세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원(구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 정치적 중립기구로써, 세계총연맹 부설 언론기관인 사단법인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여함은 물론 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 둔다.

1. 비공개 원칙
수상자 선정은 공정성과 객관성을 확보하기 위하여 비공개 원칙에 따라 진행하였다. Laureate selection was conducted under a strict confidentiality policy to ensure fairness and objectivity.
후보 추천인과 심사평가위원, 특별자문단 등 선정 과정에 참여한 모든 관계자는 비밀유지 의무와 윤리규범을 준수하여야 하며, 심사 과정과 관련된 사항은 공개하지 않았다. All individuals involved in the selection process, including nominators, members of the Evaluation Committee, and the Special Advisory Panel, were required to observe confidentiality and comply with the applicable code of ethics.
2. 국가 및 지역 균형 원칙
수상자 선정 시 특정 국가나 지역에 편중되지 않도록 국가 및 지역의 균형을 함께 고려하였다. To ensure global representation, geographical balance was considered throughout the selection process.
원칙적으로 동일 부문에서는 동일 국가의 중복 선정을 지양하였으며, 국제기구 등 특별한 경우에는 예외를 둘 수 있었다. As a general principle, duplicate selections from the same country within a single category were avoided, although exceptions could be made for international organizations.
3. 수상 규모 (Number of Laureates)
각 부문별 수상자는 원칙적으로 1인(또는 1개 기관·단체) 이내로 하였으며, 전체 수상자는 최대 9인(또는 9개 기관·단체) 이내로 하였다. In principle, each award category recognized one individual or one organization.
공동수상은 조직위원회가 필요하다고 인정하는 경우 예외적으로 허용하였다. The total number of laureates was limited to nine, although joint laureates could be recognized in exceptional circumstances.
4. 유예기간 및 사후검증
수상자 선정 이후에도 일정 기간 객관적인 사실관계를 지속적으로 확인하였다. Following the selection of laureates, WIC continued to monitor objectively verifiable facts for a designated period.
수상 이후 본 상의 가치와 명예를 현저히 훼손하는 중대한 사실이 확인될 경우에는 운영규정에 따라 재검토할 수 있도록 하였다. Where significant circumstances arose that materially conflicted with the values of the WIC Awards, the Organizing Committee could conduct a formal review in accordance with the operational regulations.
5. 후보 추천
후보 추천은 제3자의 추천을 원칙으로 하였으며, 자기 추천(Self-Nomination)은 인정하지 않았다. Nominations were accepted only through third-party recommendations. Self-nominations were not accepted.
6. 수상 자격 (Eligibility)
수상자는 추천일 현재 생존한 개인 또는 활동 중인 기관·단체를 대상으로 하였다. Laureates were generally required to be living individuals or active organizations at the time of nomination.
다만 추천 이후 수상 발표 전 사망한 경우에는 추천일을 기준으로 심사를 계속 진행할 수 있었다. Where a nominee passed away after nomination but before the official announcement, eligibility could be determined based on the nomination date.
7. 선정 기준 (Selection Criteria)
수상자는 각 부문에서 탁월한 공헌과 국제적 영향력을 바탕으로 국제사회에 귀감이 되는 개인 또는 기관을 대상으로 하였다. Selection was based on outstanding contributions and meaningful international impact.
각 부문에 적합한 후보가 없다고 판단되는 경우에는 해당 부문의 수상을 하지 않을 수 있었다. Where no nominee sufficiently met the standards of a particular category, no award was presented in that category.
8. 기타 (Miscellaneous)
본 원칙에서 정하지 아니한 사항은 당시 적용된 'WIC AWARDS 심사규정'에 의한다. Matters not specified herein were governed by the WIC Awards Evaluation Regulations in force at the time.
