1. WFAPII 연구개발의 출발과 시대적 배경 | Origins and Historical Context of WFAPII

 

세계청년리더총연맹(WFPL)은 국회의원의 의정활동을 종합적으로 분석하고 평가할 수 있는 독자적인 전문 평가체계를 마련하기 위해 WF국회의정혁신지수(WFAPII, WF Assembly Politics Innovation Index)의 연구개발을 추진했다.

The World Federation of Power Leaders (WFPL) undertook the development of the WF Assembly Politics Innovation Index (WFAPII) to establish an independent and specialized framework for the comprehensive analysis and evaluation of parliamentary performance.

연구개발은 입법활동의 양적 실적뿐 아니라 정책의 실효성, 공익적 가치, 국가발전 및 국민대표로서의 책임 이행 등을 함께 살펴볼 수 있는 평가체계의 필요성에서 출발했다.

The research originated from the need for an evaluation framework capable of examining not only quantitative legislative records but also policy effectiveness, public value, national development, and the fulfillment of responsibilities as representatives of the people.

이러한 연구 방향은 국회의원의 다양한 의정활동을 일관된 기준으로 분석하고, 실질적인 성과와 책임성을 종합적으로 평가하기 위한 기반이 됐다.

This research direction established a foundation for analyzing diverse parliamentary activities under consistent standards and comprehensively assessing substantive performance and accountability.

 

2. 2016년 1월 WFAPII 연구개발 착수 | Commencement of WFAPII Research in January 2016

세계청년리더총연맹은 2016년 1월 국회의원 의정활동을 체계적으로 평가하기 위한 WF국회의정혁신지수(WFAPII)의 연구개발에 착수했다.

WFPL commenced research and development of the WF Assembly Politics Innovation Index (WFAPII) in January 2016 to establish a systematic framework for parliamentary performance evaluation.

초기 연구에서는 국회의원의 주요 책무와 의정활동의 특성을 분석하고, 입법성과와 정책적 기여, 공익적 책임 등을 종합적으로 평가할 수 있는 기본 방향을 검토했다.

The initial research examined the principal responsibilities and characteristics of parliamentary activities and explored the fundamental direction of an evaluation framework capable of assessing legislative outcomes, policy contributions, and public responsibilities.

 

3. 2018년 10월 14일 WFAPII 이론적 기반 연구 지속 | Continued Research on the Theoretical Foundations of WFAPII

세계청년리더총연맹은 2018년 10월 14일을 기준으로 WFAPII의 이론적 배경과 평가체계에 관한 연구를 지속했다.

As of October 14, 2018, WFPL continued its research into the theoretical foundations and evaluation framework of WFAPII.

이 과정에서는 정량적 측정과 정성적 판단을 결합하여 국회의원의 의정활동을 종합적으로 분석할 수 있는 평가방법론의 적용 가능성을 검토했다.

During this phase, the applicability of an evaluation methodology combining quantitative measurement and qualitative judgment was examined to support comprehensive analysis of parliamentary performance.

 

4. 2019년 2월 25일 WF국회의정혁신지수(WFAPII) 최초 완성 | Initial Completion of WFAPII on February 25, 2019

세계청년리더총연맹은 지속적인 연구개발을 거쳐 2019년 2월 25일 WF국회의정혁신지수(WFAPII)를 최초 완성했다.

Following continued research and development, WFPL first completed the WF Assembly Politics Innovation Index (WFAPII) on February 25, 2019.

WFAPII의 최초 완성은 국회의원의 의정활동을 독자적인 평가기준에 따라 분석하고, 그 결과를 종합적으로 산출할 수 있는 전문 평가체계의 기반을 마련했다는 의미를 갖는다.

The initial completion of WFAPII established the foundation of a specialized evaluation framework capable of analyzing parliamentary activities under independent assessment standards and producing comprehensive evaluation results.

