Announcement of the WFPL ESG Evaluation for Public Institutions and Corporations

 

 

세계청년리더총연맹(WFPL, World Federation of Power Leaders) 부설 평가인증기관인 공기업평가위원회(SEC, Sustainable Enterprise Evaluation Commission)는 공공기관·공기업·기업의 ESG 기반 책임경영 실천 수준과 사회적 가치 창출 성과를 종합적으로 평가하기 위하여 「WFPL 공공기관·기업 ESG 평가 운영규정」에 따라 「WFPL 공공기관·기업 ESG 평가」를 실시한다.

The Sustainable Enterprise Evaluation Commission (SEC), an evaluation and certification body affiliated with the World Federation of Power Leaders (WFPL), hereby conducts the WFPL ESG Evaluation for Public Institutions and Corporations in accordance with the Operational Regulations of the WFPL ESG Evaluation for Public Institutions and Corporations.

공기업평가위원회(SEC)는 WF책임경영지수(WFSRI, WF Sustainable Responsibility Index)를 기반으로 공공기관 및 기업의 ESG 역량, 책임경영 수준, 공공성, 혁신성, 회계 투명성, 재무건전성 및 지속가능성을 종합적으로 평가하고 있으며, 이를 통하여 책임경영 문화 확산과 사회적 가치 실현에 기여하고자 한다.

The SEC comprehensively evaluates ESG capabilities, responsible management performance, public value, innovation, accounting transparency, financial soundness, and sustainability based on the WF Sustainable Responsibility Index (WFSRI), thereby contributing to the promotion of responsible management culture and the realization of social value.

최종 평가결과는 공기업평가위원회(SEC)가 정하는 일정에 따라 발표되며, 인증기준에 따라 인증기관 선정 및 인증서 수여가 이루어질 수 있다.

Final evaluation results shall be announced according to a schedule determined by the SEC, and organizations meeting the certification standards may be selected for certification and awarded official certificates.

Ⅰ. 평가 목적
I. Purpose of the Evaluation

본 평가는 공공기관·공기업·기업의 ESG 기반 책임경영 실천 수준과 사회적 가치 창출 성과를 종합적으로 평가하기 위하여 실시된다.
This evaluation is conducted to comprehensively assess ESG-based responsible management practices and social value creation performance of public institutions, public enterprises, and corporations.

특히 지속가능경영, 인권 보호, 평등과 다양성, 건강한 조직문화, 윤리경영, 사회공헌, 공동체 가치 실현, 미래세대 보호, 디지털윤리, 사회안전망 구축 및 공공성 강화를 주요 평가요소로 반영한다.
In particular, the evaluation incorporates sustainability management, human rights protection, equality and diversity, healthy organizational culture, ethical management, social contribution, community value realization, future generations protection, digital ethics, social safety net enhancement, and public value promotion as major evaluation elements.

또한 회계 투명성 강화, 건전한 지배구조 확립 및 지속가능한 성장기반 구축을 촉진함으로써 책임경영 문화 확산에 기여하는 것을 목적으로 한다.
The evaluation also aims to promote responsible management culture by strengthening accounting transparency, establishing sound governance systems, and supporting sustainable growth foundations.

 

 

Ⅱ. WF책임경영지수(WFSRI) 기반 평가
II. Evaluation Based on the WF Sustainable Responsibility Index (WFSRI)

본 평가는 공기업평가위원회(SEC)가 개발·운영하는 WF책임경영지수(WFSRI)를 기반으로 실시된다.
This evaluation is conducted based on the WF Sustainable Responsibility Index (WFSRI), developed and operated by the Sustainable Enterprise Evaluation Commission (SEC).

WF책임경영지수(WFSRI)는 ESG 가치와 책임경영 원칙을 기반으로 인권(Human Rights), 디지털윤리(Digital Ethics), 공동체가치(Community Value) 및 미래세대 보호(Future Generations Protection)를 함께 반영한 확장형 책임경영 평가체계이다.
The WF Sustainable Responsibility Index (WFSRI) is an expanded responsible management evaluation framework that incorporates Human Rights, Digital Ethics, Community Value, and Future Generations Protection in addition to ESG values and responsible management principles.

WFSRI는 기존 ESG 평가의 범위를 넘어 지속가능성, 사회적 책임, 공공성 및 책임경영 성과를 종합적으로 반영하는 공기업평가위원회(SEC) 고유의 평가모델이다.
The WFSRI is a unique evaluation model of the SEC that goes beyond conventional ESG assessments by comprehensively reflecting sustainability, social responsibility, public value, and responsible management performance.

 

 

주요 평가부문은 다음과 같다.

The six major evaluation categories are as follows:

Ⅲ. 평가체계
III. Evaluation Framework

공기업평가위원회(SEC)는 WF책임경영지수(WFSRI)에 따라 다음과 같은 평가체계를 운영한다.
The SEC operates the following evaluation framework under the WF Sustainable Responsibility Index (WFSRI).

