1. 국회의원 의정평가위원회(AEC)의 역할

국회의원 의정평가위원회(AEC, Assembly Evaluation Commission)는 세계청년리더총연맹(WFPL) 부설 국회의원 의정평가 전문기구로서, WF국회의정혁신지수(WFAPII)를 적용한 국회의원 의정평가의 운영과 결과검증 및 공표에 관한 업무를 담당한다.

The Assembly Evaluation Commission (AEC) is a specialized parliamentary evaluation body affiliated with the World Federation of Power Leaders (WFPL). It is responsible for administering parliamentary evaluations based on the WF Assembly Politics Innovation Index (WFAPII), verifying evaluation results, and overseeing their official publication.

국회의원 의정평가위원회는 평가계획의 수립과 평가기준의 적용, 자료검증 및 결과 확정 등 평가업무 전반에 걸쳐 전문적 판단의 독립성을 유지한다.

AEC maintains independence in professional judgment throughout the evaluation process, including evaluation planning, application of assessment standards, evidence verification, and finalization of results.

평가 운영과 관련된 주요 의사결정은 사전에 정한 권한과 절차에 따라 이루어지며, 평가결과의 공정성과 신뢰성을 확보할 수 있도록 관련 기록을 관리한다.

Major decisions concerning evaluation operations are made according to predetermined authority and procedures, with relevant records maintained to support the fairness and credibility of evaluation results.

 

2. 평가 운영조직과 전문적 판단의 독립성

평가 운영조직은 평가업무의 전문성과 책임성을 확보하기 위해 업무별 역할과 권한을 구분하여 운영한다.

The evaluation organization distinguishes roles and responsibilities according to operational functions to ensure professional competence and accountability.

평가자료의 수집과 분석, 평가점수의 산출, 결과검증 및 최종 확정에 관한 업무는 승인된 내부 운영기준에 따라 수행한다.

Evidence collection and analysis, score calculation, result verification, and finalization are conducted under approved internal operational standards.

평가과정에서 특정 관계자의 개인적 판단이나 외부의 요구가 공식 평가기준보다 우선하지 않도록 관리하며, 평가결과에 영향을 미칠 수 있는 주요 판단은 관련 근거와 승인 이력을 확인할 수 있도록 한다.

AEC ensures that individual judgments or external requests do not override official evaluation standards. Significant decisions affecting evaluation results are documented with supporting grounds and approval histories.

평가업무의 일부가 외부 전문가나 협력기관의 지원을 통해 수행되는 경우에도 평가결과에 대한 최종적인 전문적 판단과 확정 책임은 국회의원 의정평가위원회가 부담한다.

Even where external experts or cooperating institutions support parts of the evaluation process, AEC retains responsibility for final professional judgments and the confirmation of evaluation results.

 

3. 정치적 중립성과 공정성 확보

국회의원 의정평가위원회는 특정 정당이나 정치세력을 지지하거나 반대하지 않으며, 평가대상자의 정치적 소속이나 지위, 영향력에 따라 평가기준을 달리 적용하지 않는다.

AEC does not support or oppose any political party or political group and does not vary evaluation standards according to political affiliation, position, or influence.

평가업무에 참여하는 관계자는 개인적인 정치적 선호나 이해관계가 평가자료의 분석과 판단에 영향을 미치지 않도록 해야 한다.

Individuals involved in evaluation activities must ensure that personal political preferences or interests do not influence the analysis of evidence or assessment judgments.

평가결과의 확정과 공표는 사전에 정한 기준과 절차에 따라 이루어지며, 특정 정당이나 정치세력의 요구에 따라 평가결과를 변경하거나 발표방식을 임의로 조정하지 않는다.

Evaluation results are finalized and published according to predetermined standards and procedures, without altering findings or publication methods in response to demands from particular political parties or groups.

정치적 중립성은 평가결과가 모든 정당이나 정치세력에 동일하게 유리해야 한다는 의미가 아니라, 평가대상자 모두에게 동일한 원칙과 공정한 절차를 적용해야 한다는 의미다.

Political neutrality does not require evaluation results to benefit all political parties equally. Rather, it requires consistent principles and fair procedures to be applied to all evaluated individuals.

 

4. 이해상충 방지 및 평가윤리

Prevention of Conflicts of Interest and Evaluation Ethics

국회의원 의정평가위원회는 평가업무에 참여하는 관계자의 사적 이해관계가 평가의 공정성과 독립성을 훼손하지 않도록 이해상충 방지 원칙을 적용한다.

