민주주의의 가치는 국민이 자신의 대표를 선출하는 데서 출발하지만, 그 대표가 국민으로부터 위임받은 권한을 어떻게 행사하는지 지속적으로 살펴보는 과정에서 더욱 깊어집니다.

국회의원은 국민의 대표로서 국가의 미래를 결정하는 중요한 책무를 맡고 있습니다. 국회에서 이루어지는 하나의 입법적 판단과 정책적 결정은 오늘을 살아가는 국민뿐 아니라 앞으로 이 사회를 이어갈 미래세대의 삶에도 영향을 미칩니다.

따라서 국회의원의 의정활동을 살펴보는 일은 단순히 과거의 성과를 확인하는 차원을 넘어, 우리 사회가 어떠한 미래를 준비하고 있는지를 함께 돌아보는 과정이기도 합니다.

세계청년리더총연맹(WFPL)은 미래세대가 보다 공정하고 책임 있는 사회에서 자신의 가능성을 실현할 수 있어야 한다는 믿음을 바탕으로 다양한 공익적 연구와 활동을 추진해 왔습니다.

그 과정에서 국가의 법과 제도를 만들어 가는 국회의 역할이 얼마나 중요한지, 그리고 그 역할을 수행하는 국회의원의 의정활동을 국민의 시각에서 살펴볼 수 있는 기준이 왜 필요한지 깊이 고민해 왔습니다.

국가의 경쟁력은 경제적 규모나 기술적 성취만으로 결정되지 않습니다. 사회적 신뢰와 제도의 공정성, 공공의 이익을 위한 책임 있는 의사결정이 함께 뒷받침될 때 국가의 지속적인 발전이 가능해집니다.

특히 미래세대에게 필요한 것은 일시적인 성과나 단기적인 정책에 머무르지 않고, 국민의 삶을 실질적으로 개선하며 다음 세대가 감당해야 할 부담까지 고려하는 책임 있는 정치입니다.

이러한 관점에서 국회의원 의정평가는 단순한 평가사업 이상의 의미를 갖습니다. 국민의 대표가 수행한 의정활동을 체계적으로 살펴보고, 공익적 가치와 사회적 책임의 중요성을 확인하는 과정이기 때문입니다.

세계청년리더총연맹이 연구·개발한 WF국회의정혁신지수(WFAPII)는 이러한 문제의식을 구체적인 평가체계로 발전시키기 위한 노력의 결과입니다.

WFAPII는 국회의원의 의정활동을 국민의 삶과 국가의 미래라는 폭넓은 관점에서 바라보고, 책임 있는 의정활동이 지닌 사회적 가치를 객관적으로 살펴볼 수 있는 기반을 제공하고자 합니다.

그러나 아무리 정교한 평가체계라 하더라도 그 자체만으로 국민의 신뢰를 얻을 수는 없습니다. 평가를 운영하는 기관이 일관된 원칙을 지키고, 평가결과에 대한 책임을 다하며, 어떠한 외부의 이해관계에도 흔들리지 않는 자세를 유지할 때 비로소 평가제도의 가치가 실현될 수 있습니다.

국회의원 의정평가는 정치적 대립을 확대하거나 특정 정당과 정치세력의 이해관계를 대변하는 수단이 되어서는 안 됩니다. 오히려 국민의 대표기관인 국회가 본연의 책무에 충실할 수 있도록 객관적인 정보를 제공하고, 책임 있는 정치문화가 발전하는 데 기여해야 합니다.

또한 평가결과는 국회의원에게만 의미가 있는 것이 아닙니다. 국민에게는 의정활동을 이해할 수 있는 정보를 제공하고, 미래세대에게는 공공의 책임과 민주적 제도의 중요성을 생각할 수 있는 계기가 될 수 있습니다.

이러한 사회적 가치를 지속적으로 실현하기 위해서는 평가체계의 전문성뿐 아니라 연구성과의 축적과 보존, 평가제도의 지속가능성을 함께 고려해야 합니다.

이번 WF국회의정혁신지수(WFAPII) 백서는 그동안 축적해 온 연구성과와 평가제도의 기본 정신을 체계적으로 정리하고, 앞으로도 일관된 기준 아래 의정평가가 발전할 수 있는 토대를 마련한다는 점에서 의미가 있습니다.

