기업과 공공기관을 둘러싼 경영환경은 인공지능(AI), 디지털 전환, 기후변화 대응, 글로벌 공급망 재편, 사이버 보안, 인권 보호, 윤리경영, 그리고 공공가치와 사회적 가치에 대한 요구 확대와 함께 빠르게 변화하고 있다.
The management environment surrounding corporations and public institutions is undergoing rapid transformation driven by Artificial Intelligence (AI), digital transformation, climate action, global supply chain restructuring, cybersecurity, human rights protection, ethical governance, and increasing expectations for public value and social value.
오늘날 조직의 경쟁력은 단기적인 재무성과나 기존 ESG(Environmental, Social, Governance) 평가만으로는 충분히 설명될 수 없다. 지속가능한 성장, 미래 경쟁력, 혁신역량, 장기 가치창출, 비재무 리스크 관리뿐 아니라 공공가치와 사회적 가치까지 함께 고려하는 새로운 책임경영 기준이 요구되고 있다.
Today, organizational competitiveness can no longer be fully explained by short-term financial performance or conventional Environmental, Social and Governance (ESG) assessments alone. A new standard for Responsible Management is required—one that comprehensively considers sustainable growth, future competitiveness, innovation capability, long-term value creation, non-financial risk management, public value, and social value.
이러한 시대적 변화에 대응하기 위하여 SEC(Sustainable Enterprise Evaluation Commission)는 독자적인 연구를 통해 WF책임경영지수(WFSRI)를 개발하였다.
In response to these structural changes, the Sustainable Enterprise Evaluation Commission (SEC) developed the WF Sustainable Responsibility Index (WFSRI) through its own independent research.
WF책임경영지수(WFSRI)는 SEC가 독자적으로 개발한 책임경영지수이다. WF책임경영지수는 책임경영 평가를 위한 단순한 지수나 평가도구가 아니라, 책임경영 평가철학(Responsible Management Evaluation Philosophy), 책임경영 평가방법론(Responsible Management Evaluation Methodology), 책임경영 평가기준(Responsible Management Evaluation Criteria), 책임경영 평가체계(Responsible Management Evaluation Framework), 세부평가지표(Detailed Evaluation Indicators) 및 핵심가치지표(Core Value Indicators, CVI)를 하나의 체계로 통합한 SEC의 독자적인 평가 기반이다.
The WF Sustainable Responsibility Index (WFSRI) is a Responsible Management Index independently developed by SEC. Rather than serving merely as an index or evaluation tool, the WFSRI represents SEC's proprietary evaluation foundation by integrating the Responsible Management Evaluation Philosophy, Responsible Management Evaluation Methodology, Responsible Management Evaluation Criteria, Responsible Management Evaluation Framework, Detailed Evaluation Indicators, and Core Value Indicators (CVI) into a single comprehensive system.
SEC가 수행하는 모든 책임경영 평가(Evaluation), 등급(Rating), 인증(Certification), 분석(Analysis) 및 연구(Research)는 WF책임경영지수에 내장된 체계를 기반으로 수행된다.
All Responsible Management Evaluation, Rating, Certification, Analysis, and Research conducted by SEC are based on the integrated architecture embedded within the WF Sustainable Responsibility Index.
백서의 목적
Purpose of This White Paper
본 백서는 SEC가 개발·운영하는 WF책임경영지수(WFSRI)의 개발 배경과 철학, 구조 및 활용체계를 종합적으로 설명하는 공식 기준문서이다.
This White Paper is the official reference document explaining the development background, philosophy, architecture, and application of the WF Sustainable Responsibility Index (WFSRI) developed and operated by SEC.
본 백서는 WF책임경영지수에 내장된 책임경영 평가철학, 책임경영 평가방법론, 책임경영 평가기준, 책임경영 평가체계 및 핵심 평가구조를 체계적으로 제시함으로써 기업과 공공기관이 책임경영을 올바르게 이해하고 실천할 수 있도록 지원하는 것을 목적으로 한다.
