4-1. 평가체계 개요
Overview of the Evaluation Framework

 

 

WF책임경영지수(WFSRI)는 공공기관과 기업의 지속가능성, 책임경영, 공공성, 사회적 가치 창출 및 혁신역량을 종합적으로 평가하기 위하여 개발된 통합 평가체계이다.

The WF Sustainable Responsibility Index (WFSRI) is an integrated evaluation framework developed to assess sustainability, responsible management, public value, social value creation, and innovation capabilities of public institutions and corporations.

본 평가체계는 ESG(Environmental, Social and Governance)의 핵심 가치에 기반하면서도 공기업평가위원회(SEC)가 추구하는 책임경영, 공공성, 사회적 가치, 공동체 가치, 혁신성장 및 미래세대 보호의 철학을 반영하여 설계되었다.

While grounded in the core principles of Environmental, Social, and Governance (ESG), the framework also reflects the values promoted by the Sustainable Enterprise Evaluation Commission (SEC), including Responsible Management, Public Value, Social Value, Community Value, Innovation Growth, and Future Generation Protection.

WFSRI는 단순한 성과평가 중심의 지표체계를 넘어 조직의 지속가능한 발전 역량과 미래 경쟁력을 종합적으로 진단할 수 있도록 구성되어 있으며, 평가 결과가 조직의 지속적인 개선과 혁신으로 연결될 수 있도록 발전지향적 평가모델을 지향한다.

The WFSRI is designed not only to measure performance but also to evaluate long-term sustainability, organizational development capacity, and future competitiveness, serving as a development-oriented framework that encourages continuous improvement and innovation.

4-2. 6대 평가부문 (Six Evaluation Categories)

 

WFSRI는 조직의 지속가능성과 책임경영 수준을 균형 있게 평가하기 위하여 다음의 6대 평가부문으로 구성된다.

The WFSRI consists of six Evaluation Categories designed to provide a balanced assessment of sustainability and responsible management.

이들 6개 평가부문은 환경책임, 지속가능경영, 인권과 사회적 책임, 지역사회 기여, 건전한 지배구조 및 이해관계자 보호를 균형 있게 평가하기 위하여 설계되었다.

These six Evaluation Categories provide a comprehensive framework for assessing environmental responsibility, sustainable management, human rights, social contribution, governance quality, and stakeholder protection.

 

 

 

4-3. 14개 하위항목 (Fourteen Sub-Categories)

6대 평가부문은 총 14개의 하위항목으로 구성된다.

The six Evaluation Categories are composed of fourteen Sub-Categories.

이들 14개 하위항목은 조직의 지속가능성, 책임경영, 환경책임, 사회적 가치, 지배구조, 혁신역량 및 이해관계자 보호 수준을 보다 구체적이고 체계적으로 평가하기 위한 세부 평가체계를 구성한다.

These fourteen Sub-Categories provide a detailed framework for evaluating sustainability, responsible management, environmental responsibility, social value creation, governance quality, innovation capability, and stakeholder protection in a systematic manner.

 

 

 

4-4. 110개 세부지표 (110 Detailed Indicators)

 

WFSRI는 총 110개의 세부지표를 운영한다.

The WFSRI consists of a total of 110 Detailed Indicators.

각 세부지표는 조직의 정책, 제도, 운영체계, 성과 및 지속가능한 발전 수준을 객관적으로 평가할 수 있도록 설계되었다.

Each Detailed Indicator is designed to evaluate organizational policies, systems, operational effectiveness, performance outcomes, and long-term sustainability in an objective manner.

110개 세부지표의 공식 명칭과 세부 구성은 「부록 2. WFSRI 110개 세부지표 목록」에 따른다.

The official titles and detailed composition of the 110 Detailed Indicators are provided in Appendix 2, “List of 110 WFSRI Detailed Indicators.”

세부지표별 평가방법, 배점기준, 증빙자료 및 심사기준은 공기업평가위원회(SEC)가 별도로 정하는 「WFSRI 평가지표 해설서(Guidelines for WFSRI Detailed Indicators)」에 따른다.

