평가의 독립성
Independence of Evaluation
SEC(Sustainable Enterprise Evaluation Commission)는 기업 및 공공기관에 대한 평가의 공정성(Fairness), 객관성(Objectivity), 독립성(Independence), 투명성(Transparency), 책임성(Accountability), 전문성(Professionalism) 및 데이터 신뢰성(Data Reliability)을 확보하기 위하여 독립적인 평가체계를 운영하고 있다.
The Sustainable Enterprise Evaluation Commission (SEC) operates an independent evaluation framework to ensure fairness, objectivity, independence, transparency, accountability, professionalism, and data reliability in all evaluation activities involving corporations and public institutions.
SEC는 기업 및 공공기관 평가를 수행함에 있어 정치적·경제적·사회적 이해관계로부터 독립된 평가원칙을 유지하며 어떠한 외부의 부당한 영향도 배제하고 있다.
In conducting evaluations of corporations and public institutions, SEC maintains evaluation principles independent of political, economic, and social interests and excludes any improper external influence.
평가의 독립성은 SEC의 핵심 운영원칙이며 투자자와 이해관계자의 신뢰를 확보하고 평가결과의 신뢰성과 활용 가치를 보장하는 가장 중요한 기반이다.
Independence is a fundamental operating principle of SEC and serves as the foundation for ensuring the credibility, practical value, and trustworthiness of evaluation results for investors and stakeholders.
독립성 운영 원칙
Principles of Independence
SEC는 다음과 같은 원칙에 따라 평가의 독립성을 유지한다.
SEC maintains evaluation independence in accordance with the following principles.
① 정치적 중립성
Political Neutrality
SEC는 특정 정당, 정치세력 또는 정치적 이해관계로부터 독립적으로 운영된다.
SEC operates independently from any political party, political group, or political interest.
평가결과는 정치적 입장이나 외부 압력에 의해 영향을 받지 않는다.
Evaluation results are not influenced by political positions or external pressure.
② 경제적 독립성
Financial Independence
SEC는 평가와 인증의 독립성을 확보하기 위하여 평가대상 기업 및 공공기관으로부터 평가비, 심사비, 인증비, 후원금, 협찬금 또는 기타 금전적 지원을 받지 않는다.
To ensure the independence of evaluation and certification activities, SEC does not accept evaluation fees, review fees, certification fees, sponsorships, promotional support, or any other financial assistance from evaluated corporations or public institutions.
평가결과와 인증결정은 오직 평가기준, 검증자료 및 객관적 분석에 따라 이루어진다.
Evaluation results and certification decisions are based solely on evaluation standards, verified evidence, and objective analysis.
③ 조직 운영의 독립성
Institutional Independence
SEC는 독립적인 운영원칙에 따라 평가체계를 관리하며 특정 기관, 기업 또는 이해관계자의 요구에 따라 평가기준을 변경하거나 평가결과를 조정하지 않는다.
SEC manages its evaluation framework according to independent operating principles and does not alter evaluation standards or adjust evaluation outcomes in response to requests from particular organizations, corporations, or stakeholders.
④ 평가위원의 독립성
Independence of Evaluators
평가위원은 객관적이고 독립적인 판단에 따라 평가를 수행하여야 하며 평가대상 기관 또는 기업과의 이해관계에 영향을 받아서는 아니 된다.
Evaluators shall conduct assessments based on objective and independent judgment and shall not be influenced by interests related to evaluated organizations.
평가위원은 평가과정 전반에 걸쳐 공정성, 청렴성 및 전문성을 유지하여야 한다.
Evaluators shall maintain fairness, integrity, and professionalism throughout the evaluation process.
이해상충 방지
Prevention of Conflicts of Interest
SEC는 평가의 공정성과 신뢰성을 확보하기 위하여 이해상충 방지규정을 운영하고 있다.
SEC operates Conflict of Interest Prevention Regulations to ensure fairness and credibility in all evaluation activities.
평가위원 및 관계자는 다음 사항을 준수하여야 한다.
Evaluators and related personnel shall comply with the following requirements.