 

5. 2019년 3월 12일 국회의원 의정평가 연 1회 통합 방침 마련 | Annual Evaluation Consolidation Policy Established on March 12, 2019

국제정책연구원(IPI)은 2019년 3월 12일 국회의원 의정평가를 연 1회로 통합하는 운영방침을 마련했다.

On March 12, 2019, the International Policy Institute (IPI) established an operational policy to consolidate parliamentary evaluation into an annual process.

이는 당시 평가 운영방식을 정비하기 위한 결정으로, 이후 평가주기와 결과 발표체계를 발전시키는 과정에서 참고기준으로 활용됐다.

This decision was intended to organize evaluation operations at the time and subsequently served as a reference in the development of evaluation cycles and result publication procedures.

 

6. 2019년 5월 28일 제1회 WFPL 제20대 국회의원 의정평가 최종결과 11월 발표 결정

November Announcement of the First Final Evaluation Decided on May 28, 2019

국제정책연구원은 2019년 5월 28일 제1회 WFPL 제20대 국회의원 의정평가 최종결과를 같은 해 11월 발표하기로 결정했다.

On May 28, 2019, the International Policy Institute decided to announce the final results of the first WFPL parliamentary evaluation of the 20th National Assembly in November of that year.

이 결정은 WFAPII를 적용한 첫 공식 최종평가의 결과 발표와 시상식 개최를 위한 운영일정을 구체화한 것이다.

This decision established the operational schedule for announcing the results and holding the awards ceremony for the first official final parliamentary evaluation based on WFAPII.

 

7. WFAPII 연구개발 참여기관과 평가 운영체계 | Participating Institutions and Evaluation Operations

WFAPII의 연구개발에는 세계청년리더총연맹 부설 연구기관인 국제정책연구원(IPI), 국제ESG평가원(IESGEI), 통일정책연구원(KPINU)과 언론기관인 세계언론협회(WPA) 등이 참여했다.

The development of WFAPII involved WFPL-affiliated research institutions, including the International Policy Institute (IPI), the International ESG Evaluation Institute (IESGEI), and the Korean Peninsula Unification Policy Institute (KPINU), together with the World Press Association (WPA).

이들 기관의 참여를 통해 입법활동과 국가정책, 공익적 책임 및 국민 생활에 미치는 영향을 종합적으로 검토할 수 있는 연구 기반을 마련했다.

The participation of these institutions helped establish a research foundation for examining legislative activities, national policy, public responsibility, and the effects of parliamentary performance on citizens' lives.

WFAPII를 적용한 국회의원 의정평가의 운영은 세계청년리더총연맹 부설 국회의원 의정평가위원회(AEC, Assembly Evaluation Commission)가 담당하며, 연구개발과 평가 운영의 역할을 구분하여 관리한다.

The Assembly Evaluation Commission (AEC), affiliated with WFPL, administers parliamentary evaluations based on WFAPII, with research and development functions distinguished from evaluation operations.

 

8. 2019년 11월 19일 제1회 WFPL 제20대 국회의원 의정평가 최종결과 발표 및 시상식

First Final Evaluation and Awards Ceremony on November 19, 2019

세계청년리더총연맹은 2019년 11월 19일 국회도서관 대강당에서 제1회 WFPL 제20대 국회의원 의정평가 최종결과 발표 및 시상식을 개최했다.

On November 19, 2019, WFPL held the first final parliamentary evaluation results announcement and awards ceremony for the 20th National Assembly at the Grand Auditorium of the National Assembly Library.

이는 WFAPII 연구성과를 실제 국회의원 의정평가에 적용하고, 그 결과를 공식적으로 발표한 첫 번째 평가·시상 실적이다.

This marked the first official evaluation and awards event in which WFAPII research outcomes were applied to parliamentary performance assessment.

 

9. 2022년 4월 7일 WF국회의정혁신지수(WFAPII) 정정 및 고도화

Revision and Enhancement of WFAPII on April 7, 2022

세계청년리더총연맹은 2022년 4월 7일 WF국회의정혁신지수(WFAPII)의 정정 및 고도화를 추진했다.

