우리 사회는 지속적인 학교폭력과 집단따돌림, 언어폭력 등으로 인해 학생들의 인권과 안전이 심각하게 위협받고 있으며, 최근에는 디지털 환경의 변화에 따라 사이버폭력과 청소년 도박 등 새로운 형태의 청소년 유해환경 또한 중요한 사회문제로 대두되고 있다.

Korean society has long faced serious challenges arising from school violence, bullying, verbal abuse, and other forms of violence that threaten students' rights and safety. More recently, rapid changes in the digital environment have given rise to new challenges, including cyberbullying, youth gambling, and other harmful online influences affecting young people.

학교폭력과 청소년 유해환경 문제는 학교나 교육기관만의 노력으로 해결하기 어려운 사회 전체의 공동 과제이며, 가정과 학교, 지역사회, 기업, 시민사회가 함께 참여하는 예방 중심의 사회적 대응체계가 필요하다는 공감대가 확산되었다.

School violence and harmful youth environments cannot be addressed by schools and educational institutions alone. They require a prevention-oriented social response involving families, schools, local communities, businesses, and civil society working together.

이러한 시대적 요구에 따라 세계청년리더총연맹(WFPL)은 2017년 12월 19일 세계학교폭력추방본부(SVEH)를 출범시키고, 학교폭력 예방과 청소년 보호를 위한 국민참여형 사회혁신 프로젝트를 본격적으로 추진하게 되었다.

In response to these societal needs, the World Federation of Power Leaders (WFPL) launched the World School Violence Eradication Headquarters (SVEH) on 19 December 2017, initiating a citizen-participation social innovation project dedicated to preventing school violence and protecting young people.

출범 취지 (Founding Purpose)

SVEH는 학교폭력으로 고통받는 학생들이 더 이상 발생하지 않는 사회를 만들고, 모든 학생이 안전하고 행복한 교육환경에서 자신의 꿈과 가능성을 자유롭게 펼칠 수 있도록 지원하기 위하여 출범하였다.

SVEH was established to help build a society where no student suffers from school violence and where every child can freely pursue his or her dreams and full potential in a safe and supportive educational environment.

또한 학교폭력 예방을 위한 국민참여형 운동을 확산하고, 청소년 인권 보호와 건강한 학교문화 조성, 미래세대를 위한 공공가치 실현에 기여하는 것을 중요한 목표로 삼고 있다.

It also seeks to expand citizen participation in school violence prevention while promoting youth rights, healthy school culture, and public value for future generations.

설립 목적 (Objectives)

SVEH는 학교폭력 예방과 청소년 보호를 위한 다양한 교육과 공익활동을 추진하고, 학생들이 서로 존중하고 배려하는 건강한 학교문화를 조성하는 것을 목적으로 한다.

SVEH aims to promote education and public-interest initiatives that prevent school violence and protect young people while fostering a healthy school culture built on mutual respect and consideration.

또한 학교폭력 예방과 청소년 도박 예방을 위한 정책 연구와 국민 인식 개선 활동을 추진하고, 국내외 다양한 기관 및 시민사회와의 협력을 통하여 미래세대 보호를 위한 지속가능한 사회적 기반을 구축하는 데 기여하고 있다.

It also conducts policy research and public awareness activities related to school violence prevention and youth gambling prevention while strengthening cooperation with domestic and international organizations and civil society to build a sustainable foundation for protecting future generations.

국민참여 운동 추진 배경
Background of the Citizen Participation Movement

학교폭력과 청소년 유해환경 문제는 정부와 학교만의 노력으로 해결할 수 없으며, 국민 모두의 지속적인 관심과 참여가 함께할 때 보다 실효성 있는 예방과 개선이 가능하다.

School violence and harmful youth environments cannot be solved solely by governments or schools. Effective prevention and lasting improvement require the continuous participation and support of society as a whole.

이에 SVEH는 학교폭력 예방 캠페인, 세계학교폭력추방의 날, 학교폭력 추방을 위한 1,000만인 서명운동, 대한민국 모범리더상 및 대한민국 SVE 특별상 등을 통해 국민과 함께하는 참여형 사회혁신 운동을 지속적으로 전개하고 있다.

Accordingly, SVEH continues to promote citizen-based social innovation initiatives through programs such as World School Violence Eradication Day, the Ten Million Signature Campaign for School Violence Eradication, the Korea Student Leader Awards, and the Korea SVE Special Awards, encouraging broad public participation in the prevention of school violence and the protection of young people.
