"특정세력권력사유화방지 대국민선언문"
힘센 자들만을 위한 세상을 만들 것인가!
힘없는 자들도 함께할 수 있는 세상을 만들 것인가!
오늘날 우리 대한민국은 대통령 한 사람 만 바뀌었을 뿐 …
아직도 사회 곳곳에는 힘없는 자들을 배척하고 특정세력의 힘센 자들만을 위한 세상이 되어가고 있어 통탄하지 않을 수 없다.
코로나19 사태를 겪으면서 가계부채와 기업부채를 포함한 민간부채가 급증하고 금리까지 치솟으며 2030 청년세대들과 700여 만 자영업자 등을 포함한 금융 취약층을 중심으로 빚 부담은 감당하기 어려운 수준으로 늘고 있다.
그러나 국민들의 고통을 함께 나누고 공공서비스를 제공해야 하는 기관들이 자신들의 카르텔과 이익을 위해 부정청탁금지법을 무력화시킬 수 있는 입법을 추진하고 있어 우려하지 않을 수 없다.
“국회의 일부 야당과 한국언론진흥재단, 혈세 영구 지원형 ‘공영 뉴스전문포털’ 구축 의도 무엇인가”
국민들의 반대에도 입법권을 쥔 국회의 일부 야당과 한국언론진흥재단은 서로의 역할을 분담하며 또 다시 포털 장악을 추진하고 있다.
한국언론진흥재단은 포털 중심의 뉴스 유통구조 개선이라는 명분으로 지난 문재인 정부에서 포털 장악의 일환으로 추진했던 ‘공영 뉴스 전문의 포털(이하 공영 뉴스전문포털)'에 언론사의 참여를 높이고자 기본적인 기사 제공 대가 외에 기사 품질 등에 따라 추가 제공료를 지급하는 방안을 지난 7월 11일 중간 논의 결과 보고서 형식을 빌려 발표했다.
“국민 세금으로 특정 언론사 600여곳을 골라 매년 6천만원씩 영구 지원하겠다”
한국언론진흥재단이 발표한 내용에 따르면 참여 언론사가 600개로 늘어나고, 기사 제공료도 1개 언론사당 국민 세금으로 연간 6,000만원을 지원할 경우 대략 연간 총예산은 360억원이 필요하다는 ‘기사 제공료 시뮬레이션’ 결과를 공개했다.
특히 국민들이 납부한 세금으로 특정 언론사들만을 골라 영구적으로 지원하겠다는 국민들의 따가운 시선을 피하기 위해 운영 주체로는 한국언론재단이 아닌 제3의 독립법인을 구성해 운영 권한을 민간에 위탁하는 방안도 포함돼 있다. 결국 각본대로 특정 언론사들만을 위한 영구 지원을 획책하고 있어 경악하지 않을 수 없다.
국민들의 강력한 반대에도 불구하고 입법권을 쥔 국회의 일부 야당이 ‘공영 뉴스전문포털’을 구축해야 한다고 빌미 삼는 것은 ‘포털 뉴스제휴평가위’가 공정성을 상실했다는 것이다.
국회의 일부 야당이 주장하는 것처럼 ‘포털 뉴스제휴평가위’가 공정성을 상실했다면 특정 언론사들을 위해 천문학적인 국민 세금을 영구적으로 지원해야 하는 혈세 낭비형 ‘공영 뉴스전문포털’을 새로 만들 것이 아니라 문제를 찾아내 해결하면 되는 것이다.
“생활고에 시달리다 세상 떠난 ‘송파 세 모녀, 수원 세 모녀’ 벌써 잊었는가”
투병과 생활고에도 복지 사각지대에 놓여 있다가 더 이상 삶을 지탱할 수 없어 세상을 떠난 비극적인 사건을 우리는 기억한다.
지난 2014년 2월, 사각지대에 놓인 송파의 세 모녀가 생활고를 이기지 못하고 한 겨울 냉기 가득한 방안에서 외롭게 세상을 떠났다. 그로부터 8년이 지난 2022년 8월, 투병 생활을 하면서 생활고를 겪다 도움을 받지 못한 ‘수원의 세 모녀’가 세상을 떠났다.
치솟는 금리와 급증하는 부채로 신음하며 지금 이순간에도 생활고를 이기지 못하고 삶의 끈을 놓으려 하는 수많은 우리 국민들이 있다.
그럼에도 일부 국회의원들은 언론을 의식하고 특정 언론사 기자 출신의 국회의원이 주도적으로 추진하는 특정 언론사 혈세 영구 지원형 ‘공영 뉴스전문포털’ 프로젝트에 동조하고 있어 경악하지 않을 수 없다. 이것이 자신들의 카르텔과 이익을 위해서는 공정과 상식과 정의마저 저버린 오늘날 대한민국 국회의 참 모습이란 말인가!