On April 7, 2022, WFPL undertook revisions and enhancements to the WF Assembly Politics Innovation Index (WFAPII).

이 과정은 기존 연구성과를 바탕으로 평가체계의 적용과 운영에 관한 사항을 보완하고, 평가방법론의 발전을 추진하는 과정으로 기록된다.

This process is recorded as an effort to refine the application and operation of the evaluation framework and advance its methodology based on previously accumulated research outcomes.

 

10. 2023년 11월 22일 제2회 WFPL 제21대 국회의원 의정평가 최종결과 발표 및 시상식

Second Final Evaluation and Awards Ceremony on November 22, 2023

세계청년리더총연맹은 2023년 11월 22일 국회의원회관 대회의실에서 제2회 WFPL 제21대 국회의원 의정평가 최종결과 발표 및 시상식을 개최했다.

On November 22, 2023, WFPL held the second final parliamentary evaluation results announcement and awards ceremony for the 21st National Assembly at the Grand Conference Hall of the National Assembly Members' Office Building.

제2회 평가는 4년 주기 최종평가 운영체계를 이어가면서 실제 의정활동 자료의 분석과 평가결과 검증에 관한 경험을 축적하는 계기가 됐다.

The second evaluation continued the four-year final evaluation cycle and contributed to the accumulation of experience in analyzing parliamentary records and verifying evaluation results.

 

11. 2025년 1월 11일 WFAPII 평가체계 고도화

Enhancement of the WFAPII Evaluation Framework on January 11, 2025

세계청년리더총연맹은 2025년 1월 11일 WFAPII 평가체계를 고도화하고, 7대 평가부문·15개 하위 평가항목·140개 세부평가지표로 구성된 평가체계를 정비했다.
 

On January 11, 2025, WFPL enhanced the WFAPII evaluation framework and refined its structure consisting of seven Evaluation Categories, fifteen Evaluation Areas, and 140 Detailed Evaluation Indicators.

이 평가체계는 국회의원의 주요 책무와 다양한 의정활동을 종합적으로 분석하기 위한 기반으로 활용되며, 세부 평가기준과 지표체계는 내부 평가운영 자료로 관리한다.

This framework serves as the basis for comprehensively analyzing the principal responsibilities and diverse activities of members of the National Assembly, while detailed assessment criteria and indicators are maintained as internal operational materials.

평가체계의 구성과 공개 범위에 관한 사항은 제4장부터 제6장까지에서 설명한다.

The structure and disclosure scope of the evaluation framework are explained in Chapters IV through VI.

 

12. 2025년 9월 5일 국회의원 의정평가 중간평가 도입 추진

Initiative to Introduce Interim Parliamentary Evaluation on September 5, 2025

세계청년리더총연맹은 2025년 9월 5일 국회의원 의정평가의 중간평가 제도 도입을 추진했다.

On September 5, 2025, WFPL initiated plans to introduce an interim parliamentary evaluation system.

이는 기존 4년 주기 최종평가와 별도로 국회의원의 의정활동을 정기적으로 평가하고, 관련 정보를 국민에게 제공하기 위한 제도적 검토의 일환이다.

This initiative formed part of an institutional review aimed at regularly assessing parliamentary performance and providing relevant information to the public, separately from the established four-year final evaluation cycle.

 

13. 2026년 5월 17일 「국민이 기억해야 할 국회의원 100인」 연례 중간평가 도입 결정

Decision to Introduce the Annual Interim Evaluation on May 17, 2026

국회의원 의정평가위원회(AEC)는 2026년 5월 17일 「국민이 기억해야 할 국회의원 100인」 연례 중간평가 제도의 도입을 결정했다.

On May 17, 2026, the Assembly Evaluation Commission (AEC) decided to introduce the annual interim evaluation system titled "100 Members of the National Assembly to Remember."

