Purpose and Rationale of the WFPL Parliamentary Performance Evaluation

국회의원은 국민으로부터 권한을 위임받아 입법활동과 국가정책의 심의, 정부에 대한 감시와 견제, 예산·결산 심사 및 국민의 권익 보호 등 중요한 책무를 수행하는 국민의 대표다.

 

Members of the National Assembly are representatives of the people entrusted with responsibilities including legislation, deliberation on national policies, oversight of the government, examination of budgets and financial accounts, and protection of citizens' rights and interests.

오늘날 우리 사회는 인공지능과 첨단기술의 발전, 산업구조의 변화, 저출생과 고령화, 지역소멸 위기, 사회·경제적 불평등, 기후변화 및 국제질서의 변화 등 복합적인 과제에 직면해 있다.

 

Contemporary society faces complex challenges, including advances in artificial intelligence and emerging technologies, industrial restructuring, declining birth rates and population aging, regional depopulation, socioeconomic inequality, climate change, and shifts in the international order.

이러한 환경에서 국회의원의 역할은 법률을 제정하고 정책을 심의하는 데 그치지 않는다. 국가적 과제에 대응하고 국민의 삶을 개선하며, 미래세대를 위한 지속가능한 발전 기반을 마련하는 책임 있는 의정활동이 요구된다.

 

In this environment, the responsibilities of National Assembly members extend beyond enacting legislation and deliberating on policies. They are expected to address national challenges, improve citizens' lives, and contribute to a foundation for sustainable development for future generations.

국회의원의 의정활동은 국가의 법과 제도뿐 아니라 경제·사회 전반과 국민의 삶에 직접적인 영향을 미친다. 따라서 그 성과는 단순한 법안 발의 건수나 외형적인 활동실적만으로 판단하기보다 정책의 필요성과 실효성, 공익적 가치 및 국민에 대한 책임 이행 등을 종합적으로 살펴볼 필요가 있다.

 

Parliamentary activities directly affect national laws and institutions, the economy and society, and citizens' lives. Their performance should therefore be examined not merely through the number of bills introduced or other visible activity records, but also through policy necessity and effectiveness, public-interest value, and the fulfillment of responsibilities to the people.

세계청년리더총연맹(WFPL)은 이러한 필요성을 바탕으로 독자적인 국회의원 의정평가 전문 평가지수인 WF국회의정혁신지수(WFAPII)를 개발하고, 이를 적용한 국회의원 의정평가를 실시하고 있다.

 

In response to this need, the World Federation of Power Leaders (WFPL) developed the WF Assembly Parliamentary Innovation Index (WFAPII), a specialized parliamentary performance evaluation index, and applies it to the assessment of National Assembly members.

WFPL 국회의원 의정평가는 국민의 대표인 국회의원의 의정활동을 객관적이고 체계적으로 분석하여 국민의 알 권리를 보장하고, 책임정치 구현과 정책 중심의 정치문화 정착에 기여하기 위한 공익적 평가제도다.

 

The WFPL Parliamentary Performance Evaluation is a public-interest assessment system designed to examine parliamentary activities objectively and systematically, support the public's right to information, and contribute to political accountability and a policy-oriented political culture.

국회의원 의정평가위원회(AEC)는 세계청년리더총연맹 부설 국회의원 의정평가 전문기구로서 평가운영과 자료검증, 평가결과 확정 및 공표에 관한 업무를 담당한다.

 

The Assembly Evaluation Commission (AEC) is a specialized parliamentary evaluation body established under the World Federation of Power Leaders. It is responsible for evaluation administration, evidence verification, finalization of findings, and publication of results.

Objectives of the WFPL Parliamentary Performance Evaluation

WFPL 국회의원 의정평가는 국회의원의 입법활동과 정책성과, 국정감시, 공익적 책임, 지역사회 기여 및 대국민 책임성을 종합적으로 평가하는 데 목적이 있다.

 

The WFPL Parliamentary Performance Evaluation aims to comprehensively assess legislative activities, policy outcomes, government oversight, public-interest responsibilities, contributions to local communities, and accountability to citizens.

이를 통해 국민에게 의정활동에 관한 객관적인 정보를 제공하고, 국회의원의 책임 있는 의정활동과 국가발전 및 국민 삶의 질 향상에 기여하고자 한다.

 

Through this evaluation, WFPL seeks to provide citizens with objective information on parliamentary performance and encourage responsible legislative activities that contribute to national development and improvements in quality of life.

또한 의정활동의 실질적인 성과와 정책적 기여를 객관적으로 분석함으로써 국민대표기관의 책임성과 투명성을 높이고, 공익 중심의 의정활동이 정착될 수 있는 기반을 마련하고자 한다.

 

By examining substantive parliamentary outcomes and policy contributions, the evaluation also seeks to strengthen the accountability and transparency of the representative institution and support the development of a public-interest-oriented parliamentary culture.

 

정치적 중립성과 평가 독립성

Political Neutrality and Evaluation Independence

국회의원 의정평가위원회(AEC)는 특정 정당이나 정치세력을 지지하거나 반대하지 않으며, 정치적 중립성·독립성·공정성·객관성·전문성·투명성·신뢰성을 기본원칙으로 평가를 운영한다.

