본 문서는 SEC(Sustainable Enterprise Evaluation Commission)가 관리하는 공식 운영규정이며, 평가체계의 발전과 운영상 필요에 따라 지속적으로 개정 및 업데이트될 수 있다.

 

This document is an official operational regulation managed by the Sustainable Enterprise Evaluation Commission (SEC) and may be revised and updated as the evaluation framework evolves and operational requirements arise.

 

 

 

제Ⅰ장 총칙

CHAPTER I. GENERAL PROVISIONS

 

 

제1조(목적)

Article 1 (Purpose)

 

이 규정은 세계청년리더총연맹(WFPL, World Federation of Power Leaders)이 설립한 기업·공공기관 평가전문기관인 SEC(Sustainable Enterprise Evaluation Commission)가 실시하는 「WFPL 기업·공공기관 ESG 평가」의 운영에 필요한 사항을 정함으로써 평가의 공정성(Fairness), 객관성(Objectivity), 독립성(Independence), 투명성(Transparency) 및 신뢰성(Reliability)을 확보하고 ESG 기반 책임경영 확산과 사회적 가치 실현, 미래세대 보호, 디지털윤리 확산, 회계 투명성 강화, 건전한 지배구조 확립 및 지속가능한 발전에 기여함을 목적으로 한다.

 

These Regulations prescribe matters necessary for the operation of the WFPL ESG Evaluation for Corporations and Public Institutions conducted by the Sustainable Enterprise Evaluation Commission (SEC), a specialized evaluation institution for corporations and public institutions established by the World Federation of Power Leaders (WFPL), and aim to ensure fairness, objectivity, independence, transparency, and reliability while promoting ESG-based responsible management, social value creation, protection of future generations, digital ethics, accounting transparency, sound governance, and sustainable development.

 

 

제2조(명칭)

Article 2 (Title)

 

본 평가는 「WFPL 기업·공공기관 ESG 평가」(이하 "평가"라 한다)라 칭한다.

 

This evaluation shall be known as the "WFPL ESG Evaluation for Corporations and Public Institutions" (hereinafter referred to as the "Evaluation").

 

 

제3조(정의)

Article 3 (Definitions)

 

이 규정에서 사용하는 용어의 뜻은 다음과 같다.

 

The terms used in these Regulations shall have the following meanings.

 

① "SEC"란 세계청년리더총연맹(WFPL)이 설립한 기업·공공기관 평가전문기관인 Sustainable Enterprise Evaluation Commission을 말한다.

 

"SEC" means the Sustainable Enterprise Evaluation Commission, a specialized evaluation institution for corporations and public institutions established by the World Federation of Power Leaders (WFPL).

 

② "평가대상기관"이란 본 평가의 대상이 되는 기업, 공공기관, 공기업, 준정부기관, 지방공기업, 비영리기관 및 기타 SEC가 인정하거나 선정한 기관을 말한다.

 

"Subject Organization" means any corporation, public institution, public enterprise, quasi-governmental organization, local public enterprise, non-profit organization, or any other entity recognized or selected by SEC for evaluation.

 

③ "WF책임경영지수(WFSRI)"란 SEC가 개발·운영하는 책임경영 평가체계로서, 6대 평가부문(Six Major Evaluation Categories), 14개 하위항목(Fourteen Sub-Categories), 110개 세부지표(110 Detailed Indicators) 및 31개 핵심가치지표(CVI, Core Value Indicators)로 구성되며, ESG(Environment, Social, Governance)의 기본 가치와 평가원칙을 포함함과 동시에 공공성(Public Value), 공동체 가치(Community Value), 미래세대 보호(Protection of Future Generations), 디지털윤리(Digital Ethics) 및 혁신가치(Innovation Value)를 함께 반영하는 확장형 책임경영 평가체계를 말한다.

 

"WFSRI" means the WF Sustainable Responsibility Index developed and operated by SEC. It consists of Six Major Evaluation Categories, Fourteen Sub-Categories, 110 Detailed Indicators, and 31 Core Value Indicators (CVI), and is an expanded responsible management evaluation framework that incorporates Public Value, Community Value, Protection of Future Generations, Digital Ethics, and Innovation Value in addition to ESG principles.

 

④ "핵심가치지표(CVI)"란 Core Value Indicator의 약칭으로서 WFSRI의 핵심 가치와 책임경영 수준을 평가하기 위한 핵심지표를 말한다.

 

"CVI" means a Core Value Indicator used to assess the core values and level of responsible management within the WFSRI framework.

 

⑤ "평가위원"이란 평가 수행을 위하여 위촉 또는 임명된 자를 말한다.

 

"Evaluator" means a person appointed or commissioned to conduct evaluations.

 

⑥ "평가자료"란 ESG 보고서, 지속가능경영보고서, 사업보고서, 공시자료, 언론보도, 재무제표, 내부통제 및 감사 관련 자료와 기타 객관적으로 검증 가능한 자료를 말한다.

 

"Evaluation Materials" means ESG reports, sustainability reports, business reports, disclosure materials, media reports, financial statements, internal control and audit-related materials, and other objectively verifiable information.

 

⑦ "SEC WFSRI Rating"이란 WF책임경영지수(WFSRI)를 기반으로 기업 및 공공기관의 지속가능성, 책임경영 수준, 사회적 가치 창출 성과 및 미래 대응 역량을 종합적으로 평가하여 부여하는 공식 책임경영 평가등급 체계를 말한다.

 

"SEC WFSRI Rating" means the official responsible management rating system that comprehensively evaluates sustainability, responsible management performance, social value creation, and future-readiness capability based on the WFSRI framework.

 

 

제4조(운영원칙)

Article 4 (Principles of Operation)

 

평가는 다음 각 호의 원칙에 따라 운영한다.

 

The Evaluation shall be conducted in accordance with the following principles.

 

① 공정성 (Fairness)

② 객관성 (Objectivity)

③ 독립성 (Independence)

④ 투명성 (Transparency)

⑤ 정치적 중립성 (Political Neutrality)

⑥ 경제적 독립성 (Financial Independence)

⑦ 이해상충 방지 (Conflict of Interest Prevention)

⑧ 책임경영 (Responsible Management)

⑨ 미래세대 보호 (Protection of Future Generations)

⑩ 사회적 가치 실현 (Social Value Creation)

⑪ 사실확인(Factual Review) 및 이의신청(Appeal) 절차 보장

⑫ 지속가능성(Sustainability) 및 혁신가치(Innovation Value) 존중

 

SEC는 평가의 독립성과 신뢰성 확보를 위하여 평가대상 기관 및 기업으로부터 평가비, 심사비, 인증비, 후원금, 협찬금 또는 기타 금전적 지원을 받지 아니한다.

 

SEC shall not accept evaluation fees, review fees, certification fees, sponsorships, donations, or any other financial support from evaluated organizations in order to maintain evaluation independence and credibility.