이번 결정은 전국 지방자치단체 지역주민들을 중심으로 국회의원의 의정활동에 대한 정기적인 평가와 정보 공개의 필요성이 지속적으로 제기된 데 따른 것이다.

The decision followed continued calls from residents of local communities across the country for regular parliamentary evaluations and greater public access to information on legislative performance.

 

14. 2026년 6월 18일 「국민이 기억해야 할 국회의원 100인」 매년 발표 공식 공표

Official Announcement of Annual Publication on June 18, 2026

국회의원 의정평가위원회는 2026년 6월 18일 「국민이 기억해야 할 국회의원 100인」을 매년 발표한다는 운영방침을 공식적으로 밝혔다.

On June 18, 2026, AEC officially announced its policy of publishing the annual selection of "100 Members of the National Assembly to Remember."

중간평가는 대한민국 국회의원 300인을 대상으로 실시하며, 매년 12월 1일 평가결과를 발표하는 것을 원칙으로 한다.

The interim evaluation covers 300 members of the National Assembly, with results scheduled for announcement on December 1 each year.

구체적인 선정기준과 동점자 처리규정 및 결과 공표절차는 제10장에서 설명한다.

Detailed selection criteria, tie-handling rules, and publication procedures are presented in Chapter X.

 

15. 2027년 12월 제3회 WFPL 제22대 국회의원 의정평가 최종결과 발표 및 시상식 예정

Third Final Evaluation Scheduled for December 2027

세계청년리더총연맹은 제3회 WFPL 제22대 국회의원 의정평가 최종결과 발표 및 시상식을 2027년 12월 개최할 예정이다.

WFPL plans to hold the third final parliamentary evaluation results announcement and awards ceremony for the 22nd National Assembly in December 2027.

제3회 최종평가는 기존의 4년 주기 평가 운영체계를 유지하면서 해당 국회의원 임기 중 의정활동 성과와 관련 검증자료를 종합적으로 반영하여 실시할 계획이다.

The third final evaluation is planned under the established four-year cycle and will comprehensively consider parliamentary performance during the relevant legislative term together with supporting verified evidence.

4년 주기 최종평가의 운영절차와 시상체계는 제11장에서 상세히 설명한다.

The operational procedures and awards framework for the quadrennial final evaluation are explained in Chapter XI.

 

16. WFAPII 연구성과의 축적과 평가체계 발전

Accumulation of Research Outcomes and Development of the Evaluation Framework

WFAPII는 연구개발 착수 이후 평가체계의 구축과 실제 의정평가 적용, 방법론의 보완 및 제도 운영을 통해 연구성과를 축적해 왔다.

Since the commencement of its research and development, WFAPII has accumulated research outcomes through the establishment of its evaluation framework, practical application, methodological refinement, and institutional operation.

이러한 연구성과와 평가 운영 경험은 평가체계의 적용 가능성을 검토하고, 자료의 신뢰성과 평가절차의 일관성을 강화하는 기반으로 활용된다.

These research outcomes and operational experiences provide a foundation for examining the practical applicability of the framework and strengthening evidence reliability and procedural consistency.

 

17. WFAPII 연구개발 연혁 및 백서 발행·개정 이력 관리

Management of Research History and White Paper Publication Records

WFAPII의 연구개발 연혁은 2016년 1월 연구개발 착수와 2019년 2월 25일 최초 완성을 기준으로 관리하며, 이후의 평가체계 고도화와 평가 운영 실적을 구분하여 기록한다.

The research and development history of WFAPII is maintained with January 2016 as the commencement of research and February 25, 2019, as its initial completion date, while subsequent framework enhancements and evaluation activities are recorded separately.

백서의 발행 및 개정 이력은 WFAPII의 최초 완성 시점과 구분하여 관리한다. 백서 발행일과 개정일, 주요 변경사항 및 적용 시점은 공식 발행정보에 기록한다.

The publication and revision history of this White Paper is maintained separately from the original completion date of WFAPII. Publication dates, revision dates, major changes, and effective dates are recorded in the official publication information.