Detailed methodologies, scoring criteria, supporting documentation requirements, and assessment procedures are provided separately in the Guidelines for WFSRI Detailed Indicators issued by the Sustainable Enterprise Evaluation Commission (SEC).

 

 

 

4-5. 배점체계 (Scoring System)

 

WFSRI는 평가의 객관성과 공정성을 확보하기 위하여 정량평가와 정성평가를 병행하는 종합 배점체계를 적용한다.

The WFSRI applies a comprehensive scoring system that combines quantitative and qualitative evaluation in order to ensure fairness and objectivity.

정량평가는 조직의 성과와 운영실적을 수치화하여 평가하는 방식이며, 정성평가는 정책, 제도, 운영체계 및 책임경영 실천 수준 등을 종합적으로 평가하는 방식이다.

Quantitative evaluation measures organizational performance and operational results through measurable indicators, while qualitative evaluation assesses policies, systems, operational frameworks, and responsible management practices.

세부적인 배점기준과 평가방법은 공기업평가위원회(SEC)가 별도로 정하는 평가기준 및 운영지침에 따른다.

Detailed scoring standards and evaluation methodologies shall be governed by evaluation standards and operational guidelines separately established by the Sustainable Enterprise Evaluation Commission (SEC).

평가 결과는 세부지표별 점수, 평가부문별 점수 및 종합점수로 산정되며, 조직의 지속가능성과 책임경영 수준을 종합적으로 진단하는 기준으로 활용된다.

Evaluation results are calculated through indicator-level scores, category-level scores, and overall performance scores and are utilized as a basis for assessing organizational sustainability and responsible management.

WFSRI는 단순한 점수 산정을 목적으로 하지 않으며, 평가 결과가 조직의 지속적인 개선과 혁신으로 연결될 수 있도록 발전지향적 평가체계를 지향한다.
The WFSRI is not intended merely as a scoring mechanism but as a development-oriented framework that encourages continuous organizational improvement and innovation.

 

 

 

4-6. 평가체계 구조도 (Framework Structure)

이와 같은 구조는 조직의 지속가능성, 책임경영, 공공성, 사회적 가치 및 혁신역량을 체계적이고 단계적으로 평가할 수 있도록 설계되었다.

This structure is designed to enable a systematic and progressive assessment of sustainability, responsible management, public value, social value creation, and innovation capability.

평가부문은 평가의 기본 영역을 구성하며, 하위항목은 평가부문별 세부 평가영역을 제시한다. 세부지표는 실제 평가가 이루어지는 기준이며, 핵심가치지표(CVI)는 WFSRI의 핵심 철학과 전략적 가치를 집중적으로 반영하는 지표체계이다.

Evaluation Categories constitute the primary assessment domains, while Sub-Categories provide detailed evaluation components within each Category. Detailed Indicators serve as the operational basis of assessment, and the Core Value Indicators (CVI) represent the strategic values and core philosophy of the WFSRI.

이 계층 구조는 평가의 일관성과 체계성을 확보하고 평가 결과의 객관성과 활용성을 높이기 위한 기반으로 운영된다.

This hierarchical structure provides the foundation for ensuring consistency, systematic assessment, objectivity, and practical applicability of evaluation results.

 

 

4-7. 핵심가치지표(CVI) (Core Value Indicators (CVI))

 

공기업평가위원회(SEC)는 WFSRI의 핵심 철학과 전략적 가치를 보다 명확하게 반영하기 위하여 핵심가치지표(Core Value Indicators, CVI)를 운영한다.

The Sustainable Enterprise Evaluation Commission (SEC) operates the Core Value Indicators (CVI) framework to more clearly reflect the core philosophy and strategic values of the WFSRI.

핵심가치지표는 총 110개 세부지표 가운데 제080호부터 제110호까지의 31개 세부지표로 구성된다.

The CVI framework consists of thirty-one Detailed Indicators, covering Indicator No. 080 through Indicator No. 110 within the WFSRI.

As a central component of the WFSRI, the CVI framework provides a focused assessment of organizational strategic direction and responsible management performance.

