The WF Assembly Politics Innovation Index (WFAPII) is an independent parliamentary evaluation index developed by the World Federation of Power Leaders (WFPL) to analyze parliamentary performance objectively and systematically.

WFAPII는 국회의원의 입법활동과 정책역량, 국정감시, 공익적 책임, 지역사회 기여 및 대국민 책임성을 종합적으로 평가함으로써 의정활동의 실질적인 성과와 공익적 가치를 분석하는 것을 목적으로 한다.

WFAPII aims to assess the substantive outcomes and public value of parliamentary activities through a comprehensive examination of legislative performance, policy capabilities, parliamentary oversight, public responsibility, contributions to local communities, and accountability to citizens.

 

2. 평가체계의 기본 구조 | Fundamental Structure of the Evaluation Framework

WFAPII는 7대 평가부문, 15개 하위 평가항목 및 140개 세부평가지표로 구성된 다차원적 종합평가체계다.

WFAPII is a multidimensional evaluation framework consisting of seven Evaluation Categories, fifteen Evaluation Areas, and 140 Detailed Evaluation Indicators.

7대 평가부문은 국회의원의 주요 책무와 의정활동의 특성을 반영하여 구성되며, 입법활동과 법률·제도 개선, 국가정책, 민생, 국정감시, 공익성, 지역사회 기여 및 대국민 책임성 등을 포괄한다.

The seven Evaluation Categories reflect the principal responsibilities and characteristics of parliamentary activities, covering legislation and institutional reform, national policy, public welfare, parliamentary oversight, public interest, contributions to local communities, and accountability to citizens.

15개 하위 평가항목과 140개 세부평가지표는 각 평가부문을 구체적으로 측정하고 분석하기 위한 내부 평가체계로 운영한다. 세부 명칭과 평가기준, 배점·가중치 및 산식 등은 독자적인 연구성과 보호를 위해 비공개로 관리한다.

The fifteen Evaluation Areas and 140 Detailed Evaluation Indicators form the internal framework used to measure and analyze each Evaluation Category. Their detailed titles, assessment criteria, scoring allocations, weights, and calculation formulas are maintained confidentially to protect the independent research outcomes underlying WFAPII.

평가체계의 기본 구조와 7대 평가부문의 세부 내용은 제4장과 제5장에서 설명하며, 내부 평가체계의 관리 원칙은 제6장에서 다룬다.

3. 평가방법론의 핵심 원칙 | Core Principles of the Evaluation Methodology

WFAPII는 정량평가와 정성평가를 병행하여 국회의원의 의정활동을 종합적으로 분석한다. 법안 발의 건수나 회의 참석 실적 등 수치화된 자료뿐 아니라 정책의 필요성과 실효성, 공익적 가치 및 실질적인 기여도를 함께 고려한다.

WFAPII integrates quantitative and qualitative methods to assess parliamentary performance comprehensively. In addition to measurable activities such as bills introduced and meeting attendance, it considers policy necessity, effectiveness, public value, and substantive contributions.

평가과정에서는 국회의원의 직무 특성과 활동 여건을 고려하고, 동일한 성과가 중복 반영되지 않도록 평가기준의 일관성을 유지한다.

The evaluation process takes account of differences in parliamentary responsibilities and operating conditions while maintaining consistent standards to prevent the double counting of the same achievements.

평가점수의 산출과 종합평가에는 사전에 확정된 기준을 적용하며, 평가자료의 부족이나 사실관계 확인이 어려운 경우에는 관련 검증절차에 따라 처리한다.

Evaluation scores and composite results are determined according to predetermined standards, while insufficient evidence or unresolved factual issues are handled through established verification procedures.

4. 평가자료의 검증과 신뢰성 확보 | Evidence Verification and Reliability

WFAPII는 국회 및 정부기관의 공식자료, 입법·정책활동 관련 공개자료, 예산·결산 자료, 공약 이행 현황 및 기타 검증 가능한 자료를 평가의 주요 근거로 활용한다.

WFAPII uses official records from the National Assembly and government institutions, publicly available legislative and policy documents, budgetary and financial records, electoral pledge implementation information, and other verifiable evidence as primary sources for evaluation.

평가자료의 출처와 기준일, 적용 범위 및 사실관계를 확인하고, 필요한 경우 평가대상자의 소명자료와 추가 증빙자료를 검토한다.

The sources, reference dates, scope, and factual accuracy of evaluation materials are verified, and supplementary evidence or responses from evaluated individuals are reviewed when necessary.

평가결과는 자료검증과 점수 확인, 사실확인 및 필요한 심의절차를 거쳐 확정하며, 확인되지 않은 자료와 검증된 자료를 구분하여 관리한다.

Evaluation results are finalized through evidence verification, score review, factual confirmation, and relevant deliberation procedures. Unverified information is maintained separately from verified evidence.

5. 국민참여형 의정평가 | Public Participation in Parliamentary Evaluation

WFAPII는 국회의원의 의정활동이 국민 생활과 지역사회에 미친 영향을 종합적으로 살펴보기 위해 지역주민과 언론기관, 전문가 및 시민사회의 의견을 평가자료와 함께 검토하는 국민참여형 평가방식을 활용한다.

