발간사 (FOREWORD)

 

 

 

오늘날 공공기관과 기업은 단순한 경제적 성과를 넘어 지속가능성과 사회적 책임을 함께 실현해야 하는 시대적 요구에 직면해 있습니다. 기후변화, 환경보호, 인권존중, 윤리경영, 디지털 전환, 공공성 강화 등 다양한 사회적 과제는 조직의 경영활동이 사회와 환경에 미치는 영향을 종합적으로 고려할 것을 요구하고 있습니다.

 

이러한 변화 속에서 조직의 경쟁력은 재무적 성과만으로 평가될 수 없으며, 지속가능한 가치 창출과 책임 있는 경영 실천 여부가 중요한 평가 기준으로 자리 잡고 있습니다.

 

공기업평가위원회(SEC, Sustainable Enterprise Evaluation Commission)는 이러한 시대적 요구에 부응하고자 「WF 지속가능성·책임경영지수(WFSRI: WF Sustainability & Responsibility Index)」를 개발하였습니다.

 

WFSRI는 환경(Environment), 사회(Social), 지배구조(Governance)를 중심으로 하는 ESG의 핵심 가치에 기반하면서도, 책임경영, 공공성, 윤리성, 혁신성 및 지속가능성을 포괄적으로 평가할 수 있도록 설계된 통합 평가체계입니다. 본 지수는 공공기관과 기업이 지속가능한 성장과 사회적 가치 창출을 동시에 실현할 수 있도록 지원하고, 조직의 현재 수준을 객관적으로 진단하며 미래 발전 방향을 제시하는 것을 목적으로 합니다.

 

본 백서는 WFSRI의 개발 배경과 철학, 평가체계, 평가지표, 평가방법 및 활용방안을 체계적으로 정리한 공식 기준 문서입니다. 또한 지속가능성과 책임경영에 대한 사회적 요구에 부응하고, 공공기관과 기업이 ESG 경영을 효과적으로 추진할 수 있도록 지원하기 위한 실천적 지침서로서의 역할을 수행하고자 합니다.

 

특히 WFSRI는 단순한 평가를 위한 도구에 머무르지 않고, 조직의 자율적 혁신과 지속가능한 발전을 촉진하는 성장 플랫폼으로 기능하도록 설계되었습니다.

이를 통해 공공기관과 기업이 국민과 이해관계자의 신뢰를 확보하고, 사회적 가치와 공공성을 실현하며, 미래세대와 함께하는 지속가능한 발전에 기여할 수 있기를 기대합니다.

 

공기업평가위원회(SEC)는 앞으로도 평가의 공정성·객관성·전문성을 바탕으로 평가체계를 지속적으로 발전시키고, 지속가능경영 문화 확산과 사회적 가치 실현을 위하여 최선의 노력을 다할 것입니다.

 

본 백서가 공공기관과 기업, 연구기관, 정책입안자 및 다양한 이해관계자들에게 유용한 참고자료가 되기를 기대하며, 지속가능한 미래를 향한 책임 있는 실천의 길잡이가 되기를 바랍니다.

Today, public institutions and corporations face an era in which sustainability and social responsibility must be pursued alongside economic performance. Global challenges such as climate change, environmental protection, human rights, ethical management, digital transformation, and the enhancement of public value require organizations to consider the broader impact of their activities on society and the environment.

 

In this changing landscape, organizational competitiveness can no longer be measured solely by financial outcomes. The ability to create sustainable value and demonstrate responsible management has become an essential criterion for evaluation.

 

The Sustainable Enterprise Evaluation Commission (SEC) has developed the WF Sustainability & Responsibility Index (WFSRI) in response to these evolving expectations.

 

The WFSRI is an integrated evaluation framework designed to comprehensively assess environmental, social, and governance (ESG) performance while also incorporating the principles of responsible management, public value, ethics, innovation, and sustainability. The index aims to support public institutions and corporations in achieving sustainable growth and social value creation, while providing an objective assessment of organizational performance and a roadmap for future development.

 

This White Paper serves as the official reference document that systematically presents the background, philosophy, evaluation framework, indicators, methodologies, and practical applications of the WFSRI. It is intended not only as a policy and research reference but also as a practical guide to assist organizations in implementing effective ESG and sustainability management practices.

 

Importantly, the WFSRI is designed not merely as an evaluation tool, but as a platform for organizational innovation and sustainable advancement. Through this framework, public institutions and corporations are encouraged to strengthen stakeholder trust, realize public value, enhance accountability, and contribute to sustainable development for future generations.

 

The Sustainable Enterprise Evaluation Commission will continue to advance and refine its evaluation systems based on the principles of fairness, objectivity, and professionalism, while promoting a culture of sustainability and social value creation across both the public and private sectors.

 

We sincerely hope that this White Paper will serve as a valuable resource for public institutions, corporations, research organizations, policymakers, and stakeholders, and that it will provide meaningful guidance for responsible actions toward a sustainable future.