포털 뉴스제휴평가위의 공정성에 문제가 있다면 문제를 해결할 수 있는 다양한 방법들이 있음에도 특정 언론사들을 위해 ‘공영 뉴스전문포털’을 새로 만들어 합법적으로 국민들이 납부한 세금을 영구적으로 지원하겠다는 발상 자체가 국민을 모독하는 행위다.
“국민의 기본적 인권 문제 ‘한강 손정민 사건’ 재수사해야 한다”
지난 2021년 4월 25일 서울소재 의대 재학생 손정민 군이 밤 10시 20분경 전후에 같은 과 학생인 동석자 A의 연락을 받고 서울 반포한강공원에서 만난 후 다음날인 26일 새벽까지 함께 있다가 실종됐다. 그리고 실종 5일 만에 한강에서 싸늘한 시신으로 발견됐다. 그러나 경찰은 현재까지도 사건의 진실을 밝혀내지 못하고 있다.
손정민 사건을 통해서 우리 국민들은 새로운 사실을 알게 되었다. 그것은 나와 내 가족 등 개인의 안전을 지켜야 할 국가가 오히려 국민의 안전에 위협이 될 수 있다는 사실이다.
사건의 실체적 진실을 규명해야 하는 수사는 수많은 경찰력을 투입해야만 되는 것은 아니다. 그것은 오히려 국가의 중요한 자원의 낭비만 초래할 뿐이다. 수사는 단 한가지, 반드시 과학적 근거에 따라야 한다.
공개된 CCTV 일부 영상이 있다. 경찰이 가짜뉴스로 치부했던 유튜버들의 끈질긴 추적과 헌신적인 노력 끝에 밝혀진 영상이 있다.
손정민 유족 측이 제기한 소송에서 법원은 그 CCTV 영상 속 분석 자료를 통해 지난해 4월 26일 새벽 3시 31분 반포한강공원 Y자 나무 바로 인근에서 신원을 특정할 수 없는 사람에 의해 언덕 밑으로 굴러 떨어진 사람이 바로 손정민 군이라고 판결했다.
법원판결로써 손정민 군임이 밝혀진 이상, 손정민 사건과 같은 일이 일어날 수 없도록 유가족이 원할 경우 언제든지 녹화된 CCTV영상을 볼 수 있도록 관련법을 개정하고 철저한 진상규명을 위해 재 수사해야 한다.

국민 건강보다 힘센 자들을 위한 ‘영리목적 약자판기 정책’은 어떠한가!
정권이 바뀔 때마다 국민 건강을 책임져야 할 보건복지부가 연래 행사처럼 들고 나오는 것이 있다. 그것은 국민건강권 수호라는 본연의 임무는 망각한 채 약사법을 개정해서라도 특정기업에 이익이 되는 영리목적의 약자동판매기(약자판기)를 통한 의약품 판매를 허용하겠다는 것이다.
의약품을 약자판기로 판매할 수 있도록 허용하려는 보건복지부의 의도는 의약품을 한낮 국민 간식 정도로 인식하고 있다는 것을 스스로 자인하는 것으로서 특정 기업의 이익창출을 위해 국민 건강과 안전은 철저히 무시해도 된다는 매우 위험한 발상이다.
그동안 의료계와 많은 시민단체들은 청소년 약물 중독 등을 포함한 약물 오남용이 더 심각해질 수 있다면서 기업의 이윤 추구를 위한 영리목적의 규제완화 시도는 적극 반대해 왔다.
기업의 창의성과 혁신을 가로막는 규제는 당연히 제거해야 한다. 이와 동시에 국민의 안전과 건강권을 무시한 채 대기업을 포함한 특정 기업의 이윤추구를 위한 규제 완화 요구는 철저히 배제해야 한다.
코로나19펜데믹을 거치면서, 공공의료시스템이 붕괴된 국가의 시민들이 비참한 삶을 이어가는 것을 보았다.
의료혜택을 받지 못하는 시민들에게 고루 혜택을 줄 수 있고 수많은 일자리도 창출할 수 있다는 기업들의 집요한 로비와 관료집단의 결탁에 미국의 공공의료시스템은 붕괴된 지 오래 되었다. 제도의 도입 필요성이 절실한 미국은 오랜 기간 공을 들여 수많은 시도를 하였지만 번번히 실패로 돌아 갔다.
