규정 소개(Introduction)

 

SEC ESG 평가등급 운영규정은 SEC(Sustainable Enterprise Evaluation Commission)가 운영하는 ESG 평가등급 체계의 기본 원칙과 운영기준을 규정하기 위하여 제정되었다.

 

The Operational Regulations for SEC ESG Ratings have been established to define the fundamental principles and operational standards governing the ESG Rating System administered by the Sustainable Enterprise Evaluation Commission (SEC).

본 규정은 WF책임경영지수(WFSRI, WF Sustainable Responsibility Index)를 기반으로 공공기관과 기업의 지속가능성, 책임경영 수준, 공공성, 혁신성 및 미래 대응 역량을 평가하고 ESG 평가등급을 부여하기 위한 기준과 절차를 규정한다.

 

These Regulations prescribe the standards and procedures for evaluating the sustainability, responsible management performance, public value, innovation capability, and future readiness of public institutions and corporations based on the WF Sustainable Responsibility Index (WFSRI), and for assigning ESG Ratings.

SEC ESG 평가등급은 조직의 지속가능한 성장 역량, 사회적 책임 이행 수준, 이해관계자 보호 노력, 건전한 지배구조 및 장기적 가치 창출 능력을 종합적으로 평가하기 위한 제도이다.

 

SEC ESG Ratings are designed as comprehensive assessments of an organization's capacity for sustainable growth, fulfillment of social responsibilities, stakeholder protection efforts, sound governance practices, and long-term value creation.

 

 

제1장 총칙

Chapter 1 General Provisions

 

 

제1조(목적)

Article 1 (Purpose)

 

본 규정은 SEC가 실시하는 ESG 평가등급의 운영에 필요한 사항을 규정함으로써 평가의 독립성, 객관성, 공정성 및 투명성을 확보하고 지속가능경영과 책임경영 문화 확산에 기여함을 목적으로 한다.

 

The purpose of these Regulations is to prescribe matters necessary for the operation of ESG Ratings conducted by SEC, thereby ensuring independence, objectivity, fairness, and transparency while contributing to the promotion of sustainability and responsible management.

 

제2조(적용범위)

Article 2 (Scope of Application)

본 규정은 SEC가 실시하는 공공기관 및 기업 ESG 평가에 적용한다.

 

These Regulations shall apply to ESG evaluations of public institutions and corporations conducted by SEC.

 

제3조(정의)

Article 3 (Definitions)

본 규정에서 사용하는 용어의 뜻은 다음과 같다.

 

The terms used in these Regulations shall have the following meanings.

“ESG 평가등급”이란 SEC가 평가결과를 바탕으로 부여하는 등급을 말한다.

 

“ESG Rating” means a rating assigned by SEC based on evaluation results.

“평가대상”이란 SEC의 평가를 받는 공공기관 또는 기업을 말한다.

 

“Evaluation Subject” means a public institution or corporation subject to evaluation by SEC.

“WFSRI”란 WF책임경영지수(WF Sustainable Responsibility Index)를 말한다.

 

“WFSRI” means the WF Sustainable Responsibility Index.

 

 

 

제2장 ESG 평가원칙

Chapter 2 ESG Evaluation Principles

 

 

제4조(평가원칙)

Article 4 (Evaluation Principles)

SEC는 다음 각 호의 원칙에 따라 평가를 수행한다.

 

SEC shall conduct evaluations in accordance with the following principles.

독립성(Independence)
객관성(Objectivity)
공정성(Fairness)
투명성(Transparency)
책임성(Accountability)
전문성(Professional Competence)

 

제5조(평가기준)

Article 5 (Evaluation Criteria)

SEC는 공개된 WFSRI 평가체계와 평가방법론에 따라 평가를 수행한다.

 

SEC shall conduct evaluations in accordance with the publicly disclosed WFSRI framework and evaluation methodologies.

 

 

 

제3장 ESG 평가등급 체계

Chapter 3 ESG Rating System

 

 

제6조(평가등급)

Article 6 (ESG Ratings)

SEC는 평가결과에 따라 다음 각 호의 ESG 평가등급을 부여할 수 있다.

