세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다. |

제1장 총칙
Chapter 1. General Provisions
제1조 목적
Article 1. Purpose
본 규정은 국제정책연구원(IPI)의 연구윤리 기준을 정함으로써 연구의 진실성, 공정성, 객관성 및 신뢰성을 확보함을 목적으로 한다.
These Regulations aim to ensure the integrity, fairness, objectivity, and credibility of research conducted by the International Policy Institute (IPI).

제2조 적용범위
Article 2. Scope of Application
본 규정은 국제정책연구원의 연구위원, 자문위원, 객원연구원 및 연구활동에 참여하는 모든 관계자에게 적용한다.
These Regulations shall apply to all research fellows, advisory members, visiting researchers, and other persons participating in research activities of the Institute.

제2장 연구윤리 기본원칙
Chapter 2. Fundamental Principles of Research Ethics
제3조 진실성
Article 3. Integrity
연구자는 사실과 근거에 기반하여 연구를 수행하여야 하며 연구결과를 왜곡하거나 조작하여서는 아니 된다.
Researchers shall conduct research based on facts and evidence and shall not distort or manipulate research findings.

제4조 객관성
Article 4. Objectivity
연구자는 개인적 신념이나 외부 이해관계에 영향을 받지 아니하고 객관적인 연구를 수행하여야 한다.
Researchers shall conduct objective research without being influenced by personal beliefs or external interests.

제5조 정치적 중립성
Article 5. Political Neutrality
연구자는 특정 정당, 정치세력 또는 이념에 편향되지 아니하여야 한다.
Researchers shall not be biased toward any political party, political group, or ideology.

연구자는 연구성과가 국가와 지역사회의 발전 및 공익 증진에 기여하도록 노력하여야 한다.
Researchers shall endeavor to ensure that research outcomes contribute to national development, community advancement, and the public interest.

제3장 연구부정행위 금지
Chapter 3. Prohibition of Research Misconduct
제7조 연구부정행위
Article 7. Research Misconduct
다음 각 호의 행위를 연구부정행위로 본다.
The following acts shall constitute research misconduct.
1. 위조(Fabrication)
2. 변조(Falsification)
3. 표절(Plagiarism)
4. 부당한 저자표시(Inappropriate Authorship)
5. 중복게재(Duplicate Publication)
6. 기타 연구의 신뢰성을 심각하게 훼손하는 행위

제8조 표절 금지

연구자는 타인의 연구성과를 적절한 인용 없이 사용하여서는 아니 된다.
Researchers shall not use the work of others without proper citation.

연구자는 연구의 공정성과 객관성을 훼손할 수 있는 이해충돌 상황을 회피하여야 한다.
Researchers shall avoid conflicts of interest that may compromise the fairness and objectivity of research.

연구자는 연구수행과 관련된 이해관계를 연구원에 공개하여야 한다.
Researchers shall disclose relevant interests related to the conduct of research.

제11조 자료보관
Article 11. Data Preservation
연구자료는 안전하게 보관하여야 하며 정당한 사유 없이 폐기하거나 훼손하여서는 아니 된다.
Research data shall be securely preserved and shall not be destroyed or damaged without legitimate cause.

연구자료는 연구 목적에 한하여 활용하여야 한다.
Research data shall be used solely for legitimate research purposes.

제6장 윤리위반 조사

제13조 조사

연구윤리 위반 의혹이 제기된 경우 연구원은 필요한 조사를 실시할 수 있다.
The Institute may conduct investigations when allegations of research ethics violations arise.

제14조 조치
Article 14. Corrective Measures
연구윤리 위반이 확인된 경우 연구원은 경고, 연구참여 제한, 연구결과 철회 등 필요한 조치를 취할 수 있다.
Where violations are confirmed, the Institute may impose appropriate measures including warnings, restrictions on research participation, and withdrawal of research results.

제15조 시행
Article 15. Enforcement
본 규정은 공포한 날부터 시행한다.
These Regulations shall take effect on the date of promulgation.