• 6개 평가부문
(Six Evaluation Categories)

• 14개 평가영역
(Fourteen Evaluation Areas)

• 110개 세부지표
(110 Detailed Indicators)

• 31개 핵심가치지표(CVI)
(31 Core Value Indicators)

평가결과는 ESG 역량, 책임경영 수준, 공공성, 혁신성, 회계 투명성, 재무건전성 및 지속가능성을 종합적으로 반영하여 산출된다.
Evaluation results are derived through a comprehensive assessment of ESG capabilities, responsible management performance, public value, innovation, accounting transparency, financial soundness, and sustainability.

 

 

 

Ⅳ. 평가대상
IV. Subject Organizations

본 평가는 다음 기관 및 기업을 대상으로 실시한다.
This evaluation shall be conducted for the following institutions and corporations.

• 중앙행정기관 산하 공공기관
(Public Institutions Affiliated with Central Government Agencies)

• 공기업 및 준정부기관
(Public Enterprises and Quasi-Governmental Organizations)

• 지방공기업
(Local Public Enterprises)

• 대기업
(Large Corporations)

• 중견기업
(Medium-Sized Enterprises)

• 중소기업
(Small and Medium-Sized Enterprises)

• 비영리법인 및 공익기관
(Non-Profit Corporations and Public Interest Organizations)

• 기타 공기업평가위원회(SEC)가 평가가 필요하다고 인정하는 기관 및 기업
(Other Institutions and Corporations Deemed Appropriate for Evaluation by the SEC)

 

공기업평가위원회(SEC)는 평가의 공익성, 사회적 영향력, 책임경영 수준 및 평가 필요성 등을 종합적으로 고려하여 평가대상을 선정할 수 있다.
The SEC may select evaluation subjects by comprehensively considering public interest, social impact, responsible management performance, and the necessity of evaluation.

평가대상 기관은 평가 신청 여부와 관계없이 선정될 수 있다.
Organizations may be selected for evaluation regardless of whether they have submitted an application.

 

 

Ⅴ. 평가원칙
V. Evaluation Principles

공기업평가위원회(SEC)는 다음 원칙에 따라 평가를 수행한다.
The SEC conducts evaluations in accordance with the following principles.

 

• 공정성 (Fairness)
• 객관성 (Objectivity)
• 독립성 ((Independence)
• 전문성 (Professionalism)
• 투명성 (Transparency)
• 책임성 (Accountability)
• 정치적 중립성 (Political Neutrality)

모든 평가대상 기관은 동일한 기준과 절차에 따라 평가된다.
All evaluated organizations shall be assessed according to the same standards and procedures.

평가는 객관적인 자료와 검증 가능한 근거를 기반으로 수행되며 특정 기관이나 기업에 대한 특혜는 허용되지 아니한다.
Evaluations shall be conducted based on objective information and verifiable evidence, and preferential treatment toward any institution or corporation shall not be permitted.

또한 평가와 인증의 독립성을 보장하기 위하여 평가대상 기관으로부터 평가결과 및 인증결정에 영향을 미칠 수 있는 평가비, 심사비, 인증비, 후원금, 찬조금, 협찬금 또는 기타 명목의 금전적 지원을 받지 아니한다.
To ensure the independence of evaluation and certification activities, the SEC shall not receive evaluation fees, review fees, certification fees, sponsorships, donations, contributions, or any other form of financial support from evaluated organizations that may influence evaluation results or certification decisions.

 

Ⅵ. 평가자료 반영기준
VI. Evaluation Reference Period and Materials

평가는 연 1회 실시하는 것을 원칙으로 한다.
As a general principle, the evaluation shall be conducted once annually.

평가자료 반영기간은 원칙적으로 매년 1월 1일부터 11월 30일까지로 한다.
The evaluation reference period shall generally extend from January 1 to November 30 of each year.

다만 공기업평가위원회(SEC)는 평가 운영상 필요하다고 인정하는 경우 평가자료 반영기간을 조정할 수 있다.
However, the SEC may adjust the evaluation reference period where necessary for evaluation operations.

공기업평가위원회(SEC)는 다음 자료를 평가에 활용할 수 있다.
The SEC may utilize the following materials in the evaluation process.

 

• ESG 보고서 (ESG Reports)
• 지속가능경영보고서 (Sustainability Reports)
• 사업보고서 (Business Reports)
• 공시자료 (Public Disclosure Documents)
• 정부 및 공공기관 자료 (Government and Public Institution Documents)
• 언론보도 (Media Reports)
• 사회공헌 및 사회적 가치 관련 자료 (Social Contribution and Social Value Materials)
• 재무제표 및 회계 관련 자료 (Financial Statements and Accounting Records)
• 내부통제 및 감사 관련 자료 (Internal Control and Audit Materials)
• 기타 객관적으로 검증 가능한 자료 (Other Objectively Verifiable Materials)

다만 평가의 공정성과 객관성 확보를 위하여 필요하다고 인정되는 주요 현안, 사회적 가치 관련 중요사항 및 공공적 관심 사안은 추가 반영할 수 있다.
The SEC may additionally consider major issues, significant social value matters, and public-interest concerns where necessary to ensure fairness and objectivity.