 

The Assembly Evaluation Commission (AEC) does not support or oppose any particular political party or political group. Its evaluations are administered in accordance with the fundamental principles of political neutrality, independence, impartiality, objectivity, professionalism, transparency, and reliability.

평가대상자의 정치적 소속이나 지위, 영향력에 따라 평가기준을 달리 적용하지 않으며, 검증 가능한 자료와 사전에 확정된 평가기준에 따라 평가한다.

 

Evaluation criteria are not applied differently according to an evaluated member's political affiliation, position, or influence. Assessments are conducted using verifiable evidence and evaluation standards established in advance.

평가결과는 특정 정당이나 정치세력의 이해관계를 대변하기 위한 수단이 아니라, 국민에게 의정활동에 관한 객관적인 정보를 제공하기 위한 공익적 자료로 활용한다.

 

Evaluation results are intended to serve as public-interest information about parliamentary activities rather than as instruments representing the interests of any political party or political group.

 

WFPL 국회의원 의정평가 대상자

Subjects of the WFPL Parliamentary Performance Evaluation

평가대상은 대한민국 국회의원 전체를 원칙으로 하며, 지역구 국회의원과 비례대표 국회의원을 모두 포함한다.

 

The evaluation generally covers all members of the National Assembly of the Republic of Korea, including both constituency-elected and proportional representation members.

평가대상자의 실제 의정활동 기간과 직무 특성, 평가자료의 적용 가능성 등은 관련 평가기준에 따라 검토한다.

 

The actual period of parliamentary service, characteristics of official duties, and applicability of evaluation evidence are examined in accordance with the relevant assessment criteria.

 

WF국회의정혁신지수(WFAPII)

WF Assembly Parliamentary Innovation Index (WFAPII)

WF국회의정혁신지수(WFAPII, WF Assembly Parliamentary Innovation Index)는 세계청년리더총연맹이 독자적으로 개발한 국회의원 의정평가 전문 평가지수다.

 

The WF Assembly Parliamentary Innovation Index (WFAPII) is a specialized parliamentary performance evaluation index independently developed by the World Federation of Power Leaders.

WFAPII는 국회의원의 입법활동과 정책성과, 국정감시, 공익적 책임, 지역사회 기여 및 대국민 책임성 등을 종합적으로 분석·평가하기 위한 체계다.

 

The WFAPII provides a framework for comprehensively analyzing and evaluating legislative activities, policy outcomes, government oversight, public-interest responsibilities, contributions to local communities, and accountability to citizens.

WFAPII는 7대 평가부문, 15개 하위 평가항목 및 140개 세부평가지표로 구성되어 있다.

 

The WFAPII consists of seven major evaluation areas, 15 subcategories, and 140 detailed evaluation indicators.

정량평가와 정성평가를 병행하여 의정활동의 양적 실적뿐 아니라 정책적 가치와 실제 기여도, 공익적 책임 등을 종합적으로 분석한다.

 

The framework combines quantitative and qualitative assessments to examine not only measurable parliamentary activities but also policy value, substantive contributions, and public-interest responsibilities.

7대 평가부문은 대외적으로 공개하며, 15개 하위 평가항목과 140개 세부평가지표의 구체적인 내용, 배점·가중치 및 산식은 독자적인 연구성과 보호를 위해 비공개 내부 평가운영 자료로 관리한다.

 

The seven major evaluation areas are publicly disclosed, while the detailed content of the 15 subcategories and 140 indicators, together with scoring allocations, weights, and calculation formulas, is maintained as nonpublic internal evaluation material to protect proprietary research outcomes.

Seven Major Areas of Parliamentary Performance Evaluation

제1부문. 입법활동 및 법률·제도 개선

Area 1. Legislative Activities and Legal and Institutional Reform

법률의 제정과 개정, 입법과정 참여, 법률·제도 개선 및 실질적인 입법 기여를 평가한다.

 

This area examines the enactment and amendment of legislation, participation in legislative processes, legal and institutional improvements, and substantive legislative contributions.

제2부문. 국가정책 및 미래경쟁력 강화

Area 2. National Policy and Future Competitiveness

국가발전과 미래산업, 과학기술, 산업혁신 및 중장기 국가경쟁력 강화를 위한 정책적 기여를 평가한다.

 

This area examines policy contributions to national development, emerging industries, science and technology, industrial innovation, and long-term national competitiveness.

제3부문. 민생안정 및 국민 삶의 질 향상

Area 3. Livelihood Stability and Quality of Life

고용·노동, 주거, 교육, 보건의료, 복지, 사회안전 및 국민 생활 개선을 위한 입법·정책활동을 평가한다.

 

This area examines legislative and policy activities relating to employment, labor, housing, education, healthcare, welfare, public safety, and improvements in citizens' living conditions.

제4부문. 국정감시 및 예산·재정 책임성

Area 4. Government Oversight and Fiscal Accountability

국정감사와 국정조사, 정부 정책 및 행정에 대한 감시, 예산·결산 심사와 공공재정의 책임성을 평가한다.

