세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원(구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 정치적 중립기구로써, 세계총연맹 부설 언론기관인 사단법인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여함은 물론 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 둔다.

WIC AWARDS는 세계 각국에서 인류사회 발전과 공공가치 실현에 기여한 우수한 인물과 기관을 발굴하기 위하여 공개 추천제도를 운영하였다. The WIC Awards operated an open nomination system to identify outstanding individuals and organizations whose achievements contributed to the advancement of humanity and the realization of public value.
1. 후보 추천 자격
다음 각 호에 해당하는 자 또는 기관은 후보자를 추천할 수 있었다. The following individuals and organizations were eligible to submit nominations.
① 대한민국을 포함한 세계 각국의 관련 분야 전문가 Experts in relevant fields from the Republic of Korea and around the world
② 세계 각국의 대사관 및 영사관, 연구기관, 교육기관 및 공공기관 등 Embassies, consulates, research institutions, educational institutions, public institutions, and similar organizations worldwide
2. 제출서류
추천자는 추천서를 제출하여야 하며 별도의 지정 서식은 없었다. Nominators were required to submit a nomination letter. No prescribed application form was required.
추천서는 한국어 또는 영어로 작성하는 것을 원칙으로 하였으며, 다른 언어로 작성된 경우에는 한국어 또는 영어 번역본을 함께 제출하여야 하였다. Nomination letters were to be prepared in either Korean or English. Documents submitted in other languages were required to include a Korean or English translation.

전화 접수는 받지 않았으며 모든 추천서는 이메일로 접수하였다. Telephone submissions were not accepted. All nominations were submitted by e-mail only.
5. 접수기간
전년도 5월 1일부터 당해 연도 4월 30일까지 From 1 May of the preceding year to 30 April of the award year
6. 접수 마감
매년 4월 30일 30 April each year
7. 수상자 발표
수상자는 심사평가위원회의 심사를 거쳐 조직위원회가 최종 확정한 후 매년 11월 공식 발표하는 것을 원칙으로 하였다. Following evaluation by the Evaluation Committee and final approval by the Organizing Committee, laureates were normally announced officially in November each year.
다만 운영상 특별한 사유가 있는 경우에는 발표 일정을 조정할 수 있었다. The announcement schedule could be adjusted under exceptional circumstances.
8. 시상식
시상식은 원칙적으로 다음 연도 1월 개최하였다. The awards ceremony was normally held in January of the following year.
다만 운영상 특별한 사유가 있는 경우에는 개최 시기를 조정할 수 있었다. The schedule could be adjusted when necessary due to operational considerations.

본 추천 및 발표 절차는 WIC AWARDS 운영 당시 적용된 공식 운영절차를 바탕으로 정리한 것이다. This nomination and announcement process reflects the official operational procedures applied during the WIC Awards.
후보 추천부터 심사, 수상자 발표 및 시상식에 이르는 전 과정은 공정성(Fairness), 객관성(Objectivity), 정치적 중립성(Political Neutrality) 및 공익성(Public Interest)을 기본 원칙으로 운영되었다. From nomination and evaluation to the announcement of laureates and the awards ceremony, all procedures were conducted in accordance with the principles of Fairness, Objectivity, Political Neutrality, and Public Interest.
