About the Sustainable Enterprise Evaluation Commission (SEC)

 

 

 

 

SEC(Sustainable Enterprise Evaluation Commission)는 WF 책임경영지수(WFSRI)를 기반으로 대한민국 공공기관 및 기업의 지속가능성, 환경책임, 혁신역량, ESG 경영, 책임경영 수준 및 미래 대응 역량을 종합적으로 평가하는 독립 평가·연구·인증기구이다.

 

The Sustainable Enterprise Evaluation Commission (SEC) is an independent evaluation, research, and certification body that comprehensively assesses the sustainability, environmental responsibility, innovation capability, ESG performance, responsible management practices, and future readiness of public institutions and corporations in the Republic of Korea based on the WF Sustainable Responsibility Index (WFSRI).

 

대한민국은 세계적인 제조업 경쟁력과 첨단기술 역량을 바탕으로 반도체, 인공지능(AI), 정보통신기술(ICT), 바이오, 모빌리티 및 미래산업 분야에서 글로벌 경쟁력을 확보하고 있다. 세계 유수의 기업인들은 대한민국을 뛰어난 기술력과 창의성, 혁신역량을 갖춘 국가로 평가하고 있으며, 대한민국 기업들은 글로벌 시장에서 국가 경쟁력을 이끄는 핵심 주체로 성장하고 있다.

 

The Republic of Korea has established global competitiveness in semiconductors, artificial intelligence (AI), information and communications technology (ICT), biotechnology, mobility, and other future industries through its advanced manufacturing capabilities and technological excellence.

 

그러나 미래 국가 경쟁력은 단순한 기술력이나 경제 규모만으로 유지될 수 없다. 공공기관의 공공성과 혁신역량, 기업의 책임경영과 지속가능경영 역량, 투명한 회계와 건전한 지배구조, 사회적 가치 실현 및 미래세대를 위한 지속가능한 성장 기반이 함께 구축되어야 국가의 지속가능한 발전이 가능하다.

 

However, future national competitiveness cannot be sustained solely through technological capability or economic scale. Sustainable national development requires public value, responsible management, sound governance, social value creation, and sustainable foundations for future generations.

 

SEC는 이러한 시대적 요구에 부응하여 대한민국 공공기관 및 기업의 책임경영 수준과 지속가능한 성장 역량을 객관적이고 독립적으로 평가함으로써 국가 경쟁력 강화, 혁신생태계 조성, 책임경영 문화 확산 및 지속가능한 발전에 기여하기 위하여 설립되었다.

 

In response to these evolving demands, SEC was established to contribute to national competitiveness, foster innovation ecosystems, promote a culture of responsible management, and support sustainable development through objective and independent evaluation.

 

SEC는 단순한 평가기관이 아니다.

SEC는 책임경영 생태계 구축을 지원하는 독립 평가플랫폼이며, 공공기관과 기업이 보다 투명하고 혁신적이며 책임 있는 조직으로 성장할 수 있도록 방향을 제시하는 평가연구기관이자 정책 플랫폼이다.

 

SEC serves as an independent evaluation platform, research institution, and policy platform that supports the development of a responsible management ecosystem and promotes organizational transparency, innovation, and accountability.

 

SEC는 책임경영(Responsible Management)을 지속가능한 국가 발전과 조직 혁신의 핵심 가치로 인식하고 있다.

 

SEC recognizes Responsible Management as a fundamental value for sustainable national development and organizational innovation.

 

이에 따라 SEC는 세계청년리더총연맹(WFPL, World Federation of Power Leaders)의 책임경영 철학과 연구 성과를 바탕으로 개발된 WF 책임경영지수(WFSRI)를 공식 평가모델로 운영하고 있다.

 

Accordingly, SEC utilizes the WF Sustainable Responsibility Index (WFSRI), developed on the basis of the responsible management philosophy and research achievements of the World Federation of Power Leaders (WFPL), as its official evaluation framework.

 

WFSRI는 ESG를 기반으로 공공가치(Public Value), 공동체가치(Community Value), 미래세대 보호(Protection of Future Generations), 디지털윤리(Digital Ethics) 및 혁신가치(Innovation Value)를 함께 반영하는 통합 책임경영 평가체계이다.

