세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다. |

세계 우수사례를 조사·비교·분석하여 국제사회와 공유하는 국제 공익 플랫폼
세계혁신공헌위원회(WIC)는 세계 각국의 우수한 정책과 제도, 인물, 기관, 기업 및 혁신사례를 객관적으로 조사·비교·분석하여 국제사회와 공유함으로써 공공가치 확산과 지속가능한 발전, 그리고 국제협력 증진에 기여하는 것을 기본 운영철학으로 한다. The World Innovation & Contribution Committee (WIC) is founded on the principle of objectively researching, comparing, analyzing, and sharing outstanding public policies, institutions, individuals, corporations, and innovative practices from around the world in order to promote public value, sustainable development, and international cooperation.
WIC는 특정 국가나 조직의 이해관계보다 인류 공동의 이익과 지속가능한 발전을 최우선 가치로 하며, 세계평화, 인권, 환경, 경제, 과학, AI·디지털혁신, 교육, 보건, 사회공헌 및 문화 등 10개 분야의 우수사례를 지속적으로 조사·비교·분석하여 국제사회와 공유한다. WIC places the common interests of humanity and sustainable development above the interests of any particular nation or organization. It continuously researches, compares, analyzes, and shares outstanding practices across ten fields: world peace, human rights, the environment, the economy, science, AI & Digital Innovation, education, healthcare, social contribution, and culture.
또한 세계 각국의 우수사례를 국제사회와 함께 공유하고 확산함으로써 정부와 공공기관, 기업, 연구기관 및 시민사회가 서로 배우고 협력하는 국제 공익 지식플랫폼(Global Public-Interest Knowledge Platform) 구축을 지향한다. Furthermore, WIC seeks to build a Global Public-Interest Knowledge Platform through which governments, public institutions, corporations, research organizations, and civil society can learn from one another and strengthen international cooperation.
2. 운영체계
WIC는 세계청년리더총연맹(WFPL)이 운영하는 국제 공익 플랫폼으로서 공공가치(Public Value), 객관성(Objectivity), 공정성(Fairness), 독립성(Independence), 국제성(Global Perspective), 공익성(Public Interest)을 핵심 운영원칙으로 한다. The World Innovation & Contribution Committee (WIC) is an international public-interest platform operated by the World Federation of Power Leaders (WFPL) and is guided by the core principles of Public Value, Objectivity, Fairness, Independence, Global Perspective, and Public Interest. 운영체계는 세계 우수사례에 대한 조사(Research), 비교·분석(Comparative Analysis), 선정(Global Selection), 국제사회 공유(International Sharing)를 중심으로 운영된다.
Its operational framework is centered on Research, Comparative Analysis, Global Selection, and International Sharing of outstanding global practices. WIC AWARDS는 이러한 운영철학을 바탕으로 추진되어 온 역사적인 국제 공익사업이며, 앞으로는 '세계 우수사례 선정(Global Selection)' 운영체계를 중심으로 세계 우수사례 조사와 비교·분석 기능을 지속적으로 확대해 나간다. The WIC Awards represent WIC's historic international public-interest initiative. Building upon that legacy, WIC will continue expanding its research and comparative analysis of outstanding global practices through its Global Selection framework.
WIC는 시대 변화와 국제사회의 요구를 반영하여 조사체계와 운영방식을 지속적으로 개선하며, 객관적인 정보와 공익적 가치를 바탕으로 국제사회의 신뢰를 높여 나간다. WIC continuously improves its research methodology and operational framework in response to changes in the international environment while strengthening international trust through objective information and public value.
3. 조사 및 선정원칙
WIC는 다음의 원칙에 따라 세계 각국의 우수한 정책과 제도, 인물, 기관, 기업 및 혁신사례를 조사·비교·분석하고 선정한다. WIC researches, compares, analyzes, and selects outstanding public policies, institutions, individuals, corporations, and innovative practices based on the following principles.