 

This area examines parliamentary inspections and investigations, oversight of government policies and administration, budgetary and financial reviews, and accountability in public finance.

 

제5부문. 공익성 및 사회적 책임

Area 5. Public Interest and Social Responsibility

공익적 판단과 윤리성, 이해충돌 방지, 공정한 직무 수행 및 사회적 책임을 평가한다.

 

This area examines public-interest considerations, ethical conduct, prevention of conflicts of interest, impartial performance of official duties, and social responsibility.

 

제6부문. 지역균형발전 및 지역사회 기여

Area 6. Balanced Regional Development and Community Contributions

지역경제 활성화와 지방자치 발전, 지역 현안 해결 및 지역균형발전을 위한 의정활동을 평가한다.

 

This area examines parliamentary contributions to local economic revitalization, the development of local autonomy, resolution of regional issues, and balanced regional development.

 

제7부문. 대국민 책임성 및 공약 이행

Area 7. Accountability to Citizens and Fulfillment of Election Pledges

의정활동의 성실성과 국민과의 소통, 선거공약 이행 및 국민에 대한 설명책임을 평가한다.

 

This area examines diligence in parliamentary duties, communication with citizens, fulfillment of election pledges, and accountability to the public.

각 평가부문의 구체적인 정의와 적용범위는 「WFAPII 백서」 제5장에서 설명한다.

국회의원 의정평가 운영체계

Parliamentary Performance Evaluation System

WFPL 국회의원 의정평가는 연례 중간평가와 국회의원 임기 4년을 기준으로 실시하는 최종평가로 구분한다.

 

The WFPL Parliamentary Performance Evaluation consists of an annual interim evaluation and a comprehensive final evaluation conducted on a four-year cycle corresponding to the parliamentary term.

연례 중간평가는 4년 주기 최종평가가 실시되는 연도를 제외하고 매년 시행한다. 최종평가 실시 연도에는 중간평가를 별도로 실시하지 않으며, 해당 평가기간의 의정활동을 종합적으로 검토하는 최종평가에 집중한다.

 

The annual interim evaluation is conducted each year except in years when the four-year comprehensive final evaluation takes place. In final evaluation years, the interim evaluation is not conducted, allowing the AEC to concentrate on the comprehensive assessment of parliamentary activities during the applicable evaluation period.

두 평가는 WFAPII를 공통 평가기반으로 활용하되, 평가목적과 평가기간, 결과 발표 및 선정·시상체계를 구분하여 운영한다.

 

Both programs apply the WFAPII as their common methodological foundation, while maintaining distinct evaluation purposes, assessment periods, result announcements, and selection and award arrangements.

연례 중간평가 「국민이 기억해야 할 국회의원 100인」

Annual Interim Evaluation: 100 Members of the National Assembly the People Should Remember

국회의원 의정평가위원회(AEC)는 「국민이 기억해야 할 국회의원 100인」이라는 공식 명칭으로 연례 중간평가를 실시한다.

 

The Assembly Evaluation Commission (AEC) conducts its annual interim evaluation under the official title “100 Members of the National Assembly the People Should Remember.”

중간평가는 대한민국 국회의원 전체를 대상으로 하며, 평가결과와 선정기준에 따라 최대 100인 이내에서 선정한다.

 

The interim evaluation covers all members of the National Assembly of the Republic of Korea, with no more than 100 members selected according to the evaluation results and established selection criteria.

중간평가의 평가자료 반영기간은 매년 1월 1일부터 10월 31일까지이며, 결과는 매년 12월 1일 발표하는 것을 원칙으로 한다. 다만 4년 주기 최종평가 실시 연도에는 중간평가를 시행하지 않는다.

 

The interim evaluation considers parliamentary activities from January 1 through October 31, with results generally announced on December 1 each year. However, the interim evaluation is not conducted in years when the four-year comprehensive final evaluation takes place.

선정 인원을 맞추기 위해 평가결과를 임의로 조정하거나 특정 국회의원을 임의로 포함하지 않는다.

 

Evaluation findings are not arbitrarily adjusted, nor are individual members included merely to fill a predetermined number of places.

선정 경계점수에서 동점자가 발생한 경우에는 공식 의결된 동점자 처리규정을 적용한다.

 

Where a tie occurs at the selection threshold, the officially adopted tie-breaking regulations are applied.

동점자 처리기준을 적용한 이후에도 동점이 해소되지 않고 해당 동점자 전원을 선정할 경우 최대 100인을 초과하게 되는 경우에는 선정 경계에 해당하는 동점자 전원을 제외한다.

 

If a tie remains unresolved after the application of the prescribed tie-breaking criteria, and including all tied members would exceed the maximum of 100, all members tied at the selection threshold are excluded.

이에 따라 실제 선정 인원은 100인 미만이 될 수 있으며, 결과 발표 시에는 확정된 선정 인원을 명확하게 공개한다.

 

Consequently, fewer than 100 members may be selected, and the confirmed number of selected members is explicitly disclosed when the results are announced.