 

The WFSRI is an integrated responsible management framework that incorporates ESG factors together with Public Value, Community Value, Protection of Future Generations, Digital Ethics, and Innovation Value.

 

기존 ESG 평가가 조직의 현재 지속가능성을 중심으로 평가한다면, WFSRI는 조직의 책임경영 수준과 미래 대응 역량을 함께 평가하는 확장형 책임경영 평가체계이다.

 

While conventional ESG assessments primarily evaluate an organization's current sustainability performance, WFSRI is an expanded responsible management framework that also assesses responsible management capability and future readiness.

 

특히 WFSRI는 2017년부터 추진된 공공기관·기업 책임경영 및 ESG 평가모델 연구 성과를 토대로 구축된 종합 책임경영 평가지수로서 조직의 현재 지속가능성뿐 아니라 책임경영 수준과 미래 대응 역량을 종합적으로 평가하도록 설계되어 있다.

 

In particular, WFSRI is a comprehensive responsible management evaluation index developed through research on responsible management and ESG evaluation models since 2017 and is designed to assess both current sustainability performance and future readiness.

 

WFSRI는 6대 평가부문(Six Major Evaluation Categories), 14개 평가영역(Fourteen Evaluation Areas), 110개 세부지표(110 Detailed Indicators) 및 31개 핵심가치지표(Core Value Indicators, CVI)로 구성되어 있으며, 조직의 정책, 제도, 운영체계, 실행성과 및 지속적인 개선 노력을 종합적으로 평가하도록 설계되어 있다.

 

The WFSRI consists of Six Major Evaluation Categories, Fourteen Evaluation Areas, 110 Detailed Indicators, and 31 Core Value Indicators (CVI), providing a comprehensive framework for evaluating organizational systems, policies, performance, and continuous improvement efforts.

 

SEC는 ESG·WFSRI 평가분석센터(ESG·WFSRI Evaluation & Analysis Center)를 운영하여 산업별 ESG 순위, 산업별 WF 책임경영지수 순위, 동종업계 비교분석, ESG-WFSRI 비교분석, 기업별 책임경영 프로파일, 산업별 전망정보 및 연구자료를 상시 제공하고 있다.

 

SEC operates the ESG·WFSRI Evaluation & Analysis Center, providing industry ESG rankings, industry WFSRI rankings, peer-group comparative analyses, ESG-WFSRI comparative analyses, corporate responsible management profiles, industry outlook information, and research resources on an ongoing basis.

 

 

 

독립 평가 원칙

Principles of Independent Evaluation

 

 

SEC는 평가의 공정성(Fairness), 객관성(Objectivity), 독립성(Independence), 투명성(Transparency), 책임성(Accountability)을 최우선 가치로 삼고 있다.

The SEC places the highest priority on Fairness, Objectivity, Independence, Transparency, and Accountability.

 

SEC는 평가대상 기관 또는 기업으로부터 평가 결과에 영향을 미칠 수 있는 일체의 금전적 지원이나 부당한 편의를 제공받지 않으며, 정치적·경제적 이해관계로부터 독립된 평가체계를 운영하고 있다.

 

SEC does not accept financial support, benefits, or undue influence from evaluated organizations and maintains independence from political and economic interests.

 

또한 평가위원단, 자문위원단 및 전문위원단은 평가의 독립성과 공정성을 보호하기 위하여 비공개 운영을 원칙으로 한다.

 

The Evaluation Committee, Advisory Committee, and Expert Committee operate under a principle of confidentiality in order to protect evaluation independence and fairness.

 

SEC의 평가는 단순히 등급을 부여하기 위한 절차가 아니다.

 

SEC evaluations are not merely procedures for assigning grades.

 

평가는 조직의 현재 수준을 진단하고 지속적인 개선 방향을 제시하며 책임 있는 변화와 지속가능한 혁신을 촉진하기 위한 과정이다.

 

Evaluation is a process designed to diagnose an organization's current status, provide guidance for continuous improvement, and promote responsible change and sustainable innovation.