 

 

Ⅶ. 평가자료 제출 및 검증
VII. Submission and Verification of Evaluation Materials

공기업평가위원회(SEC)는 평가 진행 과정에서 필요한 경우 해당 기관 또는 기업에 추가 자료 제출을 요청할 수 있다.
During the evaluation process, the SEC may request additional materials from institutions or corporations where necessary.

또한 평가의 객관성과 신뢰성 확보를 위하여 제출자료에 대한 사실확인, 자료검증 또는 보완자료 제출을 요청할 수 있다.
To ensure objectivity and credibility, the SEC may conduct fact verification, document reviews, or request supplementary materials.

평가대상 기관은 요청받은 자료를 성실하게 제출하여야 한다.
Evaluated organizations shall faithfully submit requested materials.

제출자료는 전자문서(Electronic Document)를 원칙으로 한다.
Submission of materials shall, in principle, be made in electronic document format.

Ⅷ. 최종평가 결과 발표
VIII. Announcement of Final Evaluation Results

최종 평가결과는 평가연도 종료 후 공기업평가위원회(SEC)가 정하는 일정에 따라 발표한다.
Final evaluation results shall be announced according to a schedule determined by the SEC following the completion of the applicable evaluation year.

평가결과는 공기업평가위원회(SEC) 및 세계청년리더총연맹(WFPL)의 공식 홈페이지와 보도자료 등을 통하여 공개할 수 있다.
Evaluation results may be disclosed through the official websites of the SEC and WFPL, as well as through press releases and other official channels.

공개되는 평가결과에는 평가등급, 인증기관, 우수사례, 주요 분석결과 및 기타 공기업평가위원회(SEC)가 필요하다고 인정하는 사항이 포함될 수 있다.
Published results may include evaluation ratings, certified organizations, outstanding practices, major analytical findings, and other matters deemed necessary by the SEC.

공기업평가위원회(SEC)는 평가결과 공개를 통하여 책임경영 문화 확산, 지속가능경영 실천 및 사회적 가치 창출에 기여하고자 한다.
Through the disclosure of evaluation results, the SEC seeks to promote responsible management culture, sustainable management practices, and social value creation.

 

 

Ⅸ. 인증식 개최
IX. Certification Ceremony

공기업평가위원회(SEC)는 최종 평가결과 발표와 함께 「WFPL 공공기관·기업 ESG 평가 인증식」을 개최할 수 있다.
The Sustainable Enterprise Evaluation Commission (SEC) may hold the “WFPL ESG Evaluation Certification Ceremony for Public Institutions and Corporations” in conjunction with the announcement of the final evaluation results.

인증식에서는 공기업평가위원회(SEC)가 정하는 인증기준에 따라 선정된 인증기관에 대한 인증서 수여가 이루어질 수 있다.
During the Certification Ceremony, official certificates may be awarded to organizations selected in accordance with certification standards established by the SEC.

또한 우수사례 발표, 책임경영 실천사례 공유, 지속가능경영 발전방안 논의 및 사회적 가치 확산을 위한 다양한 프로그램이 함께 진행될 수 있다.
The event may also include presentations of outstanding practices, sharing of responsible management experiences, discussions on sustainability advancement, and various programs promoting social value creation.

인증식의 일정, 장소 및 세부계획은 추후 별도 공지한다.
The schedule, venue, and detailed program of the Certification Ceremony shall be announced separately.

 

 

Ⅹ. 평가결과 공개
X. Disclosure of Evaluation Results

WFPL 공공기관·기업 ESG 평가 결과는 공개를 원칙으로 한다.
The results of the WFPL ESG Evaluation for Public Institutions and Corporations shall, in principle, be made public.

평가결과는 공기업평가위원회(SEC)의 공식 심의·의결 절차를 거쳐 확정된 후 공개된다.
Evaluation results shall be disclosed after being finalized through the official deliberation and resolution procedures of the SEC.

공개되는 내용에는 평가등급, 인증기관, 우수사례, 주요 분석결과 및 기타 공기업평가위원회(SEC)가 필요하다고 인정하는 사항이 포함될 수 있다.
Disclosed information may include evaluation ratings, certified organizations, best practices, major analytical findings, and other matters deemed necessary by the SEC.

다만 개인정보 보호, 영업비밀 보호, 공익상 필요성 또는 기타 특별한 사유가 있는 경우 공기업평가위원회(SEC)는 일부 내용을 공개하지 아니할 수 있다.
However, where necessary for the protection of personal information, confidential business information, public-interest considerations, or other special circumstances, the SEC may withhold certain information from disclosure.

평가결과 공개의 범위와 방법은 공기업평가위원회(SEC)가 별도로 정한다.
The scope and method of disclosure shall be separately determined by the SEC.
