WFAPII Evaluation Philosophy and Fundamental Principles

 

1. 평가철학 | Evaluation Philosophy

 

WF국회의정혁신지수(WFAPII)의 평가철학은 국회의원의 의정활동을 단순한 활동실적이나 정치적 평가에 한정하지 않고, 국민으로부터 위임받은 공적 권한의 행사와 그에 따른 책임, 입법·정책활동의 실질적 기여 및 공익적 가치를 종합적으로 살펴보는 데 기초한다.

The evaluation philosophy of the WF Assembly Politics Innovation Index (WFAPII) is based on examining the exercise of public authority entrusted to members of the National Assembly, their corresponding responsibilities, substantive contributions through legislative and policy activities, and public value, rather than relying solely on activity counts or political judgments.

WFAPII는 국회의원의 의정활동을 평가하는 과정에서 법안 발의 건수나 외형적인 활동 규모보다 정책의 필요성과 실효성, 국민 생활에 미치는 영향 및 공적 책임의 이행 여부를 중요하게 고려한다. 이를 통해 의정활동의 다양한 측면을 체계적으로 분석하고 국민에게 관련 평가정보를 제공하는 것을 기본 방향으로 한다.

WFAPII places emphasis on policy necessity, effectiveness, effects on citizens' lives, and the fulfillment of public responsibilities rather than merely the number of bills introduced or the volume of visible activities. Its fundamental approach is to systematically analyze the multiple dimensions of parliamentary performance and provide relevant evaluation information to the public.

 

 

2. 정치적 중립성과 평가의 독립성

Political Neutrality and Evaluation Independence

WFAPII 평가는 특정 정당이나 정치세력에 대한 지지 또는 반대를 목적으로 하지 않는다. 평가대상 국회의원의 정당 소속, 정치적 지위, 영향력 및 정책적 견해와 관계없이 사전에 정해진 평가기준과 절차를 일관되게 적용한다.

WFAPII evaluations are not intended to support or oppose any political party or political group. Pre-established evaluation criteria and procedures are applied consistently, regardless of a legislator's party affiliation, political position, influence, or policy views.

평가의 독립성은 외부의 부당한 영향이나 이해관계로부터 평가기준의 적용과 전문적 판단을 보호하는 것을 의미한다. 국회의원 의정평가위원회(AEC)는 평가대상자와 이해관계자의 부당한 개입을 방지하고, 평가의 독립성을 유지하기 위한 운영원칙을 적용한다.

Evaluation independence means protecting the application of evaluation criteria and professional judgment from undue external influence or conflicting interests. The Assembly Evaluation Commission (AEC) applies operational principles designed to prevent improper interference by evaluated legislators or interested parties and to preserve the independence of the evaluation process.

 

 

3. 공정성과 일관성 | Fairness and Consistency

WFAPII는 모든 평가대상자에게 동일한 기본 평가원칙을 적용하며, 의정활동의 실제 수행기간과 직무 특성, 자료의 적용 가능성 등 합리적으로 고려해야 할 차이는 사전에 정해진 기준에 따라 반영한다.

WFAPII applies the same fundamental evaluation principles to all legislators while accounting for relevant differences, such as actual periods of parliamentary service, responsibilities, and the applicability of available evidence, in accordance with pre-established criteria.

특히 지역구 국회의원과 비례대표 국회의원은 대표성과 의정활동의 특성에서 차이가 있을 수 있으므로, 직무상 수행할 수 있는 활동과 평가자료의 비교 가능성을 검토하여 평가의 형평성을 확보한다.

Because constituency and proportional representation legislators may differ in their representative roles and parliamentary responsibilities, the evaluation examines the activities associated with their respective duties and the comparability of supporting evidence to promote equitable assessment.

 

4. 객관성과 증거 기반 평가 | Objectivity and Evidence-Based Evaluation

WFAPII는 국회와 정부기관의 공식자료, 법률안과 회의록, 국정감사·국정조사 자료, 예산·결산 자료 및 기타 검증 가능한 증빙자료를 중심으로 평가한다. 자료의 출처와 기준시점, 사실관계 및 평가 적용 가능성을 확인하고, 검증되지 않은 주장이나 추정을 확정된 평가근거로 사용하지 않는다.

WFAPII assessments rely primarily on official records from the National Assembly and government institutions, legislative bills and proceedings, parliamentary audits and investigations, budget and settlement records, and other verifiable evidence. Sources, reference dates, factual accuracy, and applicability are examined, while unverified allegations or assumptions are not treated as established evaluation evidence.

정량평가와 정성평가는 상호 보완적으로 활용한다. 정량적 실적만으로 의정활동의 가치를 단정하지 않으며, 정성적 판단 역시 사전에 정해진 평가기준과 확인 가능한 자료에 근거하여 수행한다.

Quantitative and qualitative assessments are used in a complementary manner. Parliamentary performance is not determined solely by numerical indicators, and qualitative judgments are likewise made on the basis of pre-established criteria and verifiable evidence.

 

5. 전문성과 평가방법론의 일관성 | Professionalism and Methodological Consistency

WFAPII는 국회의원의 입법활동과 정책성과, 국정감시, 공익적 책임 및 대국민 책임성을 분석하기 위한 전문 평가방법론을 적용한다. 평가부문별 목적과 지표의 적용조건을 구분하고, 동일한 활동이나 성과가 중복 반영되지 않도록 평가자료의 활용과 판단 과정을 관리한다.