① 공공가치 (Public Value) ② 객관성 (Objectivity) ③ 공정성 (Fairness) ④ 독립성 (Independence) ⑤ 국제성 (Global Perspective) ⑥ 정치적 중립성 (Political Neutrality) ⑦ 전문성 (Professionalism) ⑧ 지속가능성 (Sustainability) ⑨ 인류 공동발전 (Common Development of Humanity)
조사와 선정은 국가, 인종, 종교, 성별 또는 정치적 성향 등을 이유로 차별하지 않으며, 인류사회에 기여한 객관적인 성과와 공공적 가치, 혁신성 및 지속가능성을 종합적으로 고려하여 이루어진다. All research and selection activities are conducted without discrimination based on nationality, race, religion, gender, or political orientation, and are based on objective achievements, public value, innovation, sustainability, and meaningful contributions to humanity.
4. 선정결과 검증
WIC는 세계 우수사례 선정(Global Selection)의 객관성과 공신력을 유지하기 위하여 선정결과 검증제도를 운영한다. 선정결과가 공식 발표된 이후에도 객관적으로 검증 가능한 새로운 사실이나 중대한 변경사항이 확인될 경우 운영원칙에 따라 재검토를 실시할 수 있으며, 필요 시 선정결과의 변경, 제외 또는 기타 필요한 조치를 취할 수 있다. 검증 결과는 투명성과 공익성 확보를 위하여 공식적으로 공개함을 원칙으로 한다. WIC operates a Verification of Selection Results system to ensure the objectivity and credibility of the Global Selection program. If objectively verifiable new facts or significant changes arise after the publication of the selection results, WIC may conduct a formal review and take appropriate measures, including modification, removal, or other necessary actions. The results of such reviews shall, in principle, be publicly disclosed to ensure transparency and public interest.
5. 기밀유지 및 윤리원칙
WIC는 조사·비교·분석 과정의 독립성과 공정성을 보장하기 위하여 조사자료, 분석자료, 내부 검토자료 및 관련 기록을 운영규정에 따라 체계적으로 관리한다. 조사와 검토 과정에 참여하는 모든 관계자는 비밀유지 의무와 윤리원칙을 준수하여야 하며, 운영 과정에서 취득한 비공개 정보는 운영규정이 정한 기준에 따라 관리된다. WIC systematically manages research materials, analytical documents, internal review records, and related information to ensure the independence and fairness of its research and analytical processes. All personnel involved in research and review activities shall comply with confidentiality obligations and ethical principles. Non-public information obtained during the operational process shall be managed in accordance with WIC's operational regulations.
6. 연혁 (History)
제1회 WIC AWARDS를 개최하여 세계 9개 분야의 우수한 인물과 기관을 선정하고 국제사회에 소개하였다. The inaugural WIC Awards recognized outstanding individuals and organizations across nine global categories and introduced their achievements to the international community.
2019 제2회 WIC AWARDS를 개최하였으며, 해외 선정 대상 기관 관계자가 직접 대한민국을 방문하여 시상식에 참석하는 등 국제 공익 프로젝트로서의 기반을 확대하였다. The Second WIC Awards expanded WIC's international presence, including participation by representatives of overseas selected organizations at the official awards ceremony.
2020 제3회 WIC AWARDS를 개최하여 세계 각 분야의 우수한 인물과 기관을 지속적으로 발굴하고 국제사회와 공유하였다. The Third WIC Awards continued identifying and introducing outstanding individuals and organizations across diverse fields.
2021–2025 국제 환경 변화와 운영 여건을 종합적으로 검토하고, 다양한 분야 전문가들의 의견을 수렴하여 향후 운영체계 개편 방향을 마련하였다. Between 2021 and 2025, WIC reviewed changes in the international environment and organizational conditions while consulting experts from various fields to establish the future direction of its operational framework.
2026 '세계 우수사례 선정(Global Selection)' 정기 운영체계를 공식 확정하고, 세계 각국의 우수사례를 지속적으로 조사·비교·분석하여 국제사회와 공유하는 새로운 운영체계를 구축하였다. 또한 WIC 설립 초기부터 추진 방향으로 검토되어 온 분야별 세계 우수사례 정기 발표체계를 구체화하여, 'WIC Global TOP 10'을 매년 12월 발표하는 운영방향을 확정하였다. In 2026, WIC officially established its permanent Global Selection framework, creating a new operational system for researching, comparing, analyzing, and sharing outstanding global practices. It also formalized a long-standing strategic direction by confirming the annual publication of the WIC Global TOP 10 every December.
