 기업평가 사례를 비교·분석하면서 새로운 평가체계의 기본 방향을 설계하였다.

The concept of Responsible Management was systematically defined, while international evaluation models and various corporate assessment practices were comparatively analyzed to establish the fundamental direction of the new evaluation framework.

 

2017년 ~ 2025년 (2017–2025)
책임경영 평가체계 연구 및 개발
Research and Development of the Responsible Management Evaluation Framework

 

책임경영 철학과 평가체계, 평가방법론에 관한 연구를 지속적으로 수행하였으며, 기업과 공공기관의 지속가능한 성장과 미래 경쟁력을 종합적으로 평가하기 위한 WF책임경영지수(WFSRI)의 기본 평가체계를 개발하였다.

Continuous research was conducted on the philosophy, evaluation framework, and methodology of Responsible Management, leading to the development of the fundamental WFSRI Evaluation Framework for comprehensively assessing the Sustainable Growth and Future Competitiveness of Corporations and Public Institutions.

 

연구 과정에서는 책임경영의 핵심 구성요소를 체계적으로 분석하여 6대 평가부문(Six Major Evaluation Categories)을 확립하고, 이를 기반으로 14개 하위항목(Fourteen Sub-Categories)을 구성하였다.

During the research process, the essential components of Responsible Management were systematically analyzed, resulting in the establishment of the Six Major Evaluation Categories, which were further structured into Fourteen Sub-Categories.

 

또한 조직의 책임경영 수준을 보다 객관적이고 정량적으로 평가하기 위하여 110개 세부 평가지표(110 Detailed Evaluation Indicators)와 31개 핵심가치지표(Core Value Indicators, CVI)를 개발하였다.

To enhance objectivity and analytical precision, 110 Detailed Evaluation Indicators and 31 Core Value Indicators (CVI) were developed to evaluate the level of Responsible Management.

 

아울러 평가결과를 체계적으로 등급화하기 위한 SEC WFSRI Rating의 기본 구조를 설계하고, 책임경영 평가체계의 운영 기반과 평가방법론을 함께 구축하였다.

In addition, the fundamental structure of the SEC WFSRI Rating was designed, while the operational foundation and evaluation methodology of the Responsible Management Evaluation Framework were established.

 

 

2025년 11월 1일 (November 1, 2025)
WFSRI 평가체계 공식 확정
Official Confirmation of the WFSRI Evaluation Framework

 

WF책임경영지수(WFSRI)의 기본 평가체계와 SEC WFSRI Rating의 기본 구조를 공식 확정하였다.

The fundamental WFSRI Evaluation Framework and the basic structure of the SEC WFSRI Rating were officially confirmed.

 

『WF책임경영지수(WFSRI) 백서』와 Responsible Management Evaluation Framework, Responsible Management Evaluation Methodology, 평가 운영체계를 포함한 전체 내용을 최종 확정하였다.

The WFSRI White Paper, together with the Responsible Management Evaluation Framework, the Responsible Management Evaluation Methodology, and the overall evaluation operational framework, was finalized.

 

이를 통해 책임경영 평가체계의 공식 기준과 운영 방향을 확립하고 향후 평가사업의 기반을 마련하였다.

This established the official standards and operational direction of the Responsible Management Evaluation Framework, providing the foundation for future evaluation programs.

 

 

2025년 12월 26일 (December 26, 2025)
제1회 WFPL 기업·공공기관 ESG 평가 실시 확정
Confirmation of the First WFPL ESG Evaluation for Corporations and Public Institutions

 

제1회 WFPL 기업·공공기관 ESG 평가의 실시를 최종 확정하고 평가 운영계획과 추진체계를 확립하였다.

The implementation of the First WFPL ESG Evaluation for Corporations and Public Institutions was formally confirmed, and the evaluation implementation plan and operational system were finalized.

 

이를 통해 2026년 1월 1일부터 책임경영 평가체계를 공식 운영하기 위한 모든 준비를 완료하였다.

This completed all necessary preparations for the official launch of the Responsible Management Evaluation Framework on January 1, 2026.

공식 운영 개시
Official Launch

 

WF책임경영지수(WFSRI)를 기반으로 Responsible Management Evaluation Framework의 공식 운영을 시작하였으며, SEC WFSRI Rating, SEC WFSRI Certification, SEC WFSRI Evaluation & Analysis Platform을 중심으로 책임경영 평가체계를 본격적으로 운영하기 시작하였다.