 

SEC may assign the following ESG Ratings based on evaluation results.

AA
A
BBB
BB
B
CCC

 

 

제7조(등급의 의미)

Article 7 (Meaning of Ratings)

 

① AAA 등급은 지속가능성, 책임경영 및 미래 대응 역량이 매우 우수한 수준을 의미한다.

AAA indicates an exceptionally high level of sustainability, responsible management, and future readiness.

② AA 등급은 매우 우수한 수준을 의미한다.

AA indicates a highly superior level of performance.

③ A 등급은 우수한 수준을 의미한다.

A indicates a strong level of performance.

④ BBB 이하 등급은 SEC가 별도로 정하는 기준에 따른다.

Ratings below BBB shall be interpreted in accordance with standards established separately by SEC.

제8조(등급의 유효성)

Article 8 (Validity of Ratings)

평가등급은 해당 평가연도에 대한 평가결과를 기준으로 부여한다.

ESG Ratings shall be assigned based on evaluation results for the applicable evaluation year.

 

 

제4장 평가자료 및 평가절차

Chapter 4 Evaluation Data and Procedures

 

제9조(평가자료)

Article 9 (Evaluation Data)

SEC는 공개자료, 공시자료, 지속가능경영보고서, 사업보고서 및 기타 객관적 자료를 활용할 수 있다.

SEC may utilize public information, disclosure materials, sustainability reports, annual reports, and other objective information.

제10조(평가절차)

Article 10 (Evaluation Procedures)

ESG 평가절차는 다음 각 호에 따른다.

The ESG evaluation process shall consist of the following stages.

제5장 사실확인 및 이의신청

Chapter 5 Factual Review and Appeals

 

제11조(사실확인)

Article 11 (Factual Review)

사실확인에 관한 사항은 「SEC 사실확인(Factual Review) 운영규정」에 따른다.

Matters relating to Factual Review shall be governed by the SEC Factual Review Regulations.

 

제12조(이의신청)

Article 12 (Appeals)

이의신청에 관한 사항은 「SEC 이의신청(Appeal) 심사규정」에 따른다.

Matters relating to Appeals shall be governed by the SEC Appeal Review Regulations.

 

 

 

제6장 평가결과 공표 및 인증

Chapter 6 Disclosure of Results and Certification

 

 

제13조(평가결과 공표)

Article 13 (Disclosure of Evaluation Results)

평가결과의 공표에 관한 사항은 「SEC 평가결과 공표규정」에 따른다.

Matters relating to the disclosure of evaluation results shall be governed by the Regulations on Disclosure of ESG Ratings.

제14조(인증제도 연계)

Article 14 (Linkage with Certification Program)

SEC는 평가결과를 기반으로 WFPL ESG 인증을 부여할 수 있다.

SEC may grant WFPL ESG Certification based on evaluation results.

제15조(인증 운영)

Article 15 (Operation of Certification)

인증 운영에 관한 사항은 「WFPL ESG 인증 운영규정」에 따른다.

Matters relating to certification shall be governed by the WFPL ESG Certification Operational Regulations.

 

 

제7장 보칙

Chapter 7 Supplementary Provisions

 

제16조(세부사항)

Article 16 (Detailed Matters)

본 규정의 시행에 필요한 세부사항은 SEC가 별도로 정하는 기준에 따른다.

Detailed matters necessary for the implementation of these Regulations shall be governed by standards established separately by SEC.

부칙

Supplementary Provisions

제1조(시행일)

Article 1 (Effective Date)

본 규정은 2026년 1월 1일부터 시행한다.

These Regulations shall take effect on January 1, 2026.

제2조(적용례)

Article 2 (Application)

본 규정은 「제1회 WFPL 공공기관·기업 ESG 평가」에 적용한다.

These Regulations shall apply to the 1st WFPL ESG Evaluation for Public Institutions and Corporations.