• 평가대상 기관 또는 기업과의 이해관계 배제
• Exclusion of conflicting interests with evaluated organizations
• 사적 관계에 의한 평가 개입 금지
• Prohibition of evaluation interference arising from personal relationships
• 금품, 향응 및 부당한 편의 수수 금지
• Prohibition of receiving gifts, benefits, entertainment, or improper favors
• 평가정보 및 내부자료의 무단 유출 금지
• Prohibition of unauthorized disclosure of evaluation information or internal materials
• 이해상충 발생 시 즉시 보고 의무
• Immediate reporting of any actual or potential conflict of interest
평가결과의 독립성
Independence of Evaluation Results
평가결과는 객관적인 자료수집, 자료 적정성 검토, 공개자료 교차검증, 사실확인(Factual Review), 평가위원 검토, 평가위원회 심의 및 결과확정 절차를 거쳐 도출된다.
Evaluation results are derived through objective data collection, adequacy review, public information cross-verification, factual review, evaluator assessment, commission deliberation, and result confirmation procedures.
SEC는 평가결과의 객관성과 신뢰성을 확보하기 위하여 필요하다고 인정하는 경우 추가 검증절차를 실시할 수 있다.
SEC may conduct additional verification procedures where necessary to ensure the objectivity and credibility of evaluation results.
평가결과는 특정 기관, 기업 또는 개인의 이해관계에 따라 변경되지 않는다.
Evaluation results shall not be altered based on the interests of any particular organization, corporation, or individual.
또한 평가대상기관은 SEC 사실확인(Factual Review) 운영규정 및 SEC 이의신청(Appeal) 심사규정에 따라 사실관계 확인과 이의신청을 요청할 수 있다.
Subject organizations may request factual verification and appeals in accordance with the SEC Factual Review Regulations and SEC Appeal Review Regulations.
인증의 독립성
Independence of Certification
SEC 인증은 WF책임경영지수(WFSRI)에 따른 평가결과를 기반으로 부여된다.
SEC Certifications are granted on the basis of evaluation results derived from the WF Sustainable Responsibility Index (WFSRI).
인증 여부는 객관적인 평가결과와 인증기준에 따라 결정되며 신청 여부 또는 기타 외부 요인에 의해 좌우되지 않는다.
Certification decisions are determined according to objective evaluation results and certification standards and are not influenced by applications or other external factors.
SEC는 SEC WFSRI Rating 및 WFPL ESG 인증제도를 독립적으로 운영하며 평가와 인증의 공정성을 최우선 원칙으로 유지한다.
SEC independently operates the SEC WFSRI Rating framework and the WFPL ESG Certification System while maintaining fairness as the highest governing principle.
정보공개와 책임성
Transparency and Accountability
SEC는 평가의 신뢰성, 활용 가치 및 예측가능성을 높이기 위하여 평가체계, 평가방법론, 평가등급 체계, 인증제도 및 주요 정책자료를 공개하고 있다.
SEC publicly discloses its evaluation framework, methodology, rating systems, certification programs, and major policy documents to enhance credibility, practical value, and predictability.
또한 주요 제도와 정책자료를 전자문서(Electronic Document) 형태로 제공함으로써 투자자와 이해관계자의 알 권리와 정보 접근성을 보장하고 있다.
SEC also provides major systems and policy resources in electronic document format to ensure transparency and information accessibility for investors and stakeholders.
독립성 선언

SEC는 공정성(Fairness), 객관성(Objectivity), 독립성(Independence), 투명성(Transparency), 책임성(Accountability), 전문성(Professionalism) 및 데이터 신뢰성(Data Reliability)을 핵심 가치로 삼고 있으며 어떠한 외부 압력이나 이해관계에도 흔들리지 않는 독립적인 평가체계를 유지할 것을 선언한다.
The Sustainable Enterprise Evaluation Commission (SEC) declares that Fairness, Objectivity, Independence, Transparency, Accountability, Professionalism, and Data Reliability constitute its core values and affirms its commitment to maintaining an independent evaluation framework free from external pressure and conflicting interests.
SEC는 앞으로도 책임 있는 평가와 투명한 운영을 통하여 기업 및 공공기관의 지속가능성(Sustainability), 책임경영(Responsible Management), 비재무 리스크 관리역량(Non-Financial Risk Management Capability), 혁신역량(Innovation Capability) 및 장기 가치창출 역량(Long-Term Value Creation Potential) 향상에 기여하고 투자자와 이해관계자의 신뢰를 받는 기업·공공기관 평가전문기관으로 발전해 나갈 것이다.