저는 이 백서가 단순한 연구자료에 머무르지 않고, 국민의 알 권리와 책임정치의 중요성을 널리 알리는 데 기여하기를 기대합니다.

아울러 국회의원 의정평가위원회(AEC)가 독립성과 전문성을 바탕으로 국민이 신뢰할 수 있는 평가제도를 지속적으로 발전시켜 나가기를 바랍니다.

민주주의의 성숙은 어느 한 기관이나 개인의 노력만으로 이루어지지 않습니다. 국민의 관심과 참여, 책임 있는 공직 수행, 공정한 제도가 함께할 때 더욱 굳건해질 수 있습니다.

WF국회의정혁신지수가 이러한 변화에 의미 있는 역할을 하고, 미래세대에게 보다 책임 있고 신뢰할 수 있는 민주사회를 물려주는 데 기여하기를 기대합니다.

Recommendation

 

The value of democracy begins with the people's right to elect their representatives, but it deepens through the continuing examination of how those representatives exercise the authority entrusted to them.

Members of the National Assembly bear significant responsibilities in shaping the future of the nation. Legislative judgments and policy decisions made within the National Assembly affect not only the lives of citizens today but also those of future generations who will inherit the society we build.

Examining parliamentary activities is therefore more than a review of past achievements. It is also an opportunity to reflect on the kind of future our society is preparing to create.

The World Federation of Power Leaders (WFPL) has pursued various public-interest research initiatives and activities based on the belief that future generations should be able to realize their potential in a fairer and more accountable society.

Throughout this work, we have reflected deeply on the importance of the National Assembly in shaping laws and institutions, and on the need for standards through which citizens can understand and examine the performance of their elected representatives.

National competitiveness cannot be measured solely by economic scale or technological achievements. Sustainable national development also depends on social trust, institutional fairness, and responsible decision-making in the public interest.

What future generations need is not merely short-term political achievements or temporary policy measures, but responsible governance that genuinely improves people's lives while considering the burdens that may be passed on to those who follow.

From this perspective, parliamentary evaluation carries significance beyond that of an ordinary assessment initiative. It provides an opportunity to examine the activities of elected representatives systematically and to recognize the importance of public value and social responsibility.

The WF Assembly Politics Innovation Index (WFAPII), developed by WFPL, represents an effort to translate these principles into a structured evaluation framework.

WFAPII seeks to provide a foundation for examining parliamentary performance from the broader perspective of citizens' well-being and the nation's future, while assessing the social value of responsible parliamentary service.

However, even the most sophisticated evaluation framework cannot earn public trust through technical design alone. Its value can be realized only when the institution responsible for its operation upholds consistent principles, remains accountable for its findings, and maintains independence from external interests.

Parliamentary evaluation must not become a means of intensifying political confrontation or representing the interests of particular political parties or groups. Rather, it should provide objective information that helps the National Assembly fulfill its responsibilities and contributes to a more accountable political culture.

Evaluation results are meaningful not only to members of the National Assembly. They can provide citizens with information necessary to understand parliamentary activities and encourage future generations to reflect on public responsibility and the importance of democratic institutions.

To sustain these values, attention must be given not only to the professionalism of the evaluation framework but also to the preservation of research outcomes and the long-term continuity of the evaluation system.

This White Paper on WFAPII is significant because it systematically documents the accumulated research outcomes and fundamental principles of the evaluation system, establishing a foundation for its continued development under consistent standards.

I hope this White Paper will serve not merely as a research publication but also as a meaningful contribution to public understanding of the right to information and the importance of accountable governance.

I also hope that the Assembly Evaluation Commission (AEC) will continue to develop a parliamentary evaluation system worthy of public trust through institutional independence and professional expertise.

The maturity of democracy cannot be achieved through the efforts of any single institution or individual. It grows stronger when public participation, responsible public service, and fair institutions work together.

May the WF Assembly Politics Innovation Index contribute meaningfully to this progress and help build a more responsible and trustworthy democratic society for future generations.
