세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다. |

특정세력권력사유화방지 범국민운동본부(PMHAPP)는 특정 세력에 의한 권력의 사유화를 방지하고 민주주의의 기본 원칙과 공공가치, 책임 있는 국가 운영의 중요성을 알리기 위하여 추진된 특별 공익 프로젝트이다. 본 프로젝트는 특정 정당이나 정치세력을 지지하거나 반대하기 위한 활동이 아니라, 어떠한 시대와 정부에서도 권력은 국민 전체를 위한 공적 권한으로 행사되어야 한다는 민주주의의 보편적 원칙을 바탕으로 추진되었다. The People's Movement Headquarters Against the Privatization of Power by Particular Groups (PMHAPP) was established as a special public-interest initiative to prevent the privatization of public power by particular interests and to promote the fundamental principles of democracy, public value, and responsible governance. It was not created to support or oppose any political party or political group, but rather to uphold the universal democratic principle that public power must always be exercised for the benefit of all citizens.
설립 배경 (Background)
PMHAPP는 사회 전반에서 공공성과 공익보다 특정 집단이나 이해관계가 우선되는 현상에 대한 문제의식에서 출발하였다. 권력이 특정 세력의 이익을 위하여 사유화될 경우 민주주의와 사회적 신뢰가 훼손될 수 있다는 우려를 바탕으로, 공공가치와 책임 있는 국가 운영의 중요성을 알리고 국민적 공감대를 형성하기 위하여 추진되었다. PMHAPP originated from growing concerns that public value and the common good could be undermined when particular interests take precedence over the public interest. It was launched to raise public awareness of the importance of responsible governance and to promote a broad social consensus that public authority must never be appropriated for private or sectional interests.
설립 목적 (Purpose)
PMHAPP의 목적은 특정세력에 의한 권력 사유화를 방지하고 민주주의의 기본 원칙과 공공성을 보호하며, 공익과 책임의 가치를 확산하는 데 있다. 또한 사회 각 분야에서 공정성과 투명성, 책임성을 높이고, 미래세대에게 건강한 민주주의와 지속가능한 사회를 물려주기 위한 사회적 공감대 형성에 기여하는 것을 목표로 하였다. The purpose of PMHAPP was to help prevent the privatization of public power by particular interests, safeguard democratic principles and public value, and promote responsibility in public life. It also sought to strengthen fairness, transparency, and accountability across society while fostering public consensus for a sustainable democratic future.

PMHAPP는 상설 조직이나 정책 집행기구가 아니라, 시대적 과제에 대한 국민적 관심을 높이고 공공가치의 중요성을 알리기 위하여 추진된 특별 공익 프로젝트이다. 선언문 발표와 사회적 공감대 형성을 중심으로 추진되었으며, WFPL의 사회혁신 활동 과정에서 추진된 대표적인 특별 프로젝트 가운데 하나이다. PMHAPP was not established as a permanent organization or policy implementation body. Rather, it was conceived as a special public-interest initiative designed to raise awareness of issues of national importance and to emphasize the significance of public value. Centered on a national declaration and public engagement, it represents one of WFPL's landmark social innovation initiatives.
현재 운영 현황 (Current Status)
PMHAPP는 현재 상시 운영되는 조직이 아니며, 프로젝트의 설립 취지와 대국민 선언문, 주요 활동 기록은 WFPL의 역사적 자료로 보존되고 있다. 이는 특정 시대의 사회적 문제의식과 공익적 실천을 기록하고 공유하기 위한 아카이브로서 운영된다. PMHAPP is no longer an actively operating organization. Its founding purpose, national declaration, and records of major activities are preserved as part of WFPL's historical archives. They serve as a record of the public-interest values and social concerns that shaped the initiative and provide historical reference for future generations.
