세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS)은 2007년 1월 11일 설립된 국제청소년연구원(옛 국제청소년연구소, 초대 대표 이산하(李山河))을 모태로 한 정치적 중립기구로서, 기업·공공기관 평가전문기관인 SEC(Sustainable Enterprise Evaluation Commission)를 중심으로 세계언론협회(WPA), 국제정책연구원(IPI), WIC(World Innovative Contribution Council) 등 전문기관을 운영하며 책임경영 평가, 정책연구, 언론 및 다양한 공익활동을 수행하는 국제 공익 플랫폼이다.

The World Federation of Power Leaders (WFPL) is a politically neutral international public-interest platform originating from the International Youth Institute (formerly the International Youth Research Institute), established on 11 January 2007 under the founding leadership of Lee San-Ha. Centered on the Sustainable Enterprise Evaluation Commission (SEC), WFPL operates specialized organizations including the World Press Association (WPA), the International Policy Institute (IPI), and the World Innovative Contribution Council (WIC), carrying out responsible management evaluation, policy research, media activities, and a wide range of public-interest initiatives.

세계청년리더총연맹은 열정을 가진 청년 인재들과 함께 사회의 구조적 모순에서 발생하는 다양한 위기와 시대적 과제를 해결하는 데 기여함은 물론 사회와 국가의 새로운 활력 제고에 이바지하는 것을 중요한 사명으로 삼는다. 또한 사회적 약자가 소외되지 않고 참여와 소통의 문화가 확산되어 '더불어 함께하는 세상'을 구현하는 데 가치를 두며, 공공가치와 책임경영을 바탕으로 미래세대를 위한 지속가능한 사회를 만들어 가는 국제 공익 플랫폼으로 발전하고 있다.

Working together with passionate young leaders, WFPL is committed to addressing the diverse crises and contemporary challenges arising from structural contradictions within society while contributing to renewed vitality for society and the nation. It values building "a world together" where socially vulnerable people are not left behind and where participation, communication, and mutual respect flourish. Guided by the principles of public value and responsible management, WFPL continues to grow as an international public-interest platform dedicated to building a sustainable future for coming generations.

설립 배경
Background

WFPL은 설립 초기 학교폭력 예방과 청소년 인권 보호, 건강한 교육환경 조성을 위한 다양한 공익활동을 추진하였다.

During its early years, WFPL focused on public-interest initiatives aimed at preventing school violence, protecting youth human rights, and fostering healthy educational environments.

그러나 활동을 지속하는 과정에서 학교폭력과 인권 문제는 교육 현장만의 문제가 아니라 사회 전반의 구조와 문화, 조직의 책임의식과 밀접하게 연결되어 있다는 사실을 확인하였다.

Through these activities, WFPL came to recognize that school violence and human rights issues were not isolated educational problems but were deeply connected to broader social structures, organizational culture, and institutional responsibility.

이를 계기로 WFPL은 사회혁신을 넘어 책임경영을 핵심 철학으로 발전시켰으며, 사회의 구조적 문제를 해결하기 위해서는 기업과 공공기관을 포함한 사회 모든 구성원이 공공가치를 공유하고 책임을 실천하는 사회를 만들어야 한다는 방향을 확립하였다.

This understanding led WFPL to expand its philosophy from social innovation toward responsible management, believing that lasting solutions require every sector of society—including corporations and public institutions—to embrace public value and fulfill their responsibilities.

세계청년리더총연맹(WFPL)은 설립 초기 학교폭력 예방과 청소년 인권 보호, 건강한 교육환경 조성을 위한 다양한 공익활동을 중심으로 사회혁신 활동을 추진하였다. 이러한 활동은 단순한 캠페인에 그치지 않고 사회의 구조적 문제를 분석하고 지속가능한 해결방안을 모색하는 과정으로 발전하였다.

The World Federation of Power Leaders (WFPL) initially focused its public-interest activities on preventing school violence, protecting youth human rights, and promoting healthy educational environments. These efforts gradually evolved beyond public campaigns into a broader process of analyzing structural social challenges and seeking sustainable solutions.

활동을 지속하는 과정에서 WFPL은 학교폭력과 인권 문제를 비롯한 다양한 사회문제가 교육 현장만의 문제가 아니라 사회 전반의 구조와 문화, 그리고 기업과 공공기관을 포함한 조직의 책임의식과 밀접하게 연결되어 있다는 사실을 확인하였다.