핵심가치지표의 세부 구성과 운영원칙은 제6장 「핵심가치지표(CVI)」에서 보다 상세하게 설명한다.

The detailed structure and operational principles of the CVI framework are further explained in Chapter VI, “Core Value Indicators (CVI).”

 

 

 

4-8. WFSRI 평가등급 및 SEC 인증등급 체계
WFSRI Rating and SEC Certification Framework

 

WFSRI는 평가결과의 객관성과 활용성을 높이기 위하여 평가등급(Rating Grades)과 인증등급(Certification Grades)을 운영한다.

To enhance the objectivity and practical application of evaluation results, the WFSRI operates both Rating Grades and Certification Grades.

 

1.  WFSRI 평가등급 (WFSRI Rating Grades)

평가등급은 WF책임경영지수(WFSRI) 평가결과를 나타내는 공식 등급이다.
Rating Grades represent the official evaluation results of the WF Sustainable Responsibility Index (WFSRI).

Certification Grades represent the official certification levels granted by the Sustainable Enterprise Evaluation Commission (SEC) based on WFSRI evaluation results.

4.  운영원칙 (Operating Principles)

평가등급은 기관 또는 기업의 책임경영, 지속가능성, 공공성, 사회적 가치, 혁신성과 및 이해관계자 보호 수준을 종합적으로 평가한 결과를 의미한다.

Rating Grades represent the overall assessment of responsible management, sustainability, public value, social value creation, innovation performance, and stakeholder protection.

인증등급은 평가결과를 토대로 공기업평가위원회(SEC)가 부여하는 공식 인증으로서 일정 수준 이상의 평가결과를 획득한 기관 및 기업에 한하여 부여될 수 있다.

Certification Grades are official recognitions granted by the Sustainable Enterprise Evaluation Commission (SEC) to organizations that achieve the required level of performance.

SEC는 평가의 공정성과 객관성을 확보하기 위하여 평가등급과 인증등급을 구분하여 운영한다.

To ensure fairness and objectivity, SEC operates Rating Grades and Certification Grades as separate but interrelated systems.

이 체계는 조직의 지속가능성과 책임경영 수준을 명확하게 제시하고, 우수기관 및 우수기업에 대한 공신력 있는 인증기준을 제공하기 위하여 운영된다.

This framework is intended to provide a clear indication of sustainability and responsible management performance while offering a credible certification standard for outstanding institutions and corporations.

 

 

 

4-9. 평가대상 선정 원칙
Principles for Selection of Evaluation Subjects

 

 

WFSRI는 공공기관, 공기업, 준정부기관, 지방공기업, 민간기업, 비영리기관, 교육기관 및 연구기관 등 다양한 조직에 적용될 수 있다.

The WFSRI may be applied to a wide range of organizations, including public institutions, public enterprises, quasi-governmental organizations, local public enterprises, private corporations, non-profit organizations, educational institutions, and research institutions.

공기업평가위원회(SEC)는 평가의 공익성, 사회적 영향력, 책임경영 수준 및 평가 필요성 등을 종합적으로 고려하여 평가대상을 선정할 수 있으며, 평가 신청 여부와 관계없이 공기업평가위원회가 평가가 필요하다고 인정하는 공공기관·공기업·준정부기관·지방공기업·민간기업 및 기타 기관을 직권으로 선정하여 평가할 수 있다.

The Sustainable Enterprise Evaluation Commission (SEC) may select evaluation subjects based on public interest, social impact, responsible management performance, and evaluation necessity. Regardless of whether an organization has submitted an application, SEC may designate and evaluate public institutions, public enterprises, quasi-governmental organizations, local public enterprises, private corporations, and other entities that it deems appropriate for evaluation.

평가대상 선정은 평가의 독립성, 공정성 및 객관성을 원칙으로 하며, 조직의 규모, 업종, 사회적 영향력 및 지속가능성 관련 특성을 종합적으로 고려하여 결정할 수 있다.

Selection of evaluation subjects shall be based on the principles of independence, fairness, and objectivity, taking into consideration organizational size, industry characteristics, social impact, and sustainability-related factors.