AEC applies conflict-of-interest prevention principles to ensure that private interests of individuals involved in evaluation activities do not compromise fairness or independence.

평가업무 관계자는 평가대상자와의 개인적·경제적 이해관계 또는 평가결과에 영향을 미칠 수 있는 사정이 있는 경우 관련 사실을 신고하고, 내부 운영기준에 따른 조치를 받아야 한다.

Individuals involved in evaluation activities must disclose personal or financial interests involving evaluated legislators, or other circumstances that could influence evaluation results, and comply with measures prescribed by internal operational standards.

이해상충이 확인된 경우에는 해당 관계자의 평가업무 참여 제한이나 관련 업무의 재배정 등 필요한 조치를 검토한다.

Where a conflict of interest is identified, appropriate measures are considered, including restricting participation in the relevant evaluation or reassigning responsibilities.

평가자료와 내부 정보를 개인적 이익이나 외부 이해관계자의 편의를 위해 이용하는 행위를 금지하며, 평가업무 수행 과정에서 취득한 비공개 정보는 승인된 목적과 범위에서만 활용한다.

The use of evaluation evidence or internal information for personal benefit or the convenience of external interested parties is prohibited. Confidential information obtained during evaluation activities may be used only for authorized purposes and within approved limits.

 

5. 후원금·찬조금·심사비 등 금전적 지원 일체 금지

Prohibition on Financial Contributions and Evaluation Fees

국회의원 의정평가위원회는 평가의 객관성과 공정성 및 독립성을 확보하기 위해 국회의원 의정평가와 관련하여 후원금, 찬조금, 심사비 등 금전적 지원을 받지 않는 것을 원칙으로 한다.

AEC follows the principle of not accepting donations, financial contributions, evaluation fees, or similar financial support in connection with parliamentary evaluations to safeguard objectivity, fairness, and independence.

평가대상자나 관련 이해관계자가 제공하는 금전적 지원과 편의는 평가결과에 영향을 미칠 수 있는 이해상충 요인이 될 수 있으므로, 관련 내부 운영기준에 따라 수령을 제한한다.

Financial contributions or benefits provided by evaluated individuals or related interested parties may create conflicts of interest capable of influencing evaluation results and are therefore restricted under internal operational standards.

평가결과의 선정과 시상 여부는 금전적 기여나 외부 지원 여부와 관계없이 승인된 평가기준과 시상규정에 따라 결정한다.

Selection and award decisions are determined solely under approved evaluation standards and award regulations, independently of financial contributions or external support.

 

6. 평가자료의 보안 및 개인정보 보호

국회의원 의정평가위원회는 평가업무 과정에서 수집하거나 생성한 자료를 그 성격과 공개 범위에 따라 구분하여 관리한다.

AEC classifies and manages information collected or generated during evaluation activities according to its nature and disclosure status.

공개자료와 내부 평가운영 자료, 비공개 평가기준 및 개인정보가 포함된 자료는 각각의 관리 목적과 접근권한에 따라 구분하여 보관한다.

Public records, internal operational materials, confidential evaluation standards, and information containing personal data are stored separately according to their purposes and access permissions.

특히 WFAPII의 15개 하위 평가항목과 140개 세부평가지표의 구체적인 내용, 배점·가중치·산식 및 세부 채점기준은 승인된 평가업무 관계자만 접근할 수 있도록 관리한다.

Access to the detailed contents of the fifteen Evaluation Areas and 140 Detailed Evaluation Indicators, including scoring allocations, weights, formulas, and detailed assessment criteria, is restricted to authorized evaluation personnel.

평가자료의 보관과 전송, 복제, 수정 및 폐기 과정에서는 자료의 중요도와 개인정보 보호 필요성을 고려하여 적절한 보안조치를 적용한다.

Appropriate security measures are applied to the storage, transmission, reproduction, modification, and disposal of evaluation materials, taking account of their sensitivity and personal data protection requirements.

 

7. 평가위원 및 관계자의 책임과 의무

Responsibilities and Duties of Evaluation Personnel

평가업무에 참여하는 관계자는 승인된 평가기준과 운영절차를 준수하고, 평가자료의 정확성과 평가결과의 신뢰성을 확보하기 위해 필요한 주의의무를 다해야 한다.