Through years of practical experience, WFPL came to recognize that school violence, human rights issues, and many other social challenges are not isolated educational problems. Rather, they are closely connected to the broader structures of society, organizational culture, and the level of responsibility demonstrated by corporations, public institutions, and other organizations.

이러한 인식은 사회문제를 근본적으로 해결하기 위해서는 사회 구성원 모두가 공공가치를 공유하고 각자의 역할과 책임을 성실히 실천하는 책임 있는 사회가 필요하다는 철학으로 이어졌다. 이에 따라 WFPL은 사회혁신을 넘어 책임경영을 조직 운영과 사회발전의 핵심 원리로 발전시키게 되었다.

This understanding led WFPL to establish the philosophy that lasting solutions require a responsible society in which every member shares public values and faithfully fulfills his or her responsibilities. As a result, WFPL expanded its mission beyond social innovation and embraced responsible management as a fundamental principle for organizational governance and social development.

오늘날 WFPL은 책임경영을 단순한 경영기법이 아니라 공공가치와 사회적 책임을 실천하는 사회혁신의 핵심 원리로 인식하고 있으며, 이를 통하여 지속가능한 발전과 미래세대를 위한 건강한 사회를 만들어 가는 국제 공익 플랫폼으로 발전하고 있다.

Today, WFPL regards responsible management not merely as a management methodology but as a fundamental principle for realizing public value and social responsibility. 2. 책임경영 철학과 평가체계의 발전

WFPL은 책임 있는 사회를 만들기 위해서는 책임 있는 조직이 필요하며, 책임 있는 조직은 객관적인 평가와 지속적인 개선을 통하여 성장한다는 철학을 확립하였다.

WFPL established the philosophy that a responsible society begins with responsible organizations, and that responsible organizations grow through objective evaluation and continuous improvement.

이러한 철학을 실천하기 위하여 WFPL은 다양한 분야의 평가모델을 연구·개발하였다. 초기에는 국회의정평가와 지방자치 혁신평가 등 공공 분야의 평가체계를 연구하면서 객관적인 평가모델 구축 경험을 축적하였으며, 이를 통하여 평가의 공정성과 독립성, 객관성을 지속적으로 발전시켜 왔다.

To put this philosophy into practice, WFPL undertook extensive research and development of evaluation models across various fields. Its early efforts focused on public-sector evaluation frameworks, including legislative performance evaluation and local government innovation assessment, thereby accumulating valuable experience in developing fair, independent, and objective evaluation systems.

이러한 연구 성과를 바탕으로 기업과 공공기관의 지속가능성과 책임경영을 종합적으로 평가할 수 있는 전문 평가체계의 필요성이 제기되었으며, 이에 따라 기업·공공기관 평가전문기관인 SEC(Sustainable Enterprise Evaluation Commission)를 설립하고 책임경영 평가체계 구축을 본격적으로 추진하게 되었다.

Building upon these research achievements, WFPL recognized the need for a comprehensive evaluation framework capable of assessing the sustainability and responsible management of corporations and public institutions. This ultimately led to the establishment of the Sustainable Enterprise Evaluation Commission (SEC) as WFPL's specialized evaluation institution.

SEC는 이러한 철학을 기반으로 WF책임경영지수(WFSRI, WF Sustainable Responsibility Index)를 개발·운영하고 있으며, 기업 및 공공기관의 지속가능성, 책임경영, 비재무 리스크 관리역량, 혁신역량 및 장기 가치창출 역량을 종합적으로 평가하는 책임경영 평가체계를 구축하였다.

Based on this philosophy, the SEC developed and operates the WF Sustainable Responsibility Index (WFSRI), providing a comprehensive evaluation framework that assesses the sustainability, responsible management, non-financial risk management capability, innovation capability, and long-term value creation potential of corporations and public institutions.

오늘날 WFPL은 책임경영 철학과 객관적인 평가체계를 유기적으로 연계하여 공공가치 실현과 지속가능한 발전을 선도하고 있으며, 앞으로도 평가체계의 지속적인 고도화와 국제협력 확대를 통하여 글로벌 책임경영의 새로운 기준을 제시해 나갈 것이다.

Today, WFPL integrates its philosophy of responsible management with objective evaluation systems to advance public value and sustainable development. Moving forward, it will continue to refine its evaluation frameworks and expand international cooperation, contributing to the establishment of new global standards for responsible management.