WFAPII applies a specialized evaluation methodology to analyze legislative activities, policy outcomes, parliamentary oversight, public-interest responsibilities, and accountability to the people. It distinguishes the objectives and applicability of evaluation indicators and manages the use of evidence and assessment procedures to prevent duplicate recognition of the same activities or outcomes.

평가체계는 7대 평가부문, 15개 하위 평가항목 및 140개 세부평가지표로 구성된다. 세부 평가기준과 산식 등 비공개 내부 평가운영 자료는 정해진 관리절차에 따라 운영하며, 평가기준의 변경이 필요한 경우에는 변경 사유와 적용 시점을 명확히 관리한다.

The evaluation framework consists of seven evaluation domains, 15 subcategories, and 140 detailed indicators. Confidential internal evaluation materials, including detailed criteria and calculation methods, are administered under established procedures. Where changes to evaluation criteria are necessary, the reasons for and effective dates of such changes are documented.

 

6. 투명성과 신뢰성 | Transparency and Reliability

WFAPII 평가의 투명성은 평가목적과 기본원칙, 공개 가능한 평가체계 및 결과 확정절차를 명확하게 안내하는 데 기초한다. 독자적인 연구성과와 평가운영의 공정성을 보호하기 위해 세부평가지표와 산식 등 일부 내부자료는 공개 범위에서 제외할 수 있다.

Transparency in WFAPII evaluations is based on clearly communicating evaluation objectives, fundamental principles, publicly available elements of the evaluation framework, and procedures for finalizing results. Certain internal materials, including detailed indicators and calculation methods, may be excluded from public disclosure to protect proprietary research and the integrity of evaluation operations.

평가결과의 신뢰성을 확보하기 위해 평가자료의 수집과 검증, 사실확인, 필요한 심의 및 결과 확정 과정을 체계적으로 관리한다. 평가대상 국회의원에게는 관련 자료 제출과 사실확인 및 소명의 기회를 제공하며, 확인된 사실과 검증이 완료되지 않은 사항을 구분하여 처리한다.

To support the reliability of evaluation findings, the collection and verification of evidence, fact-checking, necessary review procedures, and finalization of results are systematically managed. Legislators are provided opportunities to submit relevant materials, verify facts, and offer explanations, while verified facts are distinguished from matters that have not yet been fully substantiated.

 

7. 국민참여와 공익적 책임 | Public Participation and Public-Interest Responsibility

WFAPII는 국민의 의견을 의정활동 평가에 활용하되, 국민의 주관적 평가와 객관적으로 확인 가능한 사실을 구분하는 원칙을 적용한다. 전국 지방자치단체 주민과 언론기관, 전문가 및 시민사회 등에서 수렴한 의견은 관련성과 신뢰성, 사실확인 가능성을 검토한 후 정해진 평가절차에 따라 반영한다.

WFAPII incorporates public perspectives into parliamentary performance assessments while distinguishing subjective opinions from objectively verifiable facts. Views collected from local residents, media organizations, experts, and civil society are examined for relevance, reliability, and verifiability before being incorporated in accordance with established evaluation procedures.

국민참여는 특정 정당이나 정치적 입장에 대한 선호를 평가에 반영하기 위한 수단이 아니라, 의정활동이 국민 생활과 공공의 이익에 미치는 영향을 폭넓게 이해하기 위한 자료 수집과 검증의 과정으로 운영한다.

Public participation is not intended to incorporate preferences for particular political parties or positions into evaluation findings. Rather, it serves as a process for gathering and examining information to better understand the effects of parliamentary activities on citizens' lives and the public interest.

 

8. 금전적 이해관계의 배제 | Exclusion of Financial Conflicts of Interest

국회의원 의정평가위원회(AEC)는 평가의 독립성과 공정성을 유지하기 위해 국회의원 의정평가와 관련한 후원금, 찬조금, 심사비 등 금전적 지원을 받지 않는다. 평가대상자의 금전적 기여 여부나 외부 지원은 평가결과와 선정 여부에 영향을 미치지 않는다.

To preserve evaluation independence and fairness, the Assembly Evaluation Commission (AEC) does not accept sponsorship funds, financial contributions, evaluation fees, or other monetary support related to parliamentary performance evaluations. Financial contributions by evaluated legislators or external support do not influence evaluation findings or selection decisions.

 

9. 연례 중간평가와 최종평가의 연계 | Integration of Annual Interim and Final Evaluations

WFAPII는 연례 중간평가와 4년 주기 최종평가를 상호 연계된 평가체계로 운영한다. 매년 실시하는 중간평가의 자료와 검증된 결과를 축적하여 최종평가에 반영하되, 연례 중간평가의 선정 여부가 최종평가 결과나 수상 자격을 자동으로 결정하지 않도록 한다.
WFAPII operates annual interim evaluations and four-year final evaluations as interconnected components of its evaluation framework. Records and verified findings from annual interim evaluations are accumulated and incorporated into the final evaluation, while selection in an interim evaluation does not automatically determine final evaluation outcomes or eligibility for an award.

최종평가는 전체 평가기간의 의정활동과 누적된 자료를 종합적으로 검토하고, 최종평가에 적용되는 기준과 검증절차에 따라 별도로 확정한다. 이를 통해 개별 연도의 성과와 전체 평가기간의 의정활동을 구분하면서도 연속적으로 분석하는 평가체계를 유지한다.

The final evaluation comprehensively reviews parliamentary activities throughout the full evaluation period and accumulated evidence and is determined separately in accordance with the applicable criteria and verification procedures. This approach maintains continuity while distinguishing annual performance from parliamentary activities across the full evaluation period.