Based on the WFSRI, the official operation of the Responsible Management Evaluation Framework commenced, with the SEC WFSRI Rating, SEC WFSRI Certification, and the SEC WFSRI Evaluation & Analysis Platform serving as the core components of the Responsible Management Evaluation Framework.

 

평가, 등급, 인증, 분석, 연구가 하나의 체계 안에서 연계되는 통합 책임경영 평가 플랫폼의 운영이 본격적으로 시작되었다.

The operation of an integrated Responsible Management platform connecting Evaluation, Rating, Certification, Analysis, and Research officially began.

 

3. 미래를 향한 발전
Looking Toward the Future

 

책임경영은 더 이상 선택적인 경영전략이 아니라 기업과 공공기관의 지속가능한 성장과 미래 경쟁력을 결정하는 핵심 요소로 자리매김하고 있다.

Responsible Management is no longer an optional management strategy but has become a fundamental factor determining the Sustainable Growth and Future Competitiveness of Corporations and Public Institutions.

 

급변하는 글로벌 경영환경과 기술혁신, 디지털 전환, 기후변화, 사회적 책임에 대한 요구는 책임경영의 개념과 평가기준 역시 지속적으로 발전할 것을 요구하고 있다.

Rapid changes in the global business environment, technological innovation, digital transformation, climate change, and increasing expectations for social responsibility require the concept and evaluation standards of Responsible Management to continue evolving.

 

SEC는 이러한 변화에 능동적으로 대응하기 위하여 WF책임경영지수(WFSRI)를 지속적으로 고도화하고 국제적 신뢰성과 활용성을 갖춘 책임경영 평가체계로 발전시켜 나갈 것이다.

To proactively respond to these changes, SEC will continuously enhance the WFSRI and further develop it into a Responsible Management Evaluation Framework with international credibility and practical applicability.

 

평가기준(Evaluation Criteria)과 평가방법론(Responsible Management Evaluation Methodology)은 사회와 산업환경의 변화에 맞추어 지속적으로 개선하고, 새로운 경영환경과 기술혁신을 반영할 수 있도록 발전시켜 나갈 것이다.

The Evaluation Criteria and the Responsible Management Evaluation Methodology will be continuously refined in response to changes in society and industry, ensuring that they reflect emerging management environments and technological innovation.

 

또한 국제기구, 학계, 산업계 및 다양한 이해관계자와의 협력을 확대하여 책임경영 평가의 객관성과 신뢰성을 지속적으로 강화해 나갈 것이다.

Collaboration with international organizations, academia, industry, and various stakeholders will be expanded to continuously strengthen the objectivity and credibility of Responsible Management Evaluation.

 

WF책임경영지수(WFSRI)는 기업과 공공기관의 책임경영 수준을 평가하는 기준에 머무르지 않고, 조직의 지속적인 혁신과 경쟁력 향상을 지원하는 글로벌 책임경영 플랫폼으로 발전해 나갈 것이다.

The WFSRI will evolve beyond serving as an evaluation standard for Responsible Management and become a global platform that supports continuous organizational innovation and competitiveness.

 

이를 위하여 SEC WFSRI Rating, SEC WFSRI Certification, SEC WFSRI Evaluation & Analysis Platform, Responsible Management Profile, Benchmark Analysis, SEC Analysis를 유기적으로 연계하여 책임경영 생태계를 구축해 나갈 것이다.

To achieve this vision, the SEC WFSRI Rating, SEC WFSRI Certification, SEC WFSRI Evaluation & Analysis Platform, Responsible Management Profile, Benchmark Analysis, and SEC Analysis will be systematically integrated to establish a comprehensive Responsible Management ecosystem.

 

궁극적으로 WF책임경영지수(WFSRI)는 평가(Evaluation), 등급(Rating), 인증(Certification), 분석(Analysis), 연구(Research)를 하나의 체계로 연결하는 국제적인 Responsible Management Evaluation Framework로 발전하여 기업과 공공기관의 지속가능한 성장, 미래 경쟁력 강화 및 사회적 가치 창출에 기여하는 것을 목표로 한다.

Ultimately, the WFSRI aims to evolve into an internationally recognized Responsible Management Evaluation Framework that integrates Evaluation, Rating, Certification, Analysis, and Research into a single system, thereby contributing to the Sustainable Growth, stronger Future Competitiveness, and Social Value Creation of Corporations and Public Institutions.