WFAPII incorporates public participation by reviewing the perspectives of local residents, media organizations, experts, and civil society alongside evaluation evidence to examine the effects of parliamentary activities on citizens and local communities.

국민참여 자료는 대표성과 신뢰성을 고려하여 활용하며, 검증 가능한 공식자료와 함께 종합적으로 분석한다.

Public participation data are used with due consideration for representativeness and reliability and are analyzed together with verifiable official records.

국민참여형 평가의 목적과 자료 활용 원칙은 제8장에서 설명한다.

6. 중간평가와 최종평가의 운영 | Operation of Interim and Final Evaluations

국회의원 의정평가위원회(AEC)는 WFAPII를 기반으로 연례 중간평가와 4년 주기 최종평가를 구분하여 운영한다.

The Assembly Evaluation Commission (AEC) operates annual interim evaluations and quadrennial final evaluations as distinct processes based on WFAPII.

중간평가는 2026년부터 「국민이 기억해야 할 국회의원 100인」이라는 공식 명칭으로 시행하며, 매년 12월 1일 평가결과를 발표한다. 국회의원 300인을 대상으로 평가하고, 관련 선정기준에 따라 최대 100인 이내에서 선정한다.

The annual interim evaluation was introduced in 2026 under the official title "100 Members of the National Assembly to Remember," with results announced on December 1 each year. It evaluates 300 members of the National Assembly and selects up to 100 members according to the applicable selection criteria.

선정 경계점수에서 동점자가 발생한 경우에는 공식 확정된 동점자 처리규정을 적용하며, 그 결과 실제 선정 인원은 100인 미만이 될 수 있다.

Where ties occur at the selection threshold, the officially adopted tie-handling rules are applied, and the final number selected may be fewer than 100.

최종평가는 「제○회 WFPL 제○대 국회의원 의정평가」라는 공식 명칭으로 국회의원 임기 4년을 기준으로 실시한다. 최종결과는 총선 직전년도 11월부터 12월 사이에 발표하며, 관련 시상기준에 따라 시상식을 개최한다.

The final evaluation is conducted on a four-year cycle under the official title "The Nth WFPL Parliamentary Evaluation of the Nth National Assembly." Results are announced between November and December of the year preceding a general election, followed by an awards ceremony conducted under the applicable award criteria.

중간평가와 최종평가는 공통의 평가체계를 적용하되, 평가목적과 평가기간, 결과 확정 및 공표절차를 구분한다. 중간평가 선정 여부는 최종평가의 선정이나 시상 결과를 자동으로 결정하지 않는다.

Interim and final evaluations share a common evaluation framework but maintain distinct objectives, assessment periods, result verification procedures, and publication processes. Selection in an interim evaluation does not automatically determine final evaluation or award outcomes.

7. 평가 독립성과 연구성과 보호 | Evaluation Independence and Protection of Research Outcomes

WFAPII 평가제도는 정치적 중립성과 평가의 독립성, 공정성, 객관성, 전문성, 투명성 및 신뢰성을 기본 원칙으로 운영한다.

The WFAPII evaluation system is governed by the principles of political neutrality, independence, fairness, objectivity, professionalism, transparency, and credibility.

평가대상자의 소속 정당이나 정치적 이해관계, 지위 또는 영향력에 따라 평가기준을 달리 적용하지 않으며, 평가의 독립성을 훼손할 수 있는 금전적 지원을 받지 않는다.

Evaluation standards are applied without regard to political affiliation, political interests, position, or influence, and financial support that could compromise evaluation independence is not accepted.

WFAPII의 독자적인 연구성과는 내부 관리기준에 따라 보호하되, 평가대상자의 사실확인과 소명 등 절차적 권리를 보장하기 위한 기본 운영원칙은 공개 가능한 범위에서 설명한다.

The independent research outcomes underlying WFAPII are protected under internal management standards, while fundamental operational principles necessary to safeguard procedural rights, including factual confirmation and opportunities for response, are explained to the extent appropriate for public disclosure.

8. WFAPII의 활용과 지속적 발전 | Application and Continuous Development of WFAPII

WFAPII는 국회의원의 의정활동에 관한 객관적인 정보를 국민에게 제공하고, 책임 있는 의정활동과 정책 중심의 정치문화 정착에 기여하기 위한 평가체계다.
 

WFAPII is an evaluation framework intended to provide citizens with objective information on parliamentary performance and to contribute to accountable parliamentary service and a political culture centered on substantive policy outcomes.

세계청년리더총연맹과 국회의원 의정평가위원회는 평가자료의 축적과 분석방법의 개선, 평가결과 검증체계의 발전 등을 통해 WFAPII의 전문성과 지속가능성을 강화해 나간다.

WFPL and AEC seek to strengthen the professionalism and sustainability of WFAPII through the accumulation of evaluation evidence, improvements in analytical methods, and continued development of result verification procedures.