Its purpose is to present the Responsible Management Evaluation Philosophy, Responsible Management Evaluation Methodology, Responsible Management Evaluation Criteria, Responsible Management Evaluation Framework, and the core evaluation architecture embedded within the WFSRI, thereby supporting corporations and public institutions in understanding and implementing Responsible Management in a systematic manner.
또한 본 백서는 연구기관, 정책입안자, 투자자 및 국제사회의 다양한 이해관계자가 WF책임경영지수를 일관된 기준으로 이해하고 활용할 수 있도록 지원하는 공식 참고문서의 역할을 수행한다.
The White Paper also serves as an official reference for research organizations, policymakers, investors, and stakeholders across the international community, enabling them to understand and apply the WF Sustainable Responsibility Index based on a consistent and transparent standard.

Overview of the WF Sustainable Responsibility Index (WFSRI)
WF책임경영지수(WFSRI)는 기존 ESG를 대체하기 위하여 개발된 평가체계가 아니다.
The WF Sustainable Responsibility Index (WFSRI) was not developed to replace conventional ESG.
WF책임경영지수는 ESG(Environmental, Social, Governance)의 기본 철학을 존중하면서도 ESG만으로는 충분히 설명하기 어려운 책임경영 영역을 보다 종합적이고 미래지향적으로 평가하기 위하여 SEC가 독자적인 연구를 통해 개발한 책임경영지수이다.
The WFSRI respects the fundamental philosophy of Environmental, Social and Governance (ESG) while providing a more comprehensive and future-oriented approach to evaluating areas of Responsible Management that conventional ESG alone cannot sufficiently explain. It was independently developed through SEC's own research.
WF책임경영지수에는 책임경영 평가에 필요한 책임경영 평가철학, 책임경영 평가방법론, 책임경영 평가기준, 책임경영 평가체계, 6대 평가부문(Six Evaluation Dimensions), 14개 하위평가항목(Fourteen Evaluation Subcategories), 110개 세부평가지표(110 Detailed Evaluation Indicators) 및 31개 핵심가치지표(Core Value Indicators, CVI)가 하나의 통합된 구조로 설계되어 있다.
The WF Sustainable Responsibility Index integrates the Responsible Management Evaluation Philosophy, Responsible Management Evaluation Methodology, Responsible Management Evaluation Criteria, Responsible Management Evaluation Framework, Six Evaluation Dimensions, Fourteen Evaluation Subcategories, 110 Detailed Evaluation Indicators, and 31 Core Value Indicators (CVI) into a single integrated architecture.
이러한 구조를 기반으로 SEC는 기업과 공공기관의 지속가능성(Sustainability), 책임경영(Responsible Management), 혁신역량(Innovation Capability), 비재무 리스크 관리(Non-Financial Risk Management), 장기 가치창출(Long-Term Value Creation), 공공가치(Public Value), 사회적 가치(Social Value) 및 미래 경쟁력을 종합적으로 평가한다.
Based on this architecture, SEC comprehensively evaluates Sustainability, Responsible Management, Innovation Capability, Non-Financial Risk Management, Long-Term Value Creation, Public Value, Social Value, and future competitiveness of corporations and public institutions.
WF책임경영지수는 평가를 위한 지수에 머무르지 않는다. SEC의 모든 책임경영 평가, 등급, 인증, 분석 및 연구는 WF책임경영지수에 내장된 철학과 방법론, 기준 및 평가체계를 기반으로 수행되며, 이를 통해 책임경영의 새로운 기준을 지속적으로 발전시켜 나간다.
The WFSRI extends far beyond serving as an evaluation index. All Responsible Management Evaluation, Rating, Certification, Analysis, and Research conducted by SEC are founded upon the philosophy, methodology, criteria, and framework embedded within the WFSRI, enabling the continuous advancement of a new global standard for Responsible Management.