기업들의 장악으로 한번 붕괴된 공공의료시스템은 회복시킬 수 없다. 천문학적인 사회적 비용을 지불하더라도 이미 붕괴된 시스템의 복원은 불가능에 가깝다는 것이 미국의 시민들이 처한 비극적 상황에서 알 수 있다.
그럼에도 국민 건강보다 힘센 자들을 위한 ‘영리목적 약자판기 정책’이 결국에는 미국처럼 힘없는 서민들의 희생만 따를 뿐이라는 것을 외면하는 이유가 무엇인가.
“국민 건강과 안전을 지키는 ‘공공심야약국’”
보건복지부가 주장하는 국민의 의약품 구입 불편을 해소한다는 '영리목적 약자판기 정책'으로는 국민의 안전과 건강권을 해결할 수 없다. 또한 심야시간 의약품 구입 편의성 증대는 영리목적인 기업의 속성을 간과한 것으로서 이는 궤변(詭辯, Sophistry)에 불과하다.
이미 전국의 동네 약국들이 저녁 늦은 시간까지 운영되고 있다. 특히 서민들이 필요한 의약품을 안전하게 구입할 수 있도록 전국 약사들의 자발적 참여로 운영되는 ‘공공심야약국’이 전국적으로 확대되어 운영되고 있다.
국가의 심부름꾼인 보건복지부의 일개 공무원들이 정권이 바뀔 때마다 특정 사안인 '영리목적 약자판기 정책’을 집요하게 들고 나오는 것은 국민 건강과 안전보다 특정기업과의 유착관계를 의심하지 않을 수 없다. 이에 그동안 이어져 왔던 각종 포럼 등을 포함한 자료들의 면밀한 분석을 통해 공무원들과 관련기업의 유착관계를 특별 조사하여 다시는 국민을 기망하는 이러한 불미스런 일들이 관료사회에서 재발하지 않도록 해야 할 것이다.
이에 오늘 우리는 민주주의 가치를 훼손하는 ‘특정세력의 권력 사유화’로 인하여 불행한 역사가 되풀이 되는 것을 용납하지 않을 것임을 밝히며, 힘없는 자들도 함께할 수 있는 세상을 만들기 위해 우리의 모든 역량을 결집시켜 나갈 것임을 선언한다.

National Declaration Against the Privatization of Power by Particular Groups
Today, in the Republic of Korea, only the President has changed.
Yet, throughout our society, we continue to witness a reality in which the weak are marginalized while power and privilege remain concentrated in the hands of particular groups. Such a situation cannot but cause profound concern.
Following the COVID-19 pandemic, private-sector debt—including household and corporate debt—has risen sharply. As interest rates have continued to increase, the financial burden on vulnerable groups, particularly young people in their twenties and thirties and more than seven million self-employed citizens, has reached an unsustainable level.
Despite these hardships, there are growing concerns that institutions entrusted with sharing the burdens of the people and providing public services are instead pursuing legislation that could weaken the enforcement of anti-corruption laws in order to protect their own interests and institutional cartels.
Why Are Some Members of the National Assembly and the Korea Press Foundation Seeking to Establish a Taxpayer-Funded Public News Portal?
Despite significant public opposition, some members of the National Assembly and the Korea Press Foundation have once again pursued the establishment of a government-backed public news portal through a coordinated division of roles.
Under the stated objective of improving Korea's portal-centered news distribution system, the Korea Press Foundation released an interim discussion report on 11 July 2022. The report proposed additional financial compensation for participating media organizations—beyond the standard payment for news content—based on factors such as article quality, with the stated aim of increasing participation in the proposed Public News Portal, a project originally promoted during the previous administration.
Permanent Government Support for Selected Media Organizations Using Public Funds
According to the simulation presented by the Korea Press Foundation, if approximately 600 media organizations participated in the proposed system and each organization received KRW 60 million per year in public funding as article compensation, the total annual budget required would reach approximately KRW 36 billion.
The proposal further suggested establishing an independent third-party corporation, rather than allowing the Korea Press Foundation itself to operate the platform directly, and delegating operational authority to that entity. This approach was presented as a means of avoiding criticism over the permanent allocation of taxpayer funds to selected media organizations.
Such proposals inevitably raise concerns regarding the long-term use of public resources for the benefit of a limited number of organizations. Fairness Should Be Restored Through Reform, Not Through Permanent Subsidies
Some members of the National Assembly have argued that the establishment of a Public News Portal is necessary because the existing Portal News Partnership Evaluation Committee has allegedly lost its fairness.
If legitimate concerns exist regarding the fairness of the current evaluation system, those concerns should be addressed by improving and reforming the existing framework itself.
Creating an entirely new publicly funded news platform that would require permanent financial support from taxpayers for selected media organizations is not the only solution. Institutional problems should be corrected through transparent reform rather than by creating additional structures that require continuing public expenditure.
