세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다. |

세계 우수사례 선정(Global Selection)은 세계혁신공헌위원회(WIC, World Innovation & Contribution Committee)가 세계 각국의 우수한 정책과 제도, 인물, 기관, 기업 및 혁신사례를 객관적으로 조사·비교·분석하여 국제사회와 공유하기 위하여 운영하는 대표적인 국제 공익 프로젝트이다. Global Selection is WIC's flagship international public-interest initiative, through which the World Innovation & Contribution Committee (WIC) objectively researches, compares, analyzes, and shares outstanding public policies, institutions, individuals, corporations, and innovative practices from around the world.
본 사업은 단순한 순위 경쟁이나 일회성 발표를 위한 제도가 아니라, 세계 각 분야에서 인류 공동의 발전과 공공가치 실현에 기여한 우수사례를 지속적으로 조사·비교·분석하여 국제사회와 공유함으로써 정부와 공공기관, 기업, 연구기관 및 시민사회가 서로 배우고 협력할 수 있는 국제 공익 지식플랫폼을 구축하는 것을 목적으로 한다. Rather than serving as a ranking system or one-time announcement, the Global Selection program is designed to research, compare, analyze, and share outstanding global practices that contribute to humanity and public value, thereby building a Global Public-Interest Knowledge Platform through which governments, public institutions, corporations, research organizations, and civil society can learn from one another.
WIC는 이러한 조사와 비교·분석 결과를 지속적으로 축적하여 국제사회가 참고할 수 있는 공익적 자료를 제공하고, 지속가능한 발전과 국제협력 증진에 기여하고자 한다. WIC continuously accumulates the results of its research and comparative analysis, providing valuable public-interest resources that support sustainable development and international cooperation.
2. 선정 기준
WIC는 다음 기준을 종합적으로 고려하여 세계 우수사례를 조사·비교·분석하고 선정한다. WIC researches, compares, analyzes, and selects outstanding global practices through a comprehensive assessment based on the following criteria.
① 공공가치 기여도 (Contribution to Public Value) ② 사회적 영향력 (Social Impact) ③ 혁신성 (Innovation) ④ 지속가능성 (Sustainability) ⑤ 국제적 영향력 (Global Influence) ⑥ 윤리성과 책임성 (Ethics & Responsibility) ⑦ 미래세대 기여도 (Contribution to Future Generations) ⑧ 객관적으로 검증 가능한 성과 (Objectively Verifiable Achievements)
선정은 국가, 인종, 종교, 성별 또는 정치적 성향 등에 따른 차별 없이 이루어지며, 객관적인 사실과 공공적 가치, 국제사회에 대한 기여도를 종합적으로 고려하여 진행한다. Selections are conducted without discrimination based on nationality, race, religion, gender, or political orientation and are based on objectively verifiable facts, public value, and meaningful contributions to the international community.
3. WIC Global TOP 10
WIC Global TOP 10은 세계 각 분야의 우수사례를 국제사회와 공유하기 위하여 WIC가 매년 발표하는 대표적인 Global Selection 결과물이다. The WIC Global TOP 10 is WIC's flagship annual publication presenting the results of its Global Selection program.
매년 다음 10개 분야에서 각 분야별 최대 10개의 우수사례를 선정하여 발표한다. Each year, WIC announces up to ten outstanding global practices in each of the following ten categories.
World Peace TOP 10
선정은 객관적인 조사와 비교·분석을 기반으로 이루어지며, 특정 국가나 지역에 편중되지 않도록 국제적 균형과 공정성을 함께 고려한다. Selections are based on objective research and comparative analysis while ensuring international balance, fairness, and objectivity.
선정 결과는 WIC 홈페이지를 통하여 공식 발표되며, 국제사회가 참고할 수 있는 공익적 자료로 지속적으로 축적·관리된다. The results are officially published through the WIC website and continuously maintained as public-interest reference resources for the international community.
WIC Global TOP 10은 WIC가 추진하는 세계 우수사례 조사·비교·분석 사업의 대표적인 결과물이며, 국제사회가 함께 참고하고 활용할 수 있는 객관적인 국제 공익자료로 활용된다. The WIC Global TOP 10 represents the principal outcome of WIC's research and comparative analysis of outstanding global practices and serves as an objective international public-interest reference for the global community.
4. 연도별 선정결과
WIC는 매년 세계 각국의 우수한 정책과 제도, 인물, 기관, 기업 및 혁신사례를 조사·비교·분석하여 분야별 WIC Global TOP 10을 발표한다. Each year, WIC researches, compares, and analyzes outstanding public policies, institutions, individuals, corporations, and innovative practices from around the world before announcing the WIC Global TOP 10 in each category.
연도별 선정결과는 지속적으로 축적되어 Global Best Practice Database(세계 우수사례 데이터베이스)로 발전시키고, 국제사회가 참고할 수 있는 국제 공익 지식자산으로 활용한다. The annual selection results will be continuously accumulated and developed into the Global Best Practice Database, serving as a valuable international public-interest knowledge resource.