Individuals involved in evaluation activities must comply with approved standards and operational procedures and exercise due care to ensure evidence accuracy and the credibility of evaluation results.

평가자료의 오류나 누락, 이해상충 또는 평가절차의 문제를 확인한 경우에는 관련 사실을 보고하고 필요한 검증과 정정절차가 이루어지도록 해야 한다.

Where errors, omissions, conflicts of interest, or procedural problems are identified, evaluation personnel must report the relevant facts and facilitate necessary verification and correction procedures.

평가위원과 관계자는 평가업무 수행 과정에서 알게 된 비공개 자료를 승인 없이 외부에 제공하거나 개인적 목적으로 활용해서는 안 된다.

Evaluation personnel must not disclose confidential materials obtained during their duties without authorization or use such information for personal purposes.

평가업무의 책임은 단순히 점수를 산출하는 데 그치지 않으며, 평가결과가 객관적인 자료와 승인된 기준에 따라 도출되었는지 확인하는 과정까지 포함한다.

Evaluation responsibilities extend beyond calculating scores to ensuring that findings are supported by objective evidence and derived under approved assessment standards.

 

8. 평가제도의 투명성과 신뢰성 관리

국회의원 의정평가위원회는 WFAPII의 독자적인 연구성과를 보호하면서 평가제도의 목적과 기본 원칙, 평가결과의 공표 및 검증절차에 관한 정보를 공개 가능한 범위에서 제공한다.

AEC provides information on the objectives, fundamental principles, publication procedures, and verification processes of the evaluation system to the extent appropriate for public disclosure while protecting WFAPII's independent research outcomes.

평가체계의 세부내용을 비공개로 관리하더라도 평가대상자가 자신의 평가와 관련된 사실관계를 확인하고 필요한 소명을 할 수 있는 절차를 유지한다.

Even where detailed evaluation criteria remain confidential, procedures are maintained to enable evaluated individuals to verify relevant facts and provide necessary explanations.

평가결과에 관한 공식 발표는 검증과 승인절차를 거쳐 확정된 내용을 기준으로 하며, 오류가 확인된 경우에는 관련 정정절차에 따라 처리한다.

Official announcements of evaluation results are based on findings finalized through verification and approval procedures. Identified errors are handled through established correction processes.

평가제도의 신뢰성은 평가기관의 선언이나 명칭만으로 확보되는 것이 아니라, 일관된 기준과 객관적인 자료, 공정한 절차 및 결과에 대한 책임 있는 관리가 지속될 때 형성된다.

The credibility of an evaluation system is not established by institutional declarations or titles alone. It develops through the sustained application of consistent standards, objective evidence, fair procedures, and responsible management of evaluation results.

 

9. 데이터 기반 의정활동 분석 고도화

국회의원 의정평가위원회는 의정활동 관련 공식자료와 검증 가능한 데이터를 체계적으로 축적하고, 분석방법의 정확성과 효율성을 높이기 위한 연구를 지속한다.

AEC systematically accumulates official parliamentary records and verifiable data while continuing research to improve the accuracy and efficiency of analytical methods.

WFAPII는 의정활동의 다양한 특성을 분석하기 위해 정량적 측정과 정성적 판단을 함께 활용하며, 두 평가방식의 정합성을 지속적으로 검토한다.

WFAPII combines quantitative measurement and qualitative judgment to examine the diverse characteristics of parliamentary performance and continuously reviews consistency between the two approaches.

정량평가에서 확인된 활동실적과 정성평가에서 분석한 정책적 가치 및 실제 기여도가 서로 다른 결과를 나타내는 경우에는 자료의 특성과 판단근거를 검토한다.

Where quantitative activity records and qualitative assessments of policy value or actual contribution produce differing findings, the characteristics of the evidence and the grounds for judgment are examined.

평가방법론의 개선은 기존 평가결과의 비교 가능성과 기준의 일관성을 고려하여 추진하며, 필요한 변경사항은 승인된 절차에 따라 적용한다.

WFPL and AEC systematically accumulate WFAPII research outcomes and practical evaluation experience while continuously improving the framework in response to changes in the evaluation environment.

평가체계의 개선은 기존 연구성과의 연속성을 유지하면서 이루어지며, 지표체계와 평가방법론의 변경사항은 적용 시점과 승인 이력을 구분하여 관리한다.
 

Improvements to the evaluation framework preserve the continuity of existing research outcomes, with changes to indicators and methodology documented according to their effective dates and approval histories.