Have We Already Forgotten the Tragedies of the Three Songpa Sisters and the Three Suwon Sisters?
We remember the heartbreaking tragedies of families who, despite enduring prolonged illness and severe financial hardship, remained trapped within the blind spots of the social welfare system until they could no longer sustain their lives.
In February 2014, the three sisters in Songpa lost their lives in a cold room after being driven to despair by poverty. Eight years later, in August 2022, another tragedy unfolded when the three women of Suwon, who had also struggled with illness and financial hardship without receiving timely assistance, passed away under similarly devastating circumstances.
Even today, countless citizens continue to suffer under the weight of soaring interest rates and rapidly increasing debt. Many remain on the brink of losing hope because of overwhelming economic hardship.
Nevertheless, some lawmakers have supported the proposal to establish a taxpayer-funded Public News Portal, promoted primarily by legislators with backgrounds in the media industry. Such proposals inevitably raise questions about whether limited public resources are being directed toward priorities that adequately reflect the urgent needs of vulnerable citizens.
If genuine concerns exist regarding the fairness of the Portal News Partnership Evaluation Committee, there are numerous institutional approaches available to improve the existing system. Establishing an entirely new platform that would provide permanent taxpayer-funded support to selected media organizations should not be regarded as the only available solution.
Public resources should always be allocated in a manner that reflects fairness, accountability, and the broader public interest.
The Basic Human Rights of Citizens Must Never Be Overlooked
On 25 April 2021, medical student Son Jeong-min met a fellow student at Banpo Hangang Park in Seoul after receiving a late-evening phone call. He remained there until the early hours of the following morning before disappearing. Five days later, he was found deceased in the Han River.
Despite the passage of time, questions surrounding the full circumstances of the case have continued to generate significant public concern.
The Son Jeong-min case reminded many citizens of an important principle: the State bears the responsibility to protect the safety and fundamental rights of every citizen. Public confidence in the administration of justice depends upon transparent, objective, and scientifically grounded investigations.
Determining the truth of any incident does not necessarily require the deployment of overwhelming investigative resources. Rather, investigations should be conducted in accordance with objective evidence, scientific analysis, and due process.
Subsequent legal proceedings referenced publicly available CCTV footage and related analytical materials. Based on those materials, the court identified circumstances requiring careful consideration regarding the events that occurred during the early morning hours of 26 April 2021.
Where legitimate questions remain concerning matters of significant public interest, citizens naturally expect that every available legal and scientific measure will be taken to establish the truth.
The declaration therefore calls for continued efforts to strengthen institutional mechanisms that enable thorough fact-finding, improve access to relevant evidence in accordance with the law, and enhance public confidence in the justice system.
Public Health Must Never Be Subordinated to Particular Interests
Another issue addressed in this Declaration concerns proposals to expand the sale of medicines through automated vending systems.
The Declaration argues that, whenever administrations change, proposals to introduce commercially operated medicine vending systems have repeatedly re-emerged despite continuing public debate over their potential impact on public health and safety.
It expresses concern that such proposals could prioritize commercial interests over the protection of citizens' health and the responsible management of pharmaceutical distribution.
The Declaration further emphasizes that medicines should never be regarded as ordinary consumer products.
Instead, pharmaceutical products require professional guidance, responsible supervision, and appropriate safeguards to prevent misuse, particularly among children and young people.
Numerous medical professionals and civic organizations have also expressed concerns that excessive deregulation in this area could increase the risk of drug misuse and abuse while placing commercial interests ahead of public health.
Innovation Must Never Come at the Expense of Public Safety
The Declaration recognizes that unnecessary regulations which hinder innovation and economic development should be improved or removed. However, it also argues that deregulation should never compromise the safety, health, or fundamental rights of citizens.
Economic growth and technological innovation must always be balanced with public responsibility and the protection of human life.
The Importance of Public Healthcare
The COVID-19 pandemic reminded societies around the world of the indispensable importance of resilient public healthcare systems.
The Declaration notes that once essential public healthcare systems are significantly weakened, restoring them can require enormous social and financial costs.
For this reason, it calls for careful and responsible policymaking that places public health and the welfare of citizens above short-term commercial interests.
Public Interest Must Always Come First
The Declaration argues that public policy should be formulated primarily for the benefit of citizens rather than for the interests of particular groups.
Where concerns arise regarding possible relationships between public officials and private interests, transparent review and appropriate institutional oversight are essential for maintaining public confidence.
Accordingly, the Declaration calls for continued efforts to strengthen transparency, accountability, and integrity throughout public administration.
